SPECIAL MEETING MINUTES

January 4, 2017

CALL TO ORDER:

First Selectman Kervick called the meeting to order at 5:02 p.m.

PLEDGE OF ALLEGIANCE:

The Pledge of Allegiance was observed.

A moment of silence was observed in remembrance of Doug Hamilton.

First Selectman Kervick reminded everyone that Public Input would be limited to 3 minutes per person.

PUBLIC INPUT:

Douglas Glazier, 167 Taft Lane – suggested that a second Public Input be allowed after the meeting is adjourned if there were any additional questions or comments.

AMBULANCE SUBCOMMITTEE REPORT:

Selectman Kervick clarified that the object of this meeting is to gain more knowledge of the existing relationship between the Town and the Lion’s Club Ambulance Service and to see if improvements can be made to make the relationship stronger.

The Board of Selectmen formed a Subcommittee to review all of the current arrangements with the Lion’s Club Ambulance Service, and to give their recommendations on any enhancements that can be made. The proposal from the East Windsor Ambulance Service was not included in the scope of the Subcommittee’s review.

The Ambulance Subcommittee Report was read into the record by First Selectman Kervick. The recommendations were to:

1. Stay with the existing billing service

2. Provide adequate sleeping quarters for additional staff in order to facilitate the move to two full-
time staffed ambulances

3. Develop an MOU/ Agreement between the Town and the Lion’s Club Ambulance Service

Discussion followed on what the process should be to have a Memorandum of Understanding (MOU)/Agreement drawn up to include all of the services that would be provided to the Town by the Lion’s Club Ambulance, and the resources that the Lion’s Club Ambulance would require from the Town. Input will be needed from both the Board of Selectmen and the Ambulance Service before a final agreement is ready.

Currently, the Town financially provides the Lion’s Club Ambulance with:

1. Funds “as needed” for replacement ambulances

2. $9,000.00/year for operational costs

3. The current facility

4. Workers Compensation for the staff

5. CMED Fees ($4,500.00?)

6. Fuel for vehicles

Clarification was made during further discussion that it would not be a simple process to choose another ambulance service since the Lion’s Club has held a State license to serve the Town since the 1970’s. Under State law, the Town cannot invalidate the license unless it could prove the service is deficient, negligent or inadequate.

The Selectmen agreed to seek the assistance of the Town Attorney in developing a proposed agreement.

ADJOURNMENT:

There being no further discussion or information to come before the Board of Selectmen;

A motion to adjourn the meeting at 6:30 p.m. was made by Selectman Balboni and seconded by Selectman Hill. All were in favor. Motion carried.
