Apologies:

Mr Roger Bryant from the Royal National Lifeboat Institution gave a talk and a short film explaining the work the Institution carries out. The RNLI is our Chairman’s chosen charity for this year.

6.50pm Cllr D J Davies left the Meeting.

58. The minutes of the June Meeting were approved as a correct record with the amendment that Cllr Otter questioned the payments made to the Gardner/Handyman.

Minutes of the July Meeting were approved as a correct record.

59. The Chairman notified Council that the report of meetings attended were for reference and that a full report would be made at a later date.

Cllr James informed Council that information could be found on Teletext regading the Digital Switchover. Clerk to copy information to all Councillors.

Clerk to look into information on the Freedom of Information Act from C.C.B.C.

These matters will be placed on the Agenda for a full discussion at a later date.

60.  Clerks Report - Councillors had been provided with various copy letters and emails for information

It was RESOLVED that the Clerk purchase a replacement digital camera up to the value of £200.

The quotes for setting up of a Council Website were discussed. Following a vote with a majority of 7, it was RESOLVED to go ahead with the website. Councillors agreed to accept the quote from Derek Allinson.

Councillors will have a preview of content before it goes ‘live’. It was stipulated that any changes to content would have to go through the Office. The Cancellation period for changes to the website also needs to be checked.

61  Chairman’s Report

The periodic testing had been completed at the Workmen’s Hall.

Cllr Denis Barry proposed that we deal directly with C.C.B.C. and the boiler company used by them. This was seconded by Cllr D Havard and carried. Clerk to report back on progress at the next meeting.

62.  Clerk’s Report

Door Entry System

This has now been put in place for the downstairs, rear office.

Periodic Testing

Work at the Council Office has now been completed.

Building Survey

Awaiting this to be carried out.

Councillor Thomas requested that a quote be obtained to have a handrail installed outside the Council Office.

He also reported that the gates at the Workmen’s Hall were in need of repair as one of the posts is loose and the gates are impossible to open. Clerk to contact C.C.B.C regarding this matter.

63. The Full Council Meeting held in July approved the minutes of the previous meeting.

64. Councillor Otter queried the cancelled cheques which were duplicated in error. The amount of petty cash held in the office was also queried. Clerk to check with auditor on rules regarding this.

65. Councillor Otter mentioned that the Library only has copies of Minutes, not a list of payments made. Councillors discussed this matter and agreed that as this had names of person payments made to it would be classed as confidential information. RESOLVED: Clerk to seek advice regarding the Publication Scheme and Freedom of Information Act.

66. Applications for Financial Assistance – RESOLVED: that the following grants be awarded:

Caerphilly Country Borough Family History Society – We already give to a more local group so not on this occasion.

Bedwas Mountain Race – £450 (£150 each Ward)

Eisteddfod Y Cymoedd – Unable to give on this occasion.

Dance Factor - £300 (£100 each Ward)

Support Group of Windsor School of Dance - £300 (£100 each Ward)

CRAI District Scouts – Not on this occasion

Graig Y Rhacca Football Club – Await completed application form

Trethomas British Legion - £250 (Trethomas Ward)
