Monthly Meeting Minutes January 6, 2016

The January 6, 2016 monthly meeting of the BLSD was called to order by President Jan Nicolay at 7:00 pm at the Chester Community Center. Present were board members Tim Basler & Dick Neish, Dave Brown via phone, and Lori Basler, Substitute Clerk

1.  Approval of the Agenda: Motion was made by Neish and seconded by Basler, approved

2.  Approval of Special Meeting Minutes December 10, 2015 : Motion was made by Nicolay and seconded by Basler, approved

3.  Approval of Monthly Minutes December 2, 2015 : Motion was made by Basler and seconded by Neish, approved

4.  Approval of the Treasurer’s Report:

  1. Regular Checking Account: 1542-$4,875.00 Brown Excavating, 1543-$125.00 Brown Excavating, 1544-$30.00 Chester Community Center, 1545-$20.00 Mc Kinney Olson, 1546-$3,702.50 Wohlenberg, Ritzman, 1547-$2,408.21 Lammers, Kleibacker, 1548-$857.50 Costello, Porter, Hill, 1549-$494.00 Georgia Hanson, 1550-$16,114.00 Slayton Plumbing & Heating, 1552-$51.04 Madison Daily Leader, 1553-$50.00 Lori Basler.
  2. Construction Checking Account: 1210-$8,578.00 Schmitz Kalda.
  3. Motion to approve made by Neish and seconded by Basler, approved

5.  Superintendent’s Report: Brown said he received 8 calls about winterizing. The Flow Meter is working great. Zero One Calls for the month. Brown is working on inventory of shed. He will give an update at the next meeting. Also regarding the storage insurance Nicolay suggested the board should review the policy and increase the coverage if needed based on the inventory. Motion to review the coverage and increase if needed was made by Basler and seconded by Neish. Approved

6.  Other: Board agreed to send the Newsletter in March and September.

7.  Motion by Neish second by Basler to go into Executive Session at 7:15 p.m.

8.  7:58 p.m. motion by Nicolay, second by Neish to close Executive Session, approved.

9.  Motion by Neish, second by Basler that the attorney for the district, J. B. Lammers, be, and he hereby is, authorized to appeal the Order of the circuit court in the Lake County action of Brant Lake Sanitary District v. Gloria and Steven Thornberry, dated January 6, 2016, to the South Dakota Supreme Court. Motion carried.

10.  It was moved by Neish and seconded by Basler that the Accountant’s Report prepared by Gary Ritzman, CPA, regarding Excel Underground lawsuit expenditures, be accepted. Motion carried.

11.  Next meeting will be February 3, 2016 7:00 PM, Chester Community Center

12.  Adjourn: Motion made by Nicolay and seconded by Neish, approved.
