VI. Unfinished Business
VI.A. First Reading to Revise Policy 502.02 - Non-Resident Students- The following revision is recommended to Policy 502.02 - Nonresident Students under Other Non-Resident Students, Section 3-c: Residency of students must be completed within one school semester or 90 school days from the time of enrollment. Exception to the 90 school days may be made by the administration, and a hardship request may be submitted to extend the temporary nonresident status, if it is deemed in the best interest of the student(s) education. The administration will recommend approval of this revision after a review by the District's attorney.
VI.B. Second Reading to Add Policy 503.09 - Homeless Children and Youth and Policy Forms 503.09E1 - Homeless Children and Youth- This policy addresses homeless students under the McKinney-Vento Homeless Assistance Act, last amended by NCLB. Nebraska Department of Education (NDE) Rule 19 sets out the requirement that schools have a dispute resolution procedure as well as an appeal procedure related to homeless students.
Motion Passed: Motion to approve addition of Policy 503.09Homeless Children and Youth and Policy Forms 503.09E1 Homeless Children and Youth as presented,passed with a motion by Darren Siekman and a second by Brad Renter. VI.C. Summer Maintenance and Repair- The main focus for projects for this summer will be repair of existing facilities. Some additional considerations would be elementary playground, window and door replacement, upgrading software, roof and mechanical equipment repair, and secondary activity equipment.
VI.D. Discuss Elementary and Secondary Handbook Revisions- Each building principal incorporated new policiesdue to Federal or State legislative changes.
Motion Passed: Motion to approve the elementary and secondary student handbooks as (modified and) presented for the 2016-2017 school year, passed with a motion by Mark Byars and a second by Darren Siekman. Voting yes: Mark Byars, Kara Neuverth, Matt Wickham, Darren Siekman, Brad Renter, Dr. Valerie Calderon
VII. New Business
VII.A. Approve Long and Short Term Substitute Rates- It is the recommendation of the administration to increase the pay for substitutes within the District by $5.00 for both short and long term substitutes. The recommended 2016-17 rates will be $140.00 for short-term substitute and $150.00 for long-term substitute.
Motion Passed: Motion to set the short-term substitute rate of pay at $140.00 per day and long-term substitute rate of pay at $150.00 per day after 10 consecutive days of substituting for the same teacher, passed with a motion by Matt Wickham and a second by Brad Renter. Voting yes: Mark Byars, Kara Neuverth, Matt Wickham, Darren Siekman, Brad Renter, Dr. Valerie Calderon
VII.B. Discuss, Consider and Take Action to Reaffirm the Student Fee Policy- The administration does not recommend any changes to the current policy.
Motion Passed: Motion to reaffirm the District’s 504.19 - Student Fee Policy and approve all fees associated with said policy for the 2016-17 school year, passed with a motion by Brad Renter and a second by Kara Neuverth. Voting yes: Mark Byars, Kara Neuverth, Matt Wickham, Darren Siekman, Brad Renter, Dr. Valerie Calderon
VII.C. Discuss, Consider and Take Action to Reaffirm Parental Involvement Policy-
The administration does not recommend any changes to the current policy.
Motion Passed: Motion to reaffirm the District’s Parent Involvement Policy 1005.03 Parental Involvement in the Schools be re-adopted without alteration, passed with a motion by Darren Siekman and a second by Mark Byars. Voting yes: Mark Byars, Kara Neuverth, Matt Wickham, Darren Siekman, Brad Renter, Dr. Valerie Calderon
VII.D. Discuss, Consider and Reaffirm the Bullying Policy- The administration does not recommend any changes to the current policy.
Motion Passed: Motion to reaffirm the District’sBullying Policy 504.20 Bullying Prevention, be re-adopted without alteration, passed with a motion by Dr. Valerie Calderon and a second by Mark Byars. Voting yes: Mark Byars, Kara Neuverth, Matt Wickham, Darren Siekman, Brad Renter, Dr. Valerie Calderon
VII.E. First Reading to Revise Policies 201.05 - Term of Office, 204.01 - Regular Board Meetings, 402.11 - Credit Card, 504.14 - Secret Societies for Gang Activities, 508.12 - Asthma and Allergic Reaction Protocol, 603.01 - Curriculum Development, 610.01 - Test or Assessment Selection- There are several recommended policy and/or regulation revisions that are necessary due to new federal or state statutes.
The administration will recommend approval of each revision at the next meeting.
VII.F. First Reading to Add 402.17 - Prohibition on Aiding Sexual Abuse, 402.18 - Workplace Privacy, 606.08 - Reproduction of Copyrighted Material, 704.04E1 - Audits: Prevention of Improper Use of Taxpayer Funds- There are four recommended policy and/or form additions that are necessary due to new federal or state statutes. The administration will recommend approval of each revision at the next meeting.
VII.G. Personnel
VII.G.1. Resignation(s)-We have no certified staff resignations to act on at the June meeting at this time.
VII.G.2. Hiring of Personnel- The administration has a candidate to present to the Board for approval.
Motion Passed: Motion to accept the recommendation of the administration and approve the hiring of support staff personnel for the 2016-17 school year (positions are in the budget) pending background checks as presented: Kristi Obermeyer- secondary paraprofessional, passed with a motion by Mark Byars and a second by Dr. Valerie Calderon. Voting yes: Mark Byars, Kara Neuverth, Matt Wickham, Darren Siekman, Brad Renter, Dr. Valerie Calderon
