ARREST OF ABSOCONDING ACCUSED

Police of P.S. Samaipur Badli, Outer District has apprehended an absconding accused of P.S. Saiya, Agra, U.P.On 12.03.2008 Inspr. Ranvir Singh, SHO/Samaipur Badli alongwith SI Vijender Singh and Constable Pandari Nath were on patrolling in the area of P.S. Samaipur Badli when they found one person standing near the wine shop of Sanjay Gandhi Transport Nagar in suspicious circumstances. When enquired about the reason of his presence there he tried to slip away from there but he was apprehended and later on identified as Daljeet Singh @ Kake S/o Sh. Gurdayal R/o Village Saidpur, Distt. Taran Taaran ( Punjab). On sustained interrogation he disclosed that he is working as driver in Sanjay Gandhi Transport Nagar and has absconded from the police custody of Police Station Saiya Distt. Agra (U.P). He was arrested under section 41.1 Cr. P.C. at P.S. Samaipur Badli, Delhi.

On further enquiry it has been revealed that on 27.12.2007 while the police of P.S. Saiya Distt. Agra (U.P) was going to produce the accused Daljeet Singh @ Kake S/o Sh. Gurdayal R/o Village Saidpur, Distt. Taran Taaran ( Punjab) before the concerned court vide FIR No.639/07 u/s 60 Excise Act of P.S. Saiya Distt. Agra (U.P), but he fled away from the police custody and a case FIR No.948/07 dated 28.12.2007 u/s 223/224 IPC at P.S. New Agra was registered against the police staff of Agra police. The Agra police has been informed in this regard for further necessary action.

BLIND MURDER CASE IS WORKED OUT WITH THE ARREST OF TWO ACCUSED.

With the arrest of two accused persons namely Neeraj @ Vipin aged 25-years, S/o Om Prakash, R/o 69-D, Lal Quarters, Pubjabi Bagh, Delhi and Dinesh Kumar @ Deenu aged 29-years, S/o Inder Singh, R/o WZ-385, Village Madipur, Delhi, the staff of Police Station Saraswati Vihar has worked out a blind murder case of North-West District committed on the night of 27.2.2008 near Railway tracks, Shakurbasti Railway Station.

INCIDENT:

On the intervening night of 27/28.2.2008 a case of murder was reported in the jurisdiction of P.S. Saraswati Vihar. A person was found lying unconscious near Railway Platform at Shakurbasti Railway Station. On the inspection of the dead body it was found that the deceased had 3 gunshot injuries. The deceased was identified as Manoj aged 36-years, S/o Prabhati Lal, R/o 155-A, Lal Quarters, Punjabi Bagh. Accordingly a case vide FIR No.106/08 u/s 302-IPC was registered in P.S. Saraswati Vihar and the investigation of the case was handed over to Sh. Sanjay Sharma, Inspector Law & Order, P.S. Saraswati Vihar. A team under the supervision of ACP/Ashok Vihar and SHO/Saraswati Vihar & under the leadership of Inspr. Sanjay Sharma comprising of SI Rajeev, SI Ved Prakash, SI Rajesh Kumar and other staff was constituted to work out the case. During the course of investigation, several relatives, all the close friends and co-workers of the deceased were interrogated to get some clue behind the motive of murder but none could reveal any thing about the motive of the crime. It was revealed during investigation that the deceased had left his house on the fateful night with one Neeraj @ Vipin aged 25-years, S/o Om Prakash, R/o 69-D, Lal Quarters, Pubjabi Bagh on his scooter for taking liquor and then did not return back to his home. The suspect Neeraj @ Vipin was called to join the investigation, who on sustained interrogation broke down and confessed that he alongwith his friend Dinesh @ Deenu had killed the deceased Manoj with country made revolver.

The motive behind the murder was that the deceased used to work as a Dhobi in the same locality & as such he was familiar with the accused Neeraj. Neeraj had an affair with a girl of the locality of the deceased. The deceased used to blackmail the girl that he would disclose her affair to her parents. The girl used to make complaints to the accused Neeraj on every meeting and then finally the accused decided to teach him a lesson. The accused Neeraj hatched up a conspiracy with his close friend Dinesh @ Deenu and in pursuanse to the plan procured a country made revolver. On the night of 27.2.2008, the accused took co-accused Dinesh @ Deenu in confidence and hatched up a conspiracy to eliminate the deceased. He invited the deceased for liquor and the trio consumed liquor and on the pretext of having some more liquor they came to Shakurbasti Railway Station on a scooter and took the deceased to an isolated place and the accused shot the deceased from point blank range.

