- Staff Announcements/Updates
- The Secretary announced that the Council Item for the reappointment of Jeffrey Davis will be on the December 1, 2015 Council Agenda and that Jeffrey will need to be sworn in prior to the beginning of the December 10,2015 Commission meeting.
ii. The date for the Berkeley Mental Health “May Is Mental Health Month” event
(May 12, 2016) was announced. At the date of this Commission meeting the exact
time of the event had not been determined yet, but it was announced that it will be
held from late afternoon to early evening at either the North or South Berkeley
Senior Center. The Secretary asked if any of the Commissioners would like to
participate in the planning for this event and it was determined that Shelby
Heda, Jennifer Fazio and Jenne King were interested in participating in the planning
process. The date, time and location of the next planning meeting for this event
(Monday, November 2nd, 2015 from 2:00-3:00pm at 3282 Adeline Street in
Berkeley) was announced.
- Berkeley specific Crisis Intervention Training Presentation by Ofc. Jeff Shannon.
Officer Jeff Shannon provided updates on the Crisis Intervention Training (CIT) and the Mental Health Commission was invited to provide input into the curriculum for a new eight hour CIT training that will soon be implemented.

Fazio, Carole Marasozic and Shelby Heda to advise Ofc. Shannon on the CIT
eight hour training.

- Mobile Crisis Team Presentation and Mental Health Division Update by Tenli Yavneh and Steve Grolnic-McClurg – No Action taken.
- Discussion and Possible Action regarding Tier 1 Recommendations from Berkeley Homeless Task Force
Discussion and motion on the Tier 1 Recommendations from the Berkeley Homeless Task Force.
M/S/ (Grossman, Silverberg) The Mental Health Commission endorses the
Tier 1 recommendations from the Homeless Task Force.
Friendly Amendment (King): Ask that the Mobile Crisis Team
recommendationsshould be for 24/7 coverage.
M/S/C (Grossman, Silverberg) The Mental Health Commission endorses the
Tier 1 recommendations from the Homeless Task Forcebut requests that the
Mobile Crisis Team recommendations should be for 24/7 coverage.

- Possible Action Item: Recommendations to City Council on Improving Services to person in mental health crisis.
- Action item: Approve letter to be sent to City Council – Tabled as it was announced the letter had not been written yet.
- Workshop Subcommittee Report
It was announced that Workshop meeting will be held on Sunday, January 31, 2015 at the Community Room at 2175 Kittredge Street.
M/S/C (Grossman, Davis) Proceed with the submitted plan as the basis for a
retreat.

12. Report on CIBHCS train-the-trainer training.
Discussion as to whether or not to have a Commission training in the future.
No Action taken.
13. Discussion and Possible Action Item: The Role of the California Association of
Local Mental Health Boards and Commissions (CALMHB/C) and the
Berkeley/Albany Mental Health Commission: expectations and future
Relationship– No Action taken.
At this point in the meeting a motion was made to extend the meeting to 9:15pm:

10. Commission By-Laws report – Tabled due to lack of time.
11. Discussion and Possible Action regarding proposing increased mobile crisis and
increased CIT officers to address concerns about problem behaviors with the
homeless population and recommending Mental Health First Aid Training – Tabled
due to lack of time.
14. Prioritize Agenda items for December Meeting
Approve the letter to City Council; Action Item on the Creation of a Children and Youth
Subcommittee; Decide on schedule for 2016 MH Commission Meetings; MH Division
report on BMH Treatment philosophy and on Adult Clinic Remodel; Report from the
Workshop Subcommittee; Discuss Council Report on Tasers.
