COUNCIL MEETING MINUTES

FEBRUARY 5, 2018

CITY ARMORY-7:00 P.M.

PRESENT: Auditor Nostdahl, Superintendent Fulsebakke Council Members: Schoenborn, Lorenz, Bernstein, Stewart, Marsden, Getzlaff & Seykora.

ABSENT: Mayor Aufforth & Council Member Mortensen.

Council President Marsden called the meeting to order.

CONSENT AGENDA: Lorenz moved to approve the consent agenda, seconded by Stewart, carried.

BILLS: Bernstein moved to approve the list of bills, seconded by Getzlaff. On roll call all voted yes, carried.

POLICE REPORT: Sheriff Watson distributed the monthly reports. He stated that all the vehicles now have tracking devices in them. The monthly reports now include stats on inmates & dispatch radio traffic.

LAND LEASE BIDS: Seykora moved to accept the high bid from Dean Milbrath of $1292.00/yr. on the farmland located east of Wal-Mart or a period of 1 year, seconded by Getzlaff, carried.

PLANNING COMMISSION:

Bottineau County has requested that we vacated the last north block of Ohmer Street by their shop & the N 40’ of A Street from Ohmer Street east to the RR Track right of way. This is to allow the expansion of their shop. They will assume maintenance of the vacated street areas. Lorenz moved to approve the street vacation request by Bottineau County upon 1st hearing as recommended by the Planning Commission, seconded by Seykora, carried.

BUILDING INSPECTOR:

ORDINANCE:

STREET:

Meeting on 2/7/18.

UTILITY:

Bernstein moved to approve a 10 cent /month increase on the Street Light Fee, seconded by Getzlaff. On roll call all voted yes, carried. Increase is due to a deficit at the end of the year for the Street Light category.

SHADE TREE:

Meeting on 2/22/17.

COMMUNITY CENTER:

No report.

BEAUTIFICATION:

No report.

ARMORY:

EMPLOYEE:

Met on 1/31/18. Committee is recommending an amendment to the personnel policy as follows: Change the rate of sick leave payout upon retirement from 10% to 15%. Schoenborn moved to approve the change in the personnel policy, seconded by Seykora. On roll call all voted yes, carried.

SUPERINTENDENT REPORT:

Fulsebakke informed the Council of the new members on the NAWS Board.

EDC/CHAMBER REPORT:

Whitney Gonitzke, EDC Director distributed information on activities.

OTHER:

Nostdahl updated the Council on the new budget time frame for 2018.

Getzlaff moved to adjourn the meeting at 7:45 p.m. seconded by Lorenz, carried.
