Are you aware of what SAMSA and the various Regulations require of you?

The various Acts and regulations place the onus on the owner and in some cases the master as well, to ENSURE that the vessel and the crew comply with the requirements of the regulations at all times.

The SAMSA surveyors do NOT replace the owners and crew in matters of safety and their main function is to ensure that the owner, master and crew are in fact making reasonable efforts to apply regulations and maintain safety standards.

To assist vessel owner/owners representative to manage safety aboard, the following checklist has been compiled for your assistance and guidance. (Please note that it is not a complete list but covers the main issues.)

THE SURVEYOR WILL REQUEST A COMPLETED FORM FROM THE OWNER/OWNERS REPRESENTATIVE BEFORE, OR AT THE VERY LATEST, AT THE SURVEY!

Failure to do so is understood to mean that management has not applied themselves to safety management unless they are able to produce a similar initiative on their part, and the surveyor has been instructed to terminate the audit/survey.

IMPORTANT NOTICE - SAFE ACCESS

OWNERS/ OPERATORS ARE ADVISED THAT SAMSA REGARDS THE NON-PROVISION OF SAFE ACCESS TO VESSELS IN A SERIOUS LIGHT. THIS REQUIREMENT IS FOR ALL PERSONS REQUIRING ACCESS TO VESSELS (NOT JUST SURVEYORS).SAMSA SURVEYORS WILL ISSUE A “PROHIBITION ORDER”, REQUIRING THAT ALL WORK ON BOARD BE HALTED UNTIL ACCESS IS PROVIDED TO THE SATISFACTION OF THE SURVEYOR, IF THE NON-PROVISION OF A SAFE ACCESS IS NOTED AT ANY TIME.

1. DOCUMENTATION

CHECK / ITEM / NOTES
CERTIFICATE OF REGISTRY
(MSA Sect 13 & 15) / Check that the information on the certificate is correct. The original must be on board. Vessels over 100 GT must be registered. Vessels between 25 and 100 GT may be registered. Note that the exemption from registration of ships between 25 and 100 GT is at the ministers discretion and as such permission must be requested from SAMSA in writing.
PREVIOUS LGSC AND MANNING CERTIFICATE
(MSA Sect 73 & 194) / The surveyor may want to sight the certificates of competency, so have them aboard. The vessel’s current LGSC (original copy) must be prominently displayed on board.
HULL CERTIFICATE
(Con Reg 193) / A valid “DRY DOCKING CERTIFICATE” must be on board.
RADIO CERTIFICATE
(MSA Sect 190) / These are carried out by I.C.A.S.A. on behalf of SAMSA.
Please note that the Local General Safety Certificate may not be issued until I.C.A.S.A has reported that the condition of the installed radio equipment is satisfactory.
LOAD LINE CERTIFICATE
(MSA Sect 204 to 207) / Vessels over 14m registered length require a valid Load Line and/or Load Line Exemption certificate
POLLUTION CERTIFICATES AND DOCUMENTATION
(MARPOL Annex I Regs 4, 20 & 26) / This only applies to vessels of 400 Gross Registered Tons (GT) and over:
- I.O.P.P. Certificate
- Oil Record Book
- S.O.P.E.P. Manual
STABILITY BOOK
(MSA Sect 226)
(S of N Reg 6) / If the vessel is over 100 GT a SAMSA approved stability book must be on board. Any special stability instructions must be posted in the wheelhouse and engine room, if appropriate.
COMPASS DEVIATION CARD/BOOK (MSA Sect 228 & S of N Reg 13&14) / The validity of a compass deviation card is one year. A compass deviation book may be maintained in lieu of having the compass swung annually by a qualified compass adjuster..
NAUTICAL CHARTS AND PUBLICATIONS
(S of N Reg 15) / The charts for the area of operation are to be corrected and up to date for the area of operation. Valid tide tables and a “List of Lights and Radio signals” for the area of operation must be on board.
LIFE RAFTS
(LSA Reg 25) / The annual inspection/service certificate needs to be on board and may be sighted by the surveyor.
FIRE FIGHTING APPLIANCES
(LSA Reg 118) / The annual inspection/service certificate needs to be on board and may be sighted by the surveyor. Servicing of appliances must be carried out by a SAMSA approved “DOTFAS” station.
GAS CERTIFICATE
(Const Reg 159) / If a gas stove is fitted, an annual service certificate must be on board and may be sighted by the surveyor.
MEDICAL LOCKER
(MSA Sect 101, 167 & 168) / The surveyor may want to sight each crew members medical certificate. A current certificate of inspection (validity = 1 year) from a Doctor or Pharmacist on board which may be sighted by the surveyor.
AIR RECEIVER(S)
(Const Reg 179) / If the Main Engines are air started, air receiver pressure test and relief valve service records must be held. Air receivers must be hydraulically pressure tested and safety valves must be overhauled every 4 years.
ELECTRICAL
(Const Reg 180) / Certification of any electrical testing carried out must be on board. An insulation test is to be carried out every 4 years (Circuits > 50V). The resistance between all insulated circuits and earth may not be less than 100 000 ohms.
OFFICIAL LOG BOOK (MSA Sect 182) / Required on vessels over 100 GT. The vessels Log Book must be on board and have been correctly filled in with regard to occurrences on board (See sect 133 & 183 of the MSA).
ARTICLES OF AGREEMENT
(MSA Sect 102) / Required on vessels over 100 GT. To be correctly filled in.
OCCUPATIONAL SAFETY (MOS Reg 3) / A copy of the Maritime Occupational Safety Regulations, 1994 must be held on board and be readily available to the crew.
SHIP MANEUVRING DATA
(M-Notice 18 of 1991) / Required on vessels over 100 GT. Providing information on the vessel speed corresponding to Slow, Half and Full ahead and time elapsed and distance traveled to stop in the water when going from full ahead to full astern (“crash-stop”).

