APPLICATION INSTRUCTIONS FOR REVIEW

OF TRAINING

(Effective February 1, 2000)

1. SPONSORING ORGANIZATION

Provide the name, address and telephone number of the organization sponsoring the program. Identify the individual who will be the contact person in the application process as well as assume responsibility for the program.

2. PROGRAM

Use separate application for each separate educational program. Identify the following:

A. Title of the program

B. Date(s) on which the program will be held. If the program will be

repeated, indicate the number of times within the calendar year.

C. Location of the program.

D. Registration fee.

E. Number of credit or contact hours which will be provided each day of

the training. Contact hours must reflect the actual time of the educational or training activity. Registration, coffee breaks, and lunch breaks cannot be included in the number of contact hours. (Note: one contact hour is 50 minutes.)

3. EDUCATIONAL GOALS AND OBJECTIVES

The educational goal is a general statement of the purpose or intent of the experience. The objective is the means by which the goal is achieved.

4. EDUCATIONAL CONTENT

Educational content outlines the specific topics which will be presented in the program. Content must clearly relate to the competency requirements and core function areas of the National Certified Gambling Counselor (NCGC) program. Please identify core functions to be addressed in presentations. Refer to the National Gambling Counselor Certification Booklet, pages 6 - 7 for competency requirements and core functions or see attached.

5. INSTRUCTIONAL DESIGN

Instructional design identifies the methods and techniques used in instruction. Examples include lecture, small group task, role-play, simulations, case presentation, audio-visual materials, etc. Programs are encouraged to use a combination of instructional methods which are relevant to adult learning theory.

6. INTENDED AUDIENCE

Describe the group for whom this program has been designed and include any prerequisites for enrollment.

7. METHOD FOR DETERMINING SUCCESSFUL COMPLETION

Provide a brief description of the method for determining successful completion of the program (i.e. record of attendance, evaluation forms, pre-test/post-test).

8. EVALUATION

Sponsoring organizations must provide a mechanism for participant evaluation of the education or training experience. Attach a copy of the evaluation form you use in this program.

9. DOCUMENTATION OF INSTRUCTOR'S CREDENTIALS

Training staff should possess expertise in the subject matter as well as the instructional skills and ability to present the material effectively. Please provide documentation of the name, topic(s) the trainer will be presenting, credentials and qualification of each instructor to conduct this program: Attach extra paper as needed. Do not send resumes.

ADDITIONAL RESPONSIBILITIES OF SPONSORING ORGANIZATIONS

A. ETHICAL RESPONSIBILITIES

The sponsoring organization has the responsibility for ensuring that the content, method of instruction, administration, evaluation and advertisement of the education or training activity are consistent with the material submitted and approved.

B. VERIFICATION OF ATTENDANCE

Sponsoring organizations must provide participants with written verification of successful completion of the program. This verification may be in the form of a certificate, letter or transcript awarded only to those persons who have completed the training requirements.

Documentation must include the following information.

1. Name of the sponsoring organization

2. Title of the program

3. Date(s) of the program

4. Name and signature of the program contact person

5. Name of the participant

6. Number of actual hours completed

7. NCGC statement of review and approval number (See item D Publicity)

C. PROGRAM RECORDS

The sponsoring organization is responsible for maintaining all records which document an individual's participation in an education or training program.

D. PUBLICITY

The only statement that may be used for publicity proposes is the following:

"The National Council on Problem Gambling has reviewed this program and finds that it is consistent with its established standards for gambling counselor education and training. Approval number ______"

E. FEE

The fee for submitting educational programs to the NCPG is as follows:

1. Single application for a seminar, workshop, in-service education, or conference, etc., a (non-refundable) fee of $50.00 shall accompany the application.

2. Yearly applications covering a calendar year of educational experiences, a (non-refundable) fee of $150.00 shall accompany the application.

3. Submissions received after the beginning or completion of the educational program will be assessed a late fee. The fee for single applications is $70.00 and yearly applications fee is $170.00. The fee must accompany the application.

