VILLAGE BOARD MINUTES

MONDAY, APRIL 9, 2018

Call to order: Village President Paul Crarycalled the meeting to order at 7:00 P.M.

Roll call: Trustees: Kathy Morrison, Carolyn Schroeder, Kim Bauer, Kyle Hendrickson, and Rusty Shiradelly,Public Works Foreman Jared Anderson, Administrator/Clerk-Treasurer Lori Kratky, Library Employee Jane Breuer, Wyocena Bar Owner Chris Apel with her children Kelley and Patrick Apel, and Citizens:Jeff Breuer and Bob Spear.

Proof of Posting: Village Clerk posted the agenda for the April 9, 2018Village Board meeting on the bulletin board at Wyocena Community Center, Wyocena Post Office, United Cooperative in Wyocena and the Village website on Thursday, April 5, 2018.

Recognition of Visitors: Bob Spears reported he wants improvements made to Wyona Lake and he has been talking with Kurt Calkins and Kelly McGinnis at Columbia County about doing this; he wants the Wyona Lake Management District reactivated. Spears also request a Pest Permit. Spears would like both items on the May Village Board agenda.

Minutes: Motion by Bauers, seconded by Schroeder,to approve the March 12, 2018 board minutes. M.C. with Crary abstained.

Reports:

Library Director Report: A written report was provided. No questions were asked.

Library Request to Use Community Room with Fees Waived: Motion by Bauer, seconded by Crary, to allow the Wyocena Library use of the Community Room the afternoon of June 18, 2018 for a flower arranging class with all fees waived. M.C.

Police Chief’s Report: A written report was provided. No questions were asked.

2018 Speeding Grant: Motion by Crary, seconded by Shiradelly, to participate in the WI D.O.T. B.O.T. 2018 speeding grant and to pay $35 per hour for police officers’ wage when the officer is working for the WISDOT BOT speeding grant June 1 – September 30, 2018. M.C.

Public Works Foreman’s Report: A written report was provided. Well #1 has been out of service for rehabilitation for three months. A reduction of cost due to the delay of service was discussed. Anderson will talk to the provider and check on a letter of commitment.

Administrator Report:Kratky informed the board of the following items: 1) Open Book will be April 25th, 4-6 p.m., and Board of Review will be May 14th, 5-7 p.m. 2) Bid opening for the Jackson Street project is April 24th. 3) Large Item Refuse Removal is May 1st. 4) Upcoming days the office will be closed.

Unfinished Business:

Ambulance Service Update: Bauer explained the attorney is still determining what options exist for a fee Divine Savior would like to charge the ambulance service for select Paramedic intercepts.

New Business:

Emmettapel LLC, Wyocena Bar, License: Motion by Bauer, seconded by Morrison, to approve a Class B Beer and Liquor License for Emmettapel LLC, DBA Wyocena Bar, at 110 S. Washington Street, effective April 13, 2018 contingent upon all necessary forms and documentation are complete and submitted to the Village Administrator no later than 3:00 p.m. on April 12, 2018. M.C.

Church Softball League Request To Use Toppe Field: Anderson explained St. John’s would like to use Toppe Field two Sundays in May and Wednesday nights in June and July as they have in the past. Anderson stated St. John’s would coordinate with other organizations who would like to use the field. Motion by Crary, seconded by Schroeder, to allow St. John’s Softball League use of Toppe Field. M.C.

Dylan Anderson Fire Department Application: Motion by Crary, seconded by Shiradelly, to accept Dylan Anderson’s application for the Wyocena Bureau of Fire Cadet Program. M.C.

Street Sweeper: Bruce Equipment completed an inspection of the recently purchased street sweeper and submitted a list of repairs. Motion by Hendrickson, seconded by Shiradelly, to hire Bruce Equipment to complete repairs of the 2005 Elgin Street Sweeper with the amount not to exceed $18,588.74 and to pay for the repairs with funds from the 2018 budget as well as capital accounts. Roll Call: Crary – yes, Morrison – yes, Hendrickson – yes, Bauer – yes, Shiradelly – yes, Schroeder – yes. M.C.

Board Comments:Next board meeting is May 14, 2018. Items will include: Pest Permit Applications and Lake Management District.