With the arrest of these two criminals, a blind murder case of P.S. Saraswati Vihar has been worked out within a fortnight of commission of crime. The weapon of offence i.e. the country made revolver alongwith 8 live .32 bore cartridges have also been recovered at the instance of accused Neeraj and Dinesh @ Deenu. Further, investigation of the case is in progress.

37 CARTONS OF ILLICIT LIQUOR SEIZED : ONE ACCUSED ARRESTED

INTRODUCTION

The South District police has arrested one Mohar Singh s/o Kanchit Singh r/o Village Sarai, Post & PS Shayana District, Bulandshahar, Uttar Pradesh and seized 37 cartons of illicit liquor. One Tata-407 truck, which was being used for transporting and carrying the illicit liquor, has also been seized.

INCIDENT & TEAM

In the morning of 13.03..2008, while the police team of Police Post Govind Puri, consisting of HC Harish and Constables Jitender, Ramesh and Subhash were conducting patrolling at Okhla Service Road, near Aggarwal Sweet, Pocket A-8, Kalkaji Extension, information was receiv. ed that one Tata-407 truck carrying illicit liquor would go to Okhla area via Tara Apartment. This information was further developed and immediately the police team under the leadership of SI Upender Singh, I/C PP Govind Puri and supervision of Inspr. Jogidner Kumar, SHO/Kalkaji was formed to apprehend the culprits. The team took their position at Okhla Service Road. At around 5 a.m., a Tata-407 truck bearing No.UP-13-N-9670 was noticed coming from Tara Apartment side. The driver of the truck was signaled to stop the truck near the barricade, but sensing the police presence, the driver of the truck tried to turn the truck. But the alert police team immediately stopped the truck and overpowered the driver. The truck was searched by the police team and 37 cartons of illicit liquor ( 120 bottles of Contessa XXX Rum, 1056 quarters of Goldee XXX Rum and 240 quarters of Goldee Dry Gin) were found and seized. Accordingly a case under Excise Act was registered at Police Station Kalkaji and accused Mohar Singh was arrested.

INTERROGATION

During the course of sustained interrogation, it was revealed that the accused Mohar Singh used to purchase the liquor from Surajkund, Haryana and supplies the same in the areas of Sangam Vihar, Okhla and Bulandshahar, U.P. Investigation of the case is going on and efforts are being made to ascertain his other involvements.

RECOVERY

37 cartons of illicit liquor ( 120 bottles of Contessa XXX Rum, 1056 quarters of Goldee XXX Rum and 240 quarters of Goldee Dry Gin).

GANG INVOLVED IN DRUGGING CASES IN POSH AREAS OF SOUTH DELHI BUSTED: FIVE BANGLADESHI CRIMINALS ARRESTED: STOLEN JEWELLERY AND OTHER ARTICLES INCLUDING SEDATIVE PILLS/POWDER & CASH OF Rs. 5,000/- RECOVERED FROM THEIR POSSESSION

INTRODUCTION

With the arrest of five persons namely (i) Zasim Ali aged 32 years s/o Abdul Ali: (ii) Salim Hussain aged 32 years s/o Atthar Hussain; (iii) Md. Rafique @ Raju Dass aged 22 years s/o Md. Azad Miyan: (iv) Maqsood @ Raju Dass aged 19 years s/o Hamid and (v) Juvenile aged 13 years s/o Babul Miyan, all residents of Bangladesh (presently residing in rented premises in the areas of Kotla Mubarak Pur and Begampur, New Delhi), the South District Police has successfully busted a gang involved in drugging cases in posh areas of South Delhi and recovered stolen jewellery items worth Rs.5 lacs approximately, cash of Rs.5,000/-, two cellular phones, one digital camera of SONY, two wrist watches, one table watch and the implements used for making duplicate keys from them. Sedative pills and powder used for drugging have also been recovered from their possession.

INCIDENTS

On 27.02.2008, an incident of theft after drugging the inmates was reported from S-495, Greater Kailash-I, New Delhi, in which one retired Major K.C. Anand and his two servants were found unconscious and the whole house was found ransacked. On spot enquiry, it was found that the retired Major K.C. Anand engaged one Raju Dass as domestic help two days prior to the incident. He was also found missing from the house. Later, on enquiry, when Major Anand became conscious, he reported that the missing domestic help viz. Raju Dass after drugging him and his two other servants had taken away the jewellery and other articles worth Rs.25 lacs. He further added that the domestic help Raju Dass was arranged through Sunil (the injured servant) and the antecedents of Raju Dass were not got verified from the police. Accordingly, on the statement of Mrs. Mona Anand w/o Mr. Umesh Anand (daughter-in-law of Major K.C. Anand), a case was registered at PS Greater Kailash and investigation taken up.

