FRAMEWORK AGREEMENT REF CAG/14/07
Introduction
The Essex Procurement Hub is hosted by Braintree District Council and has 7 member authorities in Essex including Epping Forest District Council. On 1st April 2008 the Hub awarded a framework agreement for the provision of webcasting services. This was based on an initial requirement for Epping Forest District Council but the contract was awarded as a framework agreement to enable other authorities within Essex to make use of the agreement in the future if they wished to do so. The framework is for a 4-year period with regular reviews.
Scope of Services
Webcasting, provided as a leased service: -
· Full webcasting suite of software
· Range of hardware options
· Maintenance included
· Upgrades included
· Scaleable service allowing hours to be increased or decreased.
· Support including hosting
· Provision of unlimited bandwidth for agreed hours
· On site training
All as itemised in the pricing matrix.
Selection Process
The framework agreement was advertised in the Official Journal of the European Union (OJEU), notice reference 2007/s 171-210851 and complies with relevant EU procurement regulations. A full short-listing, formal tender and evaluation process took place. This process took several months to complete and authorities wishing to use the framework would not need to duplicate this effort.
Who can use this Agreement?
This agreement is available to all Procurement Agency for Essex members and all members of the Essex Online Partnership.
Pricing
Pricing under this framework is subject to annual review between Braintree District Council and Public – i Group Limited. The pricing matrix contains a range of options and participating authorities can select the services they require from the matrix.
The pricing and details provided under this agreement are commercially confidential and should not be divulged to any third party. In particular, prices should under no circumstances be shared with other suppliers, in an attempt to improve the price, or for any other reason.
Using the agreement
Participating Authorities wishing to award business under this framework agreement should award their own contract, referenced to this agreement CAG/14/07 and return the access form to the Essex Procurement Hub.

Unfortunately it is not possible to add further suppliers to the framework agreement.
