BOROUGH OF SLATINGTON
The Finance/ Public Safety, Human/Community Services, Workshop Meeting was held on January 24, 2011 in Council Room, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Freed at 6:35 PM with the following in attendance:

FINANCE
Russell Hallman – Chairman; Members: Daniel Stevens, Paul Hoffman
VISITORS
David Turek – ET&T presented information concerning the maintenance agreement on the phone system and explained our options. After a brief discussion it was decided that he should present the Borough with a list of new features before a decision is made concerning new upgrades.
Councilor Hallman stated that Campbell, Rappold, & Yurasits reduced their rate
by $5,000.00 for their 2010 Borough Audit. It was decided that we should put
this service out on bid for the 2011 Yearly Audit.
Councilor Hallman requested that since SS&M were not appointed to be Borough
Engineers for 2011, we should bring in some of the firms that we looked at last
year and put it on the 14 February Council Meeting Agenda.
Councilor Hallman also stated that we put on the 14 February Council Meeting
Agenda bid specs for heating oil, because he feels we are not getting the best
prices.
There were no further topics or questions from the committee members, other Council members or the public and so the Finance Meeting was adjourned.
PUBLIC SAFETY

VISITORS
Ed Ziegler – 102 Chestnut Street expressed his concerns about the sidewalks not cleared on the bridge between Slatington and Walnutport and that we should contact both Lehigh and Northampton counties concerning this problem.
Councilor Hoffman handed out copies of the Codified Fire Ordinance changes
that address Residency Requirements for volunteer fire persons, not officers
and noted that at the January 10, 2011 Council Meeting they passed a motion for
authorization to have the office advertise for the Ordinance Changes.
He also submitted financial statements from the Volunteer Fire Department for
2010 which is required. Councilor Hallman questioned the status of the monies
sitting in an account and was informed by Keith Weaver that the truck was sold
upon request. Councilor Hoffman stated that the money is still in the account at
1St Niagara Bank and confirmed that it is under the Borough EIN Number.
He noted that he spoke with 2 remaining members and was told that they wanted
money out of it, which Councilor Hoffman then proceeded to inform them that
they would have to provide documentation for the money.
Chief Rachman noted that a schedule for taser training has been established and all but one officer signed up for it. He also stated that from the beginning of this year to the end of February he has cut about an average of 30 shifts, but the calculation will not get us to where we need to be budget wise till the end of the year.

HUMAN/COMMUNITY SERVICES

VISITORS
Michelle Lucien – 428 West Franklin Street has requested approval from the Borough to hold their annual Duane Lucien Foundation Benefit on Saturday May 21, 2011 at the covered bridge at the end of 7th Street. This request will be put on the February 14, 2011 Council Meeting Agenda for action.
The Concordia Lutheran Academy submitted a request to use the trailhead as a starting point for a 5K Run/Walk on the D&L Trail on Saturday April 9, 2011. This request will also be put on the February 14, 2011 Council Meeting Agenda for action.
Councilor Stevens noted that he checked with the Lehigh County concerning gaming revenue and was told as last year that because we are not an adjoining municipality we do not qualify.
