Rules and Regulations

Team Rosters

  1. Team roster must be submitted 30 minutes prior to firstgame. Team roster is limited to 4players. A team’s roster becomes official and frozen at the end of the teams 1stgame. All players shall play for only one team.Teams will not be permitted to participate until all fees have been paid.
  1. Each team must wear the same color pinnies and they must have numbers (provided by the City to be turned in to the referee at completion of the game). Basketball shoes must be worn. All jewelry must be removed. Necklaces, earringsand watches can not be worn during the game.
  1. The team captains are entirely responsible to make sure that their players fully understand tournament rules and regulations.All captains are responsible for having legal proof of age documentation (copy of birth certificate), proof of student status (school photo ID) if requested. Failure to provide this information upon request will result in that team’s forfeiture.
  1. Each participating team in the elementary school division must have a designated adult coach/parent on the bench at all times. All players must have signed Authorization Form and an official roster sheet prior to the start of the first game.

Entry Fee

The entry fee is $40.00 per team and is due before the 1st game. Cash or Money orders only. No personal checks. Entry fees are non-refundable.

Playing Rules

  1. Play to 21: Games will be played to 21 and a team must win by 2 points. Each basket will count for 2 points. There will be a 5 minute halftime when the first team gets to 12 points. 10 minutes will be given to warm up. Games will be played with 5 minute half times. Games will have a 30 minute curfew. Team leading after 30 minutes will be declared the winner.
  1. Time Outs: Each team will be given 2 time outs (1 minute) per half and they will not carry over.

  1. Grace Period: A five minute grace period will be allowed for tardiness and then if a team does not have three players to start the game, the game clock will start. Ten minutes will be allowed for a team to present three players to start. If at this point a team does not have three players to start, a forfeit will be declared.
  1. Team Fouls: Players will be given 4 fouls per game. Bonus shots will be given after the 5th team foul for the remainder of the game.
  1. Technical Fouls: All technical fouls will count as a personal foul. If a player receives a second technical foul during the same game, the player will be ejected from the tournament.If a player is ejected from the game, and the team does not have a substitute player, that team will forfeit the game.
  1. Roster Additions: If due to injury, or tournament ejection, a team may add an additional player to their roster to continue the tournament but that player may not be on any other roster and must meet age and eligibility requirements. This is subject to Tournament Director approval.
  1. 3-Pointers: There are no three pointers in this tournament.
  1. Pressing: Full court pressing is allowed, however, there will be no pressing if a team is 5 points ahead.

Conduct

  1. All participates, captains and spectators shall refrain from using profanity or verbal abuse towards other players, coaches, spectators, referees and the tournament staff.
  1. This is a Drug and Alcohol Free Event. No alcoholic beverages or drugs are allowed on the premises. Anyor player(s) or parent(s) engaged in the use of alcohol or drugs will be disqualified from further participation in the tournament.
  1. Team captainswill be responsible for the conduct of their players. Teams and spectators shall abide by the tournament rules and regulations.
  1. The Tournament Director and the tournament staff are not responsible for any personal items that are left behind, lost or stolen.

Fighting

  1. Fighting is an attempt to strike an opponent with the arms, hands, legs, feet or a combative action by one or more players, a coach or other team personnel. Any member or team personnel who participates in a fight shall be immediately suspended from the game for the duration to be determined by the Tournament Director and their Associates. Length of suspension will be assessed on an individual basis and may be up to one (1) year suspension from ALL City-sponsored recreation leagues.
  1. Let it be known that spectators and visitors who elect to involve themselves in a fight during a game, will be suspended from the tournament and the local authorities will be involved and will also be subject to suspension from City leagues.
  1. Should any team, player(s) be disqualified from tournament play, there will be no refunds.

Protest Procedure

  1. Only the opposing team’scaptain/coachwho is playing the scheduled game can protest a player’s eligibility. Player eligibility protest must be taken to the scorers table before the start of the game. Documentation/proof must be presented upon request. If the captain/coachcannot provide proper proof of age for their player(s) being protested, then player(s) will not be allowed to participate until proof is provided.
  1. The game will not be stopped to handle the protest. If the player(s) show up late and the opposing teams captain/coachwants to protest the player(s), that protest will take place at half time only. If the player(s) being protested at halftime cannot provide proper proof of age then the player(s) must sit until proof can be provided and that team will be charged with a technical foul. As a result, the opposing team will get two free throws and the ball.

Tournament Director

The Tournament Director has the right to alter rules, bylaws and bracket structure as needed.

I, the parent/legal guardian of the above child, hereby give my permission to participate in City of Dunkirk Youth and Recreation activities, including transportation to and from activities.

I know that participating in such activities may result in serious injury or death and protective equipment does not prevent all injuries to players and spectators. I do hereby waive, release, absolve, indemnify and agree to hold harmless the City of Dunkirk Youth and Recreation Department, its successors and assigns, other league affiliations, the organizers, sponsors, supervisors, managers, coaches, participants and persons transporting my child to and from activities, for any and all claims arising out of an injury to my child, whether the result of negligence or any other cause.
