Minutes of the meeting of HEATHER PARISH COUNCIL held 9 April 2018

at the David Taylor Memorial Hall at 7.00pm

1. MINUTES

The minutes of the meeting of the Council held on Tuesday 27 March 2018 were confirmed as a true and

Accurate record and was signed by the Chair Person.

2. MATTERS ARISING

  • Query re wall on Holyoake Drive – a plan was given to the clerk some time ago which has been sent to D Darlington. A response was received from him 31st July and the matter is ongoing.

3. PUBLIC QUESTION AND ANSWER SESSION

We were notified by Mr Clarke, who had agreed to organise a litter pick that this was now cancelled due to various circumstances. However, he was aware that several councillors had done a litter pick in some areas as well as what he had done.

4.COMMUNITY POLICING

Apologies were received from the Beat Officer PCSO NN45 but he submitted the following report:-

I have been on G-MAPS and pulled the statistics for the Heather area, and from 1st March 2018 to the 1st April 2018 there has only been 2 criminal damages reported.

Issues have been raised regarding off road bikes, we are keeping an eye out for any off-road bikes causing issues in that and surrounding areas.

We were also notified by PS755 Garry Johnson of the following: -

I have spoken with Cat at the council about the re-routing of the bin truck at school closing times, and Matt, Kyle and Sam have been asked to progress the parking issue at the school at their opening and closing times.

We continue to receive the report from Cllr Pettitt from the Neighbourhood Watch Team.

5.DISTRICT & COUNTY COUNCILLORS COMMENTS

Our District Councillor had sent his apologies, he was in attendance at another Civic Function as he nears the end of his year of Office.

We were notified of the results of the Planning Peer Review.

  • There has been a change to the operation of the committee
  • The number on the committee has been reduced to 11
  • Regular training events are to be set up so that councillors involved are kept up to date with legislation. This may also be opened up to Parish Councils on occasions.
  • The trip to various sites relating to applications will be done earlier that the day of the committee to ensure councillors have time to ask any questions and receive answers.

There is no further news of the 59 houses application from the LCC at this time.

6.REPORT FROM ALLOTMENT HOLDERS CO-ORDINATOR

There was no specific report at this time but there were a couple of items that the Chair asked the clerk to check on relating to payments for the allotments for this year.

She also gave the clerk a name to be put on the waiting list.

7.REPORT FROM THE VILLAGE TREE WARDEN

There was no report from the Village Tree Warden at this time however it was agreed which items should be addressed following the walk around the village with a councillor some time ago and the subsequent report.

The first lot of work to be done by Eden Tree Care will be carried out on 16th and 17th April 2018. The clerk will contact SDI and arrange for the key to the gate to be left with Councillor Harris for collection on the 16th April by Eden Tree Care. It wil` l also be returned to Cllr Harris when the work is completed.

8.REPORT FROM HERITAGE WARDEN

There was no report from the Heritage Warden.

The statement for Heather Parish Council - February 2018 – was received

The statement for Heather Recreation Ground - February 2018 – was received

The Bank reconciliation to the end of March 2018 was received

The notification of tax code for clerk was received

To complete the statement of assurances for Audit – this was deferred until the next meeting

The clerk indicated that we need to purchasea television license for the David Taylor Memorial Hall to enable us to use the equipment that we have purchased for the hall. This was approved. The clerk will progress. The clerk was also asked to contact Hall’s of Ibstock to arrange for fixings in the hall for the television.

10.PLANNING APPLICATIONS

Decisions

17/01874/FULerection of a detached dwelling on land at Mill Hill Farm, Station Road, Ibstock, this had been presented again with a further amendment and was approved March 2018

The clerk was asked to contact the enforcement team and check about protection for animals. We had been informed that the cattle grid had been removed.

The clerk has checked the weekly planning lists. There is nothing more listed and we have received no notification. All planning applications and decision are available for viewing on NWLDC website.

Licence Applications

Cattows FarmTo increase the licensing capacity for events from 4999 to 9,999.

The Local Plan was adopted by NWLDC in November 2017 and is effective immediately to replace the plan that was drawn up in 2002. All planning applications will now be decided upon in line with this document.

11. VILLAGE ISSUES

•Play Area Inspections carried out on 21st and 26thMarch, 2nd and 9th April.

•S106 agreement for play equipment – the choice of the council for the use of this money has now been sent to the Planning department with quotes. The clerk is to contact Ian Nelson at the District Council to see what the response is.

•The clerk has completed the grant application for lamppost poppies in the village to commemorate those who fell from this area in WW1. This year, it is 100 years since the ending of WW1. 30 poppies have been requested.The application has now been sent to NWLDC with completed maps.

12. VILLAGE HALL

1.Progress on Land Registry

2.FaceBook Page – Katherine Wright has revamped the FaceBook page and added pictures of the hall along with other items. It looks really good. Our thanks to Katherine for all that she has done with our page and for continuing to look after it for us.

3.On-line diary – look at Parish web site calendar

4.Bookings to date – there will be a new dance group starting on 9th April 2018

5.An estimate has been received for having a hatch fitted in the kitchen for ease and safety when serving drinks to various groups. A further estimate has now been received. One more is awaited. Councillor Pettitt will progress.

6.The clerk has contacted BCW Securities to arrange for a service for the equipment they fitted at the beginning of last year.The clerk will contact again.

7.To review Procedures and Policies for the use of the hall - ongoing

8.Keyholders forms revised and circulated for the David Taylor Memorial Hall. A few outstanding ones will be contacted.

13. CHAIRMANS COMMENTS

The street light outside the school – number 4 – is still not working properly.

  • We were asked about the keys for the Village Hall windows. The query was answered.
  • We were notified that Station Road trees were done – see last meeting.
  • Station Terrace to the Recreation Ground on Mill Lane were now cleaned by NWLDC and it looked really good after they had finished.
  • The Public Health Protection Order was brought to our attention following an article in the Coalville Times by Cllr Alison Smith. All playing fields should not be places where dogs are allowed – this is not just on a lead but not there at all. This is not just a fad but following investigation into the health of children. The clerk has been requested to look into how we can get such an order for: -

Mill Lane Recreation Ground

Belcher Close Play Area

Swepstone Road Recreation Ground.

We are expecting to have new equipment on two of these areas in the very near future and are, therefore, anxious to protect the children in the village as much as possible.

14. DISTRICT AND COUNTY COUNCIL

District Council: nothing to date

County Council: Consultation documents received for completion by 13 June 2018 – proposed changes to how the County Council support passenger transport services in Leicestershire.

Hinckley & Bosworth Borough Council: Nothing to date
