Team description

WaterAid works towards the sustainable provision of clean water & sanitation and hygiene promotion targeting the poorest of the poor by working with local partners in both urban and rural environments. WaterAid started work in Liberia and Sierra Leone in April 2009 and aims to work in the poorest local government areas in both countries. The counties where WaterAid current work include Cape Mount, Gbarpolu, Grand Kru, River Gee in Liberia as well as Kailahun, Kenema and Pujehun in Sierra Leone

Job purpose

The Fundraising and Grants Manager’s primary responsibility is to ensure effective funding plans and grants will be managed through coordination with all country program staff. Reporting to the Country Director (CD), the Fundraising and Grants manager will also provide monthly reports reflecting the funding opportunities and grants positon of WaterAid Transboundary’s program. These includes institutional, bilateral/multilateral organizations, (e.g., USAID, UKAID, EU, etc.); Foundations, Corporations, Small or Major donors or other sources of support to the country program. The post holder, as a core ability, will advise Transboundary SMT on best terms and conditions forfundraising and grants management.

Accountabilities

  • Develop fundraising plans in both Liberia and Sierra Leone
  • Complete donor mapping and develop database of prospective donors
  • Ensures implemented contracts meet donor specification andrequirements
  • Timely submission of reports to donors; adhering to expected quality standards
  • Manage contracts and donor relationships efficiently and effectively
  • Timely submission of final project reports and projects closed out properly administratively and programmatically
  • Ensure partner NGOs are equipped to manage project funds in line with donor requirements
  • Lead and represent the Country Program (CP) in consortiums and partnerships
  • Accuracy of grants management system, aiding programme effectiveness and delivery, and ability of WA L/SL to provide post closure information normally required up to 7 years after a grant has ended

Description of Main Tasks:

Fundraising (75%):

  • Identify funding opportunities by assessing donor landscape and mapping out donors based on WA Transboundary strategic focus in Liberia and Sierra Leone
  • Establish a list of organizations / partners in the public, private sector and international agencies
  • Develop a fundraising strategy in connection with WaterAid strategic guidance and code of ethics with support from WA donor(s) leads
  • Review and provided analysis on current donor mapping for CP
  • Implement fundraising and subsidy management procedures by maximizing opportunities
  • Develop an annual fundraising work plan with clear objectives and targets to be reviewed quarterly
  • Provide capacity building of staff both WA and partners in fundraising and grant management.
  • Lead in proposal development and project planning and provide support for communications and publications of projects for fundraising
  • Work with the Finance to identify resources to support fundraising across programs
  • Establish partnership between local businesses and partner organizations
  • Work with all UK institutional donor leads on funding opportunities for the CP

Donor Engagement & Contracts Management (30%)

  • Lead in the design, development, and implementation of grants to partners;
  • Ensures timely submission of donor reports;
  • Monitor grant budgets during implementation of the grant with budget holders
  • Assists in annual audit of all grants;
  • Ensure compliance with the rules and regulations administered by the donor/grantor;
  • Perform functions of financial administration and reporting to include, but not limited to: preparation and timely submission of grant applications and reports, development and adjustment of associated budgets, coordination of budgeted funds
  • Monitor interventions and programs funded by grants to ensure compliance with grantor guidelines, rules and regulations
  • Lead on coordinating start-up workshops for funded projects, ensuring donor requirements are well-understood
  • Manage donor contracts and projects to improve relations and ensure compliance with WaterAid (WA) restricted funds.
  • Support development of a Transboundary fundraising strategy
  • Develop and implement guidelines for Donor Contract Reporting using various WA proprietary software including FinStream

Person specification

Attributes/Skills / Essential / Desirable
Education/
Qualifications /  An undergraduate degree in Accounting, Finance, Business Administration or related professional qualifications.
Experience /  Four years working experience in accounting including preparation of complete financial statements and audit experience.
 IT literate and have excellent knowledge of Excel & word (MS Office in general).
 Experience of using one or more accounting packages
 Working knowledge of bilateral and multilateral institutions and foundations financial rules and regulations. /  Experience working with GAS, SUN and VISION Accounting financial systems
Skill Abilities /  Fluent in spoken and written English language. Working knowledge of French will be an advantage
 Highly numerate /  Good negotiations and influencing Skills
