GENERAL REGULATIONS

1.Invitation

The Bulgarian Chess Federation has the honour to invite all ECU member Federations to participate in the 2003 European Men’s Team Championship and the 2003 European Women’s Team Championship to be held from October 10th (arrival day) to October 21st (departure day) in Plovdiv, Bulgaria.

2.Participation

2.1.Each National Chess Federation shell have the right to be represented by a men’s team of four players and one reserve and by a women’s team of two players and one reserve.

  1. FIDE and ECU Entry fees

3.1.In accordance with the ECU Regulations each team shall pay an entry fee amounting at 400 CHF (260 €). National Federationsshall send this amount directly to ECU.

Remark: After consultations with ECU and the Organizers the Chief Arbiter may make changes in the preliminary program. The changes should be announced in due time.

  1. Tournament rules

5.1.The valid regulations to be followed shall be the “ECU Tournament Rules” approved by the General Assembly of the European Chess Union in Bled (Slovenia) in 2002.

5.2.The Championships shall be played according to the “Swiss System for the Team Competitions” in 9 rounds.

5.3.Rate of play shall be 90 min for the whole game with an incremental time of 30 seconds per move from move 1. (electronic chess clocks will be used).

7.Tournament hall

The tournament hall is situated at the International Fair Complex in Plovdiv. The playing hall will be set in Pavilion # 3 at a distance from 100 m to 1.500 m. from the official hotels.

8. Applications, registration

8.1 The National federations are kindly requested to fill in and return the enclosed Application forms to the organizers soonest possible but not later than August 10th.

8.2. The complete registration form has to include surname/s, first name/s, ID number, FIDE Rating and title and passport number of each player, team captain and accompanying persons. Also it has to include the name, telephone and fax numbers, e-mail address of the Delegation chief and of the person in charge of the Federation.

9. Transport

Free of charge bus transport will be provided on October 9th and 10th(arrival days) and on October 21st (departure day) from and to Sofia airport.

10. Accommodation and board

10.1. The Organizers offer accommodation possibilities at four different hotels in Plovdiv. The participants, coaches and accompanying persons may choose among the following official hotels:

10.2.All rooms in the hotels are supplied with a shower cabin, direct telephone dial, satellite TV, mini bar.

10.3.The indicated prices are valid from October 9th to the October 22nd.

10.4.The indicated prices are per person per day, including full board accommodation / VAT, insurance, service tax included, three buffet meals per day including rich and various Bulgarian and European meals.

10.5.The number of single rooms is limited for the National federations.

10.6.In order to hold the ECU Competitions in a proper manner and to be in permanent close contact with all participants, official hotels have to be pointed together with the registration. Each participant is obliged to stay in one of the official hotels.

15.Tournament bulletin

Each men/women team is entitled to 6/4 free bulletins per round. Additional bulletins will be on sale.

16.Electricity

The standard voltage in Bulgaria is 220 Volts.

17.Currency & Exchange

The local currency is the Bulgarian Lev (BGN). Foreign Currency may be exchanged at the Airport, Railway station, local banks and exchange offices. Currency Rate of May 21, 2003, 1 EURO = 1,954 BGN.

18.Visas

If Bulgarian entry visas are required please contact the respective Bulgarian Embassy in your country. We have informed the respective authorities in the Ministry of Foreign Affairs for the Championship and asked for some preferences for countries whose citizens need entry visa.
