The Bucks County Intermediate Unit Board of Directors met at its regularly scheduled meeting, after notice was duly given to the newspapers and to the public as required by law, October 21, 2008 at 7:03 p.m. in the Board Room, Intermediate Unit Office, 705 N. Shady Retreat Road, Doylestown, Pennsylvania. The meeting began with the pledge of allegiance led by Elizabeth McCourt, Teacher of the Emotional Support Program students at Grandview Elementary School followed by roll call.

MINI REPORTS

Dr. Michael Masko presented the mini report for Programs and Services. The topic for the October 21, 2008 meeting was that the Bucks County Intermediate Unit’s website was re-launched into an era of excitement and easily accessible information. The new look and feel of www.bucksiu.org brings with it not only a beautiful design, but also a world of content available to the end user. Through the dedication and hard work of many throughout the entire Intermediate Unit, the new website was launched in time for 2008’s Opening Day ceremonies.

Mrs. Carole Smith presented the mini report for Special Education. The topic for the October 21, 2008 meeting was that the Bucks County Intermediate Unit’s Special Education Division provides varied levels of services to the thirteen school districts and three charter schools within Bucks County. Services are delivered in response to requests received from the local school districts to augment or support district level special education programming. More than 9000 students will receive Intermediate Unit services through our early childhood and school-age classroom, itinerant or consultative programs.

Dr. Barry Galasso shared various items of good news.

PUBLIC PARTICIPATION None

Upon a motion by Mr. Robert Heath, and seconded by Dr. Stephen Nowmos & passed by unanimous vote, the Board approved items 1 through 20 and supplemental item # 21.

APPROVAL OF BOARD MINUTES

The Board approved the minutes of the Intermediate Unit Board meeting held on September 16, 2008.

APPROVAL OF TREASURER’S REPORT

The Board approved the Treasurer’s Report, for the period of July 1, 2008 to September 30, 2008.

APPROVAL OF BILLS FOR PAYMENT

The Board approved the bills for payment for September 2008.

APPROVAL OF GENERAL FUND & SPECIAL REVENUE FUND TRANSFERS

The Board approved the general fund and special revenue fund transfers for September 2008 in the amount of $154,383.00.

APPROVAL OF BUDGET REVISIONS

The Board approved the Level III Distinguished Educators revised budget for the period of September 1, 2007 to June 30, 2008 in the amount of $10,596.00.

The Board approved the State Early Intervention revised budget for the period of July 1, 2008 to June 30, 2009 in the amount of $17,749,720.00.

APPROVAL OF PRIVATE PROVIDER CONTRACTS

The Board approved the September Private Provider Contracts and Additional Services for the period of July 1, 2008 through June 30, 2009 in the amount of $884,486.75.

APPROVAL OF SPECIAL EDUCATION CONTRACTS WITH A BUCKS COUNTY SCHOOL DISTRICT

The Board approved the Special Education Service Contract with Quakertown Community School District for the period of July 1, 2008 through June 30, 2009 in the amount of $2,638,010.00.

APPROVAL OF SPECIAL EDUCATION CONTRACTS WITH OUT-OF-COUNTY SCHOOL DISTRICTS

The Board approved the Special Education Service Contracts with Hatboro-Horsham and Saucon Valley School Districts for the period of September 1, 2008 through June 30, 2009 in the amount of $71,501.00.

APPROVAL OF NAME CHANGE OF THE BUCKS COUNTY ALTERNATIVE SCHOOL

The Board approved the name change of the Bucks County Alternative School to Red Cedar Academy.

APPROVAL OF SERVICE AGREEMENT

The Board approved the services agreement between the Bucks County Intermediate Unit # 22 and the Library Video Company d/b/a Safari Montage and authorized the Bucks County Intermediate Unit # 22 to enter into agreements with Pennsylvania educational institutions to provide said services for the period of November 1, 2008 through October 31, 2009.

The Board approved the services agreement between the Bucks County Intermediate Unit # 22 and Right Reasons Technologies; and authorized the Bucks County Intermediate Unit # 22 administration to enter into agreements to sell services to Pennsylvania education institutions for the period of December 15, 2008 through December 14, 2009.

APPROVAL OF MEMORANDUM OF UNDERSTANDING

The Board approved the Memorandum of Understanding between Chestnut Hill College and the Bucks County Intermediate Unit # 22 for the period of January 1, 2009 through August 30, 2010.

APPROVAL OF CONTRACTS AND PURCHASES

The Board approved the October 2008 contracts and purchases in the amount of $78,535.50.

APPROVAL OF COPIER LEASE

The Board approved the lease of eight (8) Cannon 2022i copiers from IKON Office Solution, Inc. and two (2) Konica Minolta Bizhub 350 copiers from Konica Minolta Business Solutions for a thirty-six (36) month term beginning October, 2008 through October, 2011 in the amount of $42,886.08.

APPROVAL OF INDEMNIFICATION

The Board approved the Executive Director’s role as a member of the operations committee of PAIUnet and Vice Chair of PAIUnet Council and indemnified the Executive Director in his official capacity as representing the Bucks County Intermediate Unit.

APPROVAL OF FIRST READING OF POLICIES

The Board approved the first reading of the following policies: 6160 Public Records and 6160.1 Administrative Regulations - Right to Know Forms.

APPROVAL OF OPEN RECORDS OFFICER

The Board approved the appointment of the Business Manager or designee as the Open Records Officer on an on-going basis.

APPROVAL OF SECOND READING & ADOPTION OF POLICIES

The Board approved the second reading and adoption of the following policies: 3405.1 Personal Illness/Injury; 3325 Tuition Reimbursement; and 3330 Reimbursement for Work/Health Expenses.

APPROVAL OF PERSONNEL ITEMS

The Board approved various personnel items including educational attainment.

APPROVAL OF FEASIBILITY STUDY & PURCHASE OF PROPERTY

The Board approved the appointment of Richard Kapusta and Company to conduct a Feasibility study and gave preliminary approval to pursue with the purchase of property adjacent to the Intermediate Unit’s Administration Offices located at 705 N. Shady Retreat Road Doylestown, PA 18901.

Upon a motion by Mr. Robert Heath, seconded by Mrs. Arlene Gordon, and passed by unanimous vote, the Board adjourned the meeting. (8 Ayes, 0Nays, 0 Abstentions with 1 Board member who left the meeting after initial voting, Ms. Carol Clemens).

The next regularly scheduled meeting of the Bucks County Intermediate Unit Board of Directors is Tuesday, November 18, 2008, at 7:00 P.M.