F. APPLICATION

A separate application form is required for each separate educational program submitted. (Please copy application forms as needed.) Electronic submissions are strongly preferred which can expedite the process of committee review. Please email complete application to , or mail 2 copies of each application to:

Please allow 4 - 6 weeks for processing this application. A notice will be mailed by the National Council on Problem Gambling, Inc. indicating approval. (Submitting an application that is incomplete will delay the approval process.)

National Gambling Counselor Certification

Competencies and Core Functions

Communication

The gambling counselor shall be able to communicate in a variety of situations to assure that the needs of pathological or problem gamblers, their families and/or significant others are met and that continuity of care is maintained through case collaboration with other health care providers. Applicants will be able to demonstrate the following:

Speak, read and write with proficiency, to establish communication readily, and to maintain records and written reports.

Knowledge of gambling, problem gambling and pathological gambling: treatment and rehabilitation/recovery.

  • Understanding the history and social impact of gambling in the United States, as well as the significant literature in the field.
  • Understanding the history and theoretical basis for treatment of pathological/problem gamblers as well as familiarity with current research in the field.
  • The effect of problem/pathological gambling on the gambler, personally, interpersonally, financially, as well as management of the disorder, and the recovery process
  • Understanding other addictions, and an ability to demonstrate a thorough knowledge of addiction, treatment, relapse and the recovery process. Knowledge of sociocultural values and attitude systems related to finances, pathological/problem gambling and spiritual concerns.
  • Effective medical psychological, social service and spiritual management of pathological/problem gamblers, as well as the recovery process.
  • Knowledge of sociocultural values and effective medical, psychological, social service and spiritual management of the family of the pathological/problem gambler.
  • Knowledge of the effect of pathological/problem gambling on occupational and legal concerns.

Assessment and Evaluation

To insure appropriate services to meet the needs of clients, the ability to evaluate and assess the needs and problem state of the client in therapy is a requirement.

  • Knowledge of human growth and development.
  • Knowledge of family dynamics and interaction
  • Knowledge of pathological and problem gambling
  • Knowledge of the signs and symptoms of alcohol use, abuse and addiction
  • Analytical skills
  1. Case history methodology
  2. Ability to recognize appropriate treatment modalities
  3. Evaluation of client's progress
  4. Goal setting, contracting and problem solving

Treatment Planning

The gambling counselor shall be able to actively involve clients in the development of the individualized treatment plan.

  • Share information and evaluation results with client and interpret material to those involved.
  • Inform clients of their legal rights regarding acceptance of and participation in a treatment or recovery program
  • Assist clients in making arrangements to pay for counseling or treatment.
  • Inform clients of their rights and privileges regarding confidentiality.

Information and Referral

Clients have a multitude of needs and issues that often require a multidisciplinary approach. Appropriate agencies must be recognized and utilized by the counselor in meeting those needs through an understanding of the principles of information and referral.

  • Outreach skills: ability to choose appropriate methods of recruiting clients and mobilizing community resources
  • Knowledge of referral sources most appropriate for client needs
  • Skill in interpreting referral sources and their functions to client in relationship to their needs
  • Ability to follow up and provide advocacy to insure responsiveness of service providers
  • Ability to evaluate outcome of treatment strategy and determine degree of effectiveness of treatment

Counseling and Treatment

The gambling counselor shall have knowledge of and possess skills of various counseling techniques. Applicants shall be able to demonstrate their knowledge of and ability to utilize counseling and treatment skills to include:

  • Ability to establish a genuine therapeutic relationship with the client
  • Knowledge and ability to use counseling techniques to educate, elicit feelings, facilitate self-understanding, and motivate the client
  • Knowledge of and ability to locate and develop basic informational support systems (materials, consultation resources, etc.)
  • Skill in individual and/or group counseling methods including techniques of working with spouses and families.
  • Ability to coordinate a client's continuum of treatment and or services.
  • Knowledge of and ability to participate in various inpatient and outpatient treatment processes; knowledge of their rationale, relation to other methods, and their limitations
  • Understand the steps, traditions and philosophy of Gamblers Anonymous, its relation to various treatments, and the programs of Gam-Anon and Gam-A-Teen, as well as other Self Help Groups i.e., A.A., N.A.
  • Knowledge of long range rehabilitative processes, including awareness of needs for medical care, post treatment crisis, relapse, and problems of readjustment
