Items for which tenders are invited for finalizing rate contracts with Original Equipment (OE) manufacturers under OE provisions (ISSUE OF TENDER DOCUMENTS ON-LINE AND SUBMISSION OF TENDER IN MANUAL MODE ONLY)

Association of State Road Transport Undertakings (ASRTU) represents 61 Public Sector Bus Transport Organizations (STUs) in India for their common aims & objectives related to public bus transport system. Its member STUs own nearly 1.20 lakh buses (Leyland and Tata) and purchase spares worth about Rs.800 crores a year. ASRTU also invites National Competitive Bids and concludes Rate Contracts (RCs) for automobile spares and accessories in common use with all the STUs. ASRTU’s policy is to encourage quality and competition, hence inviting tenders exclusively from OE manufacturers preferably having valid TS: 16949 certificate.

ASRTU invite tenders from well established Original Equipment (O.E.) manufacturers of items for use in mainly TATA and Ashok Leyland buses. A list of procurement groups for these items is enclosed at Annexure-LTfor reference. Such manufacturers are supposed to be approved as regular O E suppliers for bulk supplies of items to these vehicle manufacturers. TS:16949 valid certificate for the factory will also be anadded qualification.

“Well established vendors having a proven track record of supplies of consistent quality products to Vehicle Manufacturers and enjoying an image of impeccable product brand may submit their published market prevailing price list (MRP) along with maximum possible applicable discounts for STUs or declare price at which the quoted items are supplied to VMs. Such vendors shall have to furnish a declaration/certificate to the effect that the discount offered to ASRTU on their MRP is not less than the discount being offered to other Govt/Semi-Govt departments and their dealers/distributors and stockists.”

Price List (MRP) of the Firm should have OE part number vis-à-vis its own product reference number to facilitate the STUs in the procurement of required material.

The firm should be a manufacturer of critical items or assembly of that particular procurement group and an O.E. fitment supplier to Vehicle Manufacturers for the critical items of current makes and models of buses in STUs.

The Firms, claiming to be a well established OE supplier to vehicle manufacturers, shall have to furnish evidence along with their tender. Copies of valid regular purchase orders and invoices being executed currently may be submitted as an evidence of supplies to Vehicle Manufacturers for their respective bus vehicles used by STUs. The Firms may further substantiate their claim of being an established OE supplier by furnishing a certificate from Vehicle Manufacturers in addition to the copies of purchase orders and invoices. However, list of items for which the Firm claims to be O.E. supplier must be furnished in the format exhibited in the enclosed Annexure – F.

Existing Firms at present on rate contract with ASRTU may also apply against this tender and submit adequate documentary evidence of being leading O.E. supplier to vehicle manufacturers.

All established OE suppliers, therefore, may avail the opportunity to participate in this special tender exclusively meant for leading OE manufacturers with special Terms & Conditions as per Annexure - A.

Tenderers must seal the envelope containing tender and write in bold letters as “OEM TENDER - OE/2012-234th SC(S&C) on envelope. Your tender must reach ASRTU office on or before 31/1/2013,1700 Hrs. Tenders will be opened on1/2/2013, 1100Hrs. Representative of Firms, if they wish, may also be present during the tender opening.

THE TENDERER MUST FURNISH EARNEST MONEY DEPOSIT (EMD) IN THE FORM OF DEMAND DRAFT OF Rs.10000/- IN FAVOUR OF THE EXECUTIVE DIRECTOR, ASRTU PAYABLE AT DELHI ALONG WITH ITS TENDER. TENDER WILL LIABLE TO BE REJECTED IN CASE EMD IS EITHER NOT SUBMITTED ALONG WITH TENDER OR SENT SEPARATELY BY 31/1/2013, 17.00 HRS.

THE EXISTING FIRMS, ON FINALIZATION OF RATE CONTRACT ON O.E. BASIS, SHALL BE REFUNDED THEIR EARLIER EMD DEPOSITED.

ANY TENDER AFTER THE CLOSING DATE & TIME SHALL BE EITHER NOT ACCEPTED OR REJECTED OUTRIGHT UNOPENED.

The documents of the tender can be downloaded from ASRTU website a payment of Rs.3000/- (non-refundable) by way of Demand Draft drawn in favour of “The Executive Director, ASRTU” payable at Delhi towards cost of Tender Documents. The tenderer can download the documents of tender by log in USERID and PASSWORD. Tender Cell, ASRTU shall immediately issue USERID and PASSWORD on receipt of Demand Draft towards the cost of tender documents. If the tenderer is already having USERID and PASSWORD, the same shall be applicable but in case tenderer forgot the Password and even UserID, the Tender Cell, ASRTU can provide immediately on request.

The Standing Committee (S&C) shall be free to accept or reject any tender in part or whole without assigning any reason, amend any terms and conditions of the tender and its decision in the matter shall be final. No correspondence shall be entertained in this regard.

Any dispute arising between the ASRTU and any tenderer shall lie within the jurisdiction of courts within the NCT of Delhi.
