Job Purpose:
1.  To assist in the development and effective collection and storage of data, reporting and analysis of inclusion service key performance indicators and management information.
2.  Support the Inclusion Service Development Manager to effectively project manage a range of key service development and policy initiatives across the inclusion service
3.  Support the Inclusion Service to access and effectively use appropriate information systems and provide advice, systems training and information to ensure practices are standardised.
4.  To ensure that all Freedom of Information Requests, Complaints and Members Enquiries are acknowledged and responded to by managers, and logged on icasework, in line with the statutory responsibilities.
5.  To contribute to effective management of the SEND Inspection data set, self-evaluation framework and completion of statutory returns.
6.  To assist with development of post 16 pathways and provision, SEND Reforms, Transition Protocol, SEND Strategy and other policies and strategies as required.
Principal Accountabilities and Responsibilities:
1.  To develop and maintain key inclusion service management information systems to effectively store pupil data, exclusions, EHC plans, and other service information as necessary through:
·  the scrutiny, analysis and interpretation of performance data, trends and comparative benchmarking information;
·  monitoring the outcomes of service provision
·  identifying potential performance challenges, related causes and any wider implications at an early stage;
2.  To develop in collaboration with the Performance and Planning teams the main database (currently Tribal PSS) to ensure effective data collection, storage and reporting.
3.  To assist with service development managers in noting the minutes and actions of the Inclusion Strategic board and circulation of agenda and papers.
4.  To improve data collection from schools in the areas of exclusions, attendance, progress and attainment in order to improve accuracy of service data.
5.  To undertake ad-hoc projects and initiatives to improve data management and promote more effective use of information technology across the service.
6.  To respond to Freedom of Information requests, member’s enquiries, and complaints and ensure icasework is kept up to date across the service and other data requests from management.
7.  To ensure the service’s statutory returns are completed to deadlines, including the submission of forms to the DfE, Ofsted and other external agencies. This includes the Alternative Provision Census, DFE SEND data and the Exclusion Review Report.
8.  To keep track of the service’s policies, procedures, processes and guidance and ensure regular updates are made and communicated.
9.  To produce a regular newsletter for the service, maintain health and safety training plan and business continuity plan for the service.
10.  To assist with contract monitoring for the inclusion service.
11.  To carry out research, map processes and produce reports and records for managers and other stakeholders, and make recommendations for service improvement.
12.  To develop service evaluation tools and processes to better understand the impact of the services we provide to service users.

Job Knowledge, Skills & Experience:
Specify the qualifications, experience, skills and abilities required.

Knowledge and Qualifications:
·  A degree or professional qualification or relevant training in the area of Information technology and or project management.
·  Knowledge of performance and management information
·  Full working knowledge and understanding of legislation and policies related to effective data management e.g. Freedom of Information, Data Protection, etc.
Experience:
·  Experience of successfully managing and developing information management /ICT systems in schools, or a local authority setting.
·  Experience of project management and manipulating data for performance monitoring
Skills and Abilities:
·  Strong IT and report writing skills, including use of Excel spread-sheets, Microsoft Word, PowerPoint and databases.
Ability to absorb and understand a wide range of information about the functions and responsibilities of the service.
·  Ability to analyse, policy, performance and management information and to make recommendations for improvement.
·  Proven ability to develop creative solutions to information management requirements/problems.
·  Ability to build and form working relationships with pupils, colleagues and other agencies, to work flexibly across organisational boundaries and to work independently or as a member of a team.
·  Excellent verbal and written communication skills appropriate to the need to communicate effectively with colleagues and stakeholders.