2. DISTRESS SIGNALS

(LSA Reg 46) / - 12 x Parachute distress flares.
- All distress signals are to be stored in a waterproof container.
FLAGS
(S of N Reg 54(3)) / - N&C (I am in distress and require immediate assistance), V( I
require assistance) & W (I require medical assistance) to be on board.
- Vessels operating internationally require a full set of flags.
LIFE SAVING SIGNALS CARD (LSA Reg 46) / - To be kept in waterproof container with distress signals.
SIGNALING LAMP
(MSA Sect 229, S of N Reg 17) / - If vessel >100 GT ( both ship and portable battery power source required).

3. NAVIGATION

CHECK / ITEM / NOTES
NAVIGATION LIGHTS
(Coll Regs Rules 25, 27 & 30) / - Sidelights and stern light (if < 20m these can be combined at or
near the top of the mast where they can clearly be seen).
- 2 all-round lights may be fitted at or near the top of the mast
(Top - Red, bottom - Green) but not in conjunction with a combined light.
“Not-Under-Command” lights (R-R) and anchor light(s).
- Oil lamps are to be provided to substitute all navigation lights
unless the vessel is fitted with a generator and batteries capable
operating all Navigation lights for a minimum of 16 hours, in
which case only an oil anchor light lamp is required. A generator is not required if the vessel has two main engines both capable of
charging the batteries,.
SOUND
(Coll Regs Rule 33) / - An efficient whistle and bell and is required. Vessels over 100m
also require a “gong”.
SHAPES
(Coll Regs Rules 27 & 30) / - 3 x black spheres able to be rigged to show vessel “Not Under
Command”, “At anchor” or “Aground”.
- 1 x conical shape (indicating “under sail and power”).
DEPTH / - SAMSA recommends that an echo sounder be fitted.

4. LIFE-SAVING EQUIPMENT

LIFE BUOYS
(LSA Reg 18 & 29) / - Minimum of 4 life buoys required.
- One life buoy must be fitted with a 15 minute smoke marker.
- One life-buoy must be fitted with a Self-igniting light.
- One life-buoy on each side of the ship is to be fitted with a 27m line.
LINE THROWING APPLIANCE (LSA Reg 18) / - Required for vessel’s over 15.2 m in length.
LIFEBOATS/
RESCUE BOATS
AND
LIFE RAFTS
(LSA Reg 18) / - At least 2 Lifeboats (at least one per side) of sufficient aggregate
capacity to accommodate half the total number of persons on board
Plus;
at least one (less than 16 persons) or two (16 or more) life-rafts
of sufficient aggregate capacity to accommodate the total number of
persons on board.
Or
- A lifeboat or class C rescue boat capable of being launched from one side of the ship, Plus;
at least two life rafts of sufficient aggregate capacity to
accommodate twice the number of persons on board.
- Life-rafts must be SAMSA approved
- SAMSA recommends that life-rafts are fitted with hydrostatic release mechanisms.
- Life rafts must be stowed in accessible position(s), in the correct manner, so that they can be easily transferred to the water.
LIFE JACKETS
(LSA Reg 18) / - Sufficient life jackets for all persons are required
- Life jackets must be SOLAS type; SABS and SAMSA approved,
fitted with a SAMSA approved light.
- To be fitted with a plastic whistle and reflective tape
- The vessel’s name/number is to be marked on the lifejackets.
- The life jackets are to be stored in a dry, accessible place.