Again on 07.03.2008, an incident of servant theft took place in the house of Shri Praveen Kumar Bajaj r/o 2/31, Sarvapriya Vihar, Malviya Nagar, New Delhi, in which Shri Bajaj reported that he also engaged one domestic help viz. Mazqsood, without verifying his antecedents from the police. On 07.03.2008, when he alongwith his family were out for dinner, the servant broke open the terrace lock and entered the house and took away the jewellery items, two cellular phones, one digital camera of Sony and other documents etc. Initially, he did not report the incident to the police and reported the same to the police only on 12.03.2008. Accordingly, a case on the complaint of Mr. Praveen Bajaj was registered at PS Malviya Nagar and investigation taken up.

On 09.03.2008, a similar incident was reported from D-259, Sarvodaya Enclave, Malviya Nagar, New Delhi, in which one Shankar Lal Goel aged 80 years, his wife Mrs. Kusum Goel aged 75 years, his sister-in-law Mrs. Anila Garg aged 70 years and his grandson Akshay aged 17 years were found unconscious. After regaining consciousness, they found that their servant Raju Dass is missing alongwith some jewellery articles and other belongings. Accordingly, a case was registered at PS Malviya Nagar and investigation taken up.

TEAM

Keeping in view the gravity of the series of these incidents, a joint police team of police officials of Police Stations Greater Kailash, Malviya Nagar and Special Staff of South District, consisting of SIs Aishvir Singh, Balbir Singh, Nirbhey Kumar, Chand Singh, ASIs Ashok Kumar and Hari Ram, HCs Shyamvir, Bir Singh, Ramesh, Shiv Kumar, Hawa Singh, Mahavir and Constables Rajbir, Ashok Kumar etc. under the leadership of Inspr. Vijay Singh (I/c Special Staff), Inspr. Dharamvir Joshi (SHO/Greater Kailash) and Inspr. Harpal Singh (SHO/Malviya Nagar) and overall supervision of Shri K.S.Bhatnagar (ACP/Operations), Shri Mehar Singh (ACP/Hauz Khas) and Dr. Ram Gopal Naik (ACP/Greater Kailash) was formed to investigate these cases and apprehend the culprits involved in these incidents.

INVESTIGATION, ARREST & INTERROGATION

During the course of investigation, all possible efforts were made to trace the accused persons involved in these incidents. The team studied all the incidents and also visited all the spots and deployed sources at various places. During investigation it came to notice of the team that there is a similarity in all the incidents that all the domestic helps which were engaged by the complainants had disclosed their names to be as ‘RAJU DASS”. Even in Sarvodaya Enclave, the reference telephone number given by the domestic help was found to be the same mobile number stolen from the house of Major K.C. Anand r/o Greater Kailash-I. Therefore, the team concluded that a similar gang is involved in all these incidents. Keeping in view of this development, the team further explored that some Bangladeshi criminals may be involved in these incidents.

On 12.03.2008, a secret information was received that accused involved in these incidents are residing in the rented rooms in the area of Kotla Mubarak Pur. Accordingly, a raid was immediately conducted there and Zasim Ali and Rafique @ Raju Dass were arrested and stolen jewellery items and other articles were recovered from their possession. At their instance, all the three remaining accused viz. Salim, Maqsood and juvenile were also arrested from a rented room in the area of Begampur, Malviya Nagar, New Delhi. During the course of sustained interrogation, it came to notice that Zasim Ali is the leader of this gang. He used to manage sedative pills from Bangladesh and also brings the domestic helps who have expertise in cooking etc. to India and keep them in the rented rooms in different parts of South Delhi. After searching the target houses in which the domestic helps requires, he used to manage his associates to work there. After the gap of 1 or 2 days, he used to deliver the sedative pills in powder and ask them to act as per their plan. To gain the confidence of the owner of the house, they used to tell the name of domestic help only as “RAJU DASS” and keep the decent behaviour so that the owner could not suspect them. After the incident of Greater Kailash, Zasim Ali called his brother Md. Ali from Bangladesh and gave away most of the stolen jewellery items to him, who has left India. Investigation is going on and efforts are being made to ascertain their other involvements.
