The meeting started at 9:30 am. In attendance was NEMA/IOM/UNCHR/NRC/IRC/Save the Children/HPC.

UNHCR requested the agenda to be shared before meeting for members to make inputs. This was seconded by the Chair, reminding that agenda should be discussed before final draft is shared.

  1. Relocation update:

The Secretary of the High Powered Committee briefed the house on the status of relocations from schools to camps:

  • Yerwa (closed) to FTC/Dalori I
  • WTC (closed) to Dalori II
  • GGC (closed) to Dalori II
  • GCC to Bakasi Extension
  • ATC to Bakasi Extension – pending the completion of 100 shelters (now there are 71), water and toilet facilities.
  • 16,000 individuals have been relocated out of schools. Nevertheless, the Government intends to reopen schools in 2 weeks’ time and requests advance on shelter construction, water and latrines installation. IOM requested timely notice to support relocations.
  • The HPC highlighted there is one outstanding borehole to be built at Bakasi Extension camp, while at the same time requests the clean-up and removal of toilets in former camps in schools.
  • The HPC expressed concern about availability of land in Bakasi Extension camp, and suggests PINE to work in Farm Centre camp to relocate remaining IDPs living in schools.
  • NEMA informed PINE is constructing shelters and boreholes as part of their activities.
  1. Gaps and consideration prior to rains:
  • NEMA requested the update of the shelter gaps and camp density assessment. This exercise should be conducted as soon as Tuesday 3rd May. IOM can provide previous dataset to use as reference. Also IOM’s Site Facilitators are present in all camps and can support this exercise.
  • The need for more land will be concluded after analysis of the results of the assessment. NEMA would address the Governor of Borno in case there is need for more land.
  • NEMA also suggests to approach EYN church to address the high level density in that camp and maybe to relocate IDPs to some of its subsidiaries.
  • IOM informed the house that OCHA requested WASH and ES/NFI sector to work together in order to plan measures regarding the coming rainy season. IOM requested the Chair to approach the WASH sector to setup an inter-sectoral meeting with all partners specifically to discuss this issue.
  1. CERF implementation:
  • NRC finished the construction of 71 shelters in Bakasi Extension camp. It highlights the need for public shades.
  • UNHCR announced they are including veranda in their shelter to address the issue of heat, though levels of satisfaction didn’t change much.
  • NRC pointed the fact that IDPs are erecting shaded fences around shelters doors. It suggests it might for the protection of women being exposed while fighting the heat wearing light clothing.
  • IOM requested the house to review the latest plan designed by NRC that wasn’t yet reviewed and that contained major changes, including the extension from 5m to 6m the separation between shelters. NRC Site planner wasn’t present to explain the changes; hence the house requested inputs on this.
  • UNHCR presented yet another modified plan using the latest from NRC (version 2), but keeping the agreed 5m separation. This plan highlights the locations of low land where construction is not adviced due to risk of flooding. It contained other changes like the relocation of the planned schools and other inputs. Their arguments for the changes was that version 1 and 2 didn’t contemplate what the terrain permits to do, instead they worked over a bi-dimensional image of the area.
  • The house requested softcopy of the UNHCR version for review and inputs.
  • IOM pledged will construct 216 shelters in Bakasi Extension camp by the end of the 2nd week of May.
  • UNHCR pledged will construct 400 shelters in Bakasi Extension camp by the end of the 1st week of May.
  • UNHCR will conduct a training of Trainers in Maiduguri, while IOM will present the result of is Learning Needs Assessment to NEMA Zonal Coordinator, as was presented in Abuja to Director of Training.
  • NEMA requested partners to update 5W matrix to inform about activities and avoid duplications.
  1. Update from PINE:
  • The chair updated the house of behalf of PINE:

After termination of shelters in Bakasi Extension camp (200 shelters), they will focalise activities outside camps constructing shelters in:

  • Mafa (200 shelters)
  • Dikwa (200 shelters)
  • Damboa (200 shelters)
  • Sabon Geri, Damboa (150 shelters)
  • Gwoza (500 shelters)
  • Bama (500 shelters)

Action points at the meeting were;

  • Shelter Gap and Site Density Assessment on Tuesday 3rd May. (IOM)
  • Review and inputs on Plan version 3 by UNHCR. (All)
  • Request for inter-sector meeting Shelter-WASH regarding rainy season. (NEMA)
  • Construction of 616 shelters by the end of the 2nd week of May in Bakasi Extension camp (IOM-UNHCR)