5. FIRE FIGHTING EQUIPMENT

CHECK / ITEM / NOTES
FIRE PUMP
(LSA Reg 101) / - Vessels must be provided with a pump and fire hose capable of
providing a powerful jet of water to any part of the vessel. A spray/jet
nozzle must be provided on the fire hose.
- The maximum allowable hose length is 18.3 m.
FIRE BUCKETS
(LSA Reg 101) / < 15.2m x2, one of which must be fitted with a lanyard.
15.2 to 21.3m x3, Two of which must be fitted with a lanyard.
> 21.3m x4, Two of which must be fitted with a lanyard.
FIRE EXTINGUISHERS
(LSA Reg 101) / - At least one portable fire extinguisher per crew/passenger space is
required.
- If internal combustion machinery is fitted, SAMSA recommends as a
minimum:
< 500 bhp - 2 foam extinguishers.
> 500 bhp - 3 foam extinguishers.

6. ENGINE ROOM REQUIREMENTS

MAIN ENGINE
(Const Regs 152, 155, 178 & 179) / The Main Engine must be able to be brought into operation when initially no power is available to the ship.
- If electric start; a minimum of 1 x charging unit other than the M/E is required.
- If air start; a minimum of 1 x air receiver and 1x compressor is required. Drain(s) must be fitted for the drainage of condensate.
Pressure relief valve(s) must be fitted set at 1.1 x Working pressure.
BILGE PUMPING ARRANGEMENTS
(Const Reg 156) / - Boat Length Minimum number of pumps
9 - 24 m 1 x Power driven plus 1 x Power driven or hand operated pump.
> 24 m 2 power driven pumps ( 1 may be M/E driven).
- Hand operated pumps are to be capable of being operated above the main deck.
- The hand pump(s) may be replaced by an independent pump.
- Bilge arrangements are to be provided for the draining of all watertight compartments.
- Pipe configurations
Non-return valves or L-cocks are to be fitted in the bilge suction lines to prevent flooding from the sea into the vessel.
FUEL TANKS
(Const Reg 157) / - Means must be provided to ascertain the tank level.
- Sounding pipes in the e/r (and in other compartments below the main deck) must have self-closing cocks.
- Vent pipes are to be fitted with anti-flashback gauze. Æmax = 0.5 mm of non-corrosive material.
- Shut-off cocks are to be provided at all tank outlets which can be closed locally and from a remote position (not required if suction line is not gravity fed).
- Ventilation of fuel spaces is to be adequate.
STEERING GEAR
(Const Reg 169 & 188) / - An efficient steering and emergency steering arrangement, which can be rapidly brought into action, is required. By-pass arrangements are to be fitted on hydraulic steering systems to prevent hydraulic locks
when the emergency steering arrangement is brought into operation.
EMERGENCY ESCAPE (Const Reg 163) / - A clearly marked, unobstructed engine room emergency escape is required if the engine room is a manned engine room.
EXHAUST LAGGING
(Const Reg 155) / - Exhaust pipes and silencers of internal combustion engines are to be efficiently cooled, lagged or installed in such a manner that they do not create a fire hazard.
ROTATING PARTS
(Const Reg 155) / - Protective guards are to be provided for all rotating shafts and drive belts which could result in the injury to crew under normal operating conditions.
VENTILATION
(Const Reg 165 & 170) / - A minimum of 2 ventilators must be provided for manned engine rooms.
- Efficient closing arrangements (flaps or plugs) must be provided for the ventilators.
- Remote (Outside engine room) stopping arrangements must be provided for any inlet/exhaust fans fitted.
PUMP SHUT-OFFS
(LSA Reg 115) / - Remote (Outside engine room) stopping arrangements must be provided for all fuel transfer pumps and purifiers, if fitted.

7. ANCHORS

ANCHORS
(Const Reg 168) / - Vessel’s are to be fitted with an anchor with chain which can rapidly be deployed. A spare anchor is also to be carried.
- A windlass is required if the anchor weight is > 75 kg.
- The surveyor may require that windlass operation be demonstrated.
