GRASS MOWING

Quotation on a price per cut with & without removal of cuttings from Central Greens (light green on Map)

No work outside the quoted rates shall be undertaken unless pre-approved by the Clerk in writing or by email

SCOPE: All marked village Greens & Verges within National Speed Limit signs. See Map

Addition: Luffenham Road both sides up to Footpath marker; Glow worm Verge

STANDARDS: To cut grass to the frequencies and standards agreed to maintain the grass to a high standard, presenting a neat and well-kept appearance at all times.

Winter cut frequency; dependent on grass growth (mild/hard winter)

During the mowing season; maximum height before mowing 100mm; minimum height after mowing 25mm. The grass shall be mown to achieve a uniform standard of cut throughout. Every effort should be made to avoid scalping.

CUTTING: To mow grass every 2 weeks between 1st April and 31st October, plus 2 cuts between mid-November and December and one cut just before Easter.

Additional cuts if instructed by the Clerk to the Council, or deputy

The Easter cut should include removal of cuttings. Cuttings should also be removed before village events such as Fetes etc; dates to be notified by the Clerk to the Council, or deputy

Verges Cutting Plan:

First Cut of year (Before 1st April) to 6” of hedge line

•Other Cuts: 1m from kerb swathe only

Last Cut of year (Oct) to 6” of hedge line

Glow Worm Verges: As above but NO CUTS IN JUNE, JULY & AUGUST (Marked Red on map)

PRE/POST-CUTTING: Inspect site before mowing, and remove all obstructions / debris, typically tree branches twigs etc. After mowing, dispose of all debris from site in accordance with Environmental Health regulations. Cuttings & small branches etc can be put on the village allotment compost area

COMMUNICATION: Telephone or email Clerk to the Council, or deputy within 24 hours of each cut. The work may be inspected within 48 hours of each cut, if the work is not satisfactory, as per the specification, the contractor will be notified by the Clerk to the Council, or deputy by phone, the contractor will be responsible for rectifying this within 7 days.

SPECIAL CONSIDERATIONS: Work to be carried out with appropriate equipment and qualified operators. Grass shall be mown using approved machines. All machines shall be correctly adjusted and fitted with sharp cutter blades set to mow the sward cleanly and evenly.

A mulching machine is preferred to minimise cutting debris.

All grass mowing operations shall be completed within a 48 hour period.

Grass shall only be mown between the hours of 6.30 a.m. and 8.00 p.m. from Monday to Saturday. Machinery shall not be used outside these hours unless instructed by the Clerk to the Council, or deputy

During, or immediately after, inclement weather, the Clerk to the Council, or deputy or contractor may request the suspension of grass mowing operations, to prevent damage to the Greens. The contractor shall catch up on any delayed grass mowing operations as soon as practicable.

The contractor shall:

•complete the Barrowden Parish Council Contractors Questionnaire (Annex A)

•comply with Barrowden Parish Council Health & Safety Policy (Annex B)

•provide a copy of his certificate of Public Liability Insurance to £5million

•ensure that, during grass mowing operations, all safety requirements relating to the welfare of the public are adhered to.

•ensure that, during grass mowing operations, all safety requirements relating to the welfare of his operatives are adhered to

•repair any damage caused to property as a result of mowing operations entirely at the contractor’s own expense. Damage so caused shall be repaired to an acceptable standard within one week of the occurrence, or within a reasonable time, as determined by the Clerk to the Council, in situations where extensive damage has been caused.

•assist affected property owners / residents by arranging for temporary repairs to be carried out (until appropriate contractors are engaged) as directed by the Clerk to the Council, or deputy. Failure to comply with this clause may result in repair work being carried out by Barrowden Parish Council. The cost of any such actions shall be deducted from the contract sum unless covered by the contractor’s insurance.

Contract terms: one year contract 1st Oct ’16 to 31st Sep ‘17

The contract may be terminated if the contractor does not meet these standards & fails to rectify within 14 days

Suitable references to be provided.

Invoices must state the dates the grass cuts were carried out and be submitted to the Parish Clerk at Barrowden Village Hall Wakerley Rd., Barrowden LE15 8EP ()
