Job Summary:

The Hydrologist shall work under the direct supervision of and be evaluated by the Director of the CRIT Water Resources Department. The Hydrologist may be asked to assist with supervision and performance evaluation of two technical staff positions in the Department of Water Resources.

This is a technical position responsible to assist the Colorado River Indian Tribes (CRIT) Water Resources Department Director / Tribal Water Engineer with water resources studies and identification and analyses of problems and issues related to surface water and groundwater hydrology on the Colorado River Indian Reservation in both Arizona and California. A considerable portion of the position’s duties will be related to agricultural hydrology of irrigated lands on the Colorado River Irrigation Project, and on other irrigated land on the Reservation. Under the guidance of and in consultation with the Director, the Assistant Engineer, representatives of other Tribal Departments, and other government agencies, this position will be responsible for design and implementation of various hydrologic and water use studies of Reservation surface and groundwater resources. The position will require working closely with the Assistant Water Engineer and with field staff of the CRIT Water Resources Department.

Duties & Functions:

The Hydrologist will assist the CRIT Water Resources Department Director in fulfilling Department duties and responsibilities. Specifically, the position will:

  1. Design and implement various hydrologic and water use studies on the Reservation to collect data and other information to develop CRIT knowledge and understanding of the problems/issues, and develop potential alternative solutions to identified problems/issues based on studies conducted;
  2. Evaluate requests for site visits and field investigations of water related problems;
  3. Enter upon Reservation lands to inspect and analyze various water related issues and problems and conceptualize studies for purposes of addressing such problems and issues;
  4. Assist the Director with hydrologic assessments related to development of new lands for irrigated agriculture or related to alternative non-agricultural water uses;
  5. Meet with farmers, BIA Irrigation Project officials and staff, and outside agencies (such as USDA Natural Resources Conservation Service, US Geological Survey, US Bureau of Reclamation, States of Arizona and California water resources departments and other) to discuss matters related to surface and groundwater conditions on the Reservation;
  6. Design and conduct hydrologic investigations to analyze existing water uses, irrigation water return flows, Colorado River and alluvial aquifer surface water-groundwater interactions;
  7. Work cooperatively with the Assistant Water Engineer to design and conduct studies to evaluate water use, water source impacts, water source quantity and quality, drainage flows, irrigation return flows, and related topics;
  8. Work cooperatively with the Assistant Water Engineer to analyze climate data and crop information and prepare summary reports on crop consumptive uses;
  9. Assist the Director and Assistant Water Engineer with the rehabilitation, expansion, and implementation of a Reservation groundwater monitoring (elevations, quality) program;
  10. Assist the Director, Assistant Water Engineer, and CRIT EPO with design and implementation of water quality monitoring, data collection, and specific water quality studies on the Reservation;
  11. Work with and provide technical support to the Director in the preparation of grant applications and funding proposals necessary for funding specific hydrologic study projects of the Water Resources Department. Includes grant and proposal budget preparation and revision, budget administration, work plan development, and contract reporting requirements;
  12. Participate in the design, establishment, and management of a computer database of all Reservation water data collected by the Department and develop processes for analyzing and producing hydrologic study reports and standard periodic reports, database maintenance, and data archival;
  13. Coordinate with Senior GIS/Mapping Specialist for spatial analysis, mapping and other spatial representation of hydrologic study data and information;
  14. Perform regular research (reading/monitoring) of published information regarding impacts of Colorado River Basin hydrologic variability and climate change impacts on the Reservation’s water supplies, with a view in particular to discovering and reporting the water availability levels above or below which specific water uses may be impaired or injured;
  15. Assist the preparation of monthly, semi-annual, and annual progress and other Department reports;
  16. Support management of Department equipment, including specification and procurement of specialized measurement, monitoring, and mechanical equipment, and the proper operation and maintenance of same, utilized for research, monitoring, administration, or related tasks;
  17. Provide technical support to the Director in the development and delivery of public educational programs regarding Tribal water resources;
  18. Attend staff meetings and monthly Reservation (irrigation committee) meetings, and any non-Reservation meetings as assigned by the Director.
  19. Other duties may be assigned at the discretion of the Director or designee to fulfill the Department’s needs, objectives and/or goals.
  20. Follow established Tribal policies and those outlined in the Colorado River Indian Tribes Employee Handbook.

  4. Must have computer skills including use of Microsoft Office suite (word processing, spreadsheets) for data entry and fundamental analysis;

Education & Experience Requirements:

  1. Preferred—Bachelor of Science degree in civil, environmental, or agricultural engineering; hydrology; watershed science or closely related field. Applicants with a two-year (post high school) technical program certificate in agriculture, natural resources, or closely related field and two years related work experience will be considered. A successful candidate not holding preferred education and experience will be on probationary status and required to undergo on-the-job training in various aspects of the position’s duties and responsibilities;
  2. The successful applicant must be able to fully comprehend any training courses that he or she attends on behalf of the Water Resources Department and apply learned skills to position functions;
  3. Preferably has knowledge and experience working in irrigated agriculture systems;
  4. High School Diploma or G.E.D.
  5. Demonstrates detailed knowledge of all phases of the hydrological cycle and the interactions between surface and groundwater hydrology;
  6. Demonstrates understanding and experience in various phases of the design and implementation of studies, such as project scoping, project management, project field data collection, data analyses, and report preparation;
  7. Preferably has knowledge of and experience with projects dealing with Native American Tribes and / or federal government agencies such as the US Bureau of Reclamation or the US Geological Survey;
  8. Preferably has knowledge of States of Arizona and California groundwater and well permitting regulatory practices;
  9. Must have experience in the use of GPS equipment;
  10. Must possess a current valid driver’s license throughout employment.

Physical Requirement:

  1. Be able to stand at least eight (8) hours.
  2. Must successfully complete a drug screening test prior to appointment.
  3. Physically able to perform duties assigned.
  4. Occasionally work extended shifts as assigned, some weekends and holiday.
