NOTICE: This Feasibility Study Activities Application is offered under the Commonwealth Wind Program Manual for Community and Commercial Wind Projects (“Program Manual”) and the Feasibility Study Activities Solicitation (“Solicitation”). All applicants must comply with the provisions stated in the Program Manual. Many terms used in this Application are defined in the Program Manual and Solicitation. All documents are available on the Commonwealth Windwebpage.

2.AUTHORIZED APPLICANT’S SIGNATURE AND ACCEPTANCE

The Applicant understands that all materials submitted as part of the application are subject to disclosure under the Massachusetts Public Records Law, codified at Chapter 66 of the Massachusetts General Laws; and acknowledges and agrees that MassCEC has no obligation, and retain the sole discretion to fund or choose not to fund the application set forth herein, and that MassCEC’s receipt of the application does not imply any promise of funding at any time.

MassCEC grants are paid on a milestone/deliverable basis and the Applicant is financially prepared to carry the necessary cash balance for this project during the period between paying the consultant and receiving the MassCEC grant payment.

Describe the wind resource at the site and state the most accurate wind speed estimates(m/s at given height) available to date.

  1. Onsite Wind Monitoring Method

Describe the onsite wind monitoring method or plan for measurement.

  1. Site Description

Describe the general site characteristics and any existing uses. Include the size of the parcel,land use and/or vegetation, topography, anddistance from the potential turbine locations to: 1. residences, 2. onsite structures, 3. property lines.

  1. Electrical Infrastructure

Describe electrical infrastructure in the vicinity of the site and onsite. List any anticipated upgrades and estimated associated costs.

  1. Community Impacts

Describe anticipated community impacts including visual, shadow flicker, and acoustics. Describe any analysis done to date to evaluate specific impacts.

Describe any relevant local zoning requirements and the project’s anticipated ability to comply.

  1. Environmental Concerns

Describe any relevant environmental concerns (such as wetlands, important bird areas, archaeological areas, etc.) at the site and plans for mitigation.

Describe any relevant legal concerns (such as Chapter 61 or Article 97) at the site.

  1. Airspace Issues

List the distance from the nearest airport and any information demonstrating expected compliance with FAA requirements.

The Applicant must either be an experienced wind project developer or have a consulting team in place by the time of submittal. Provide a list of the project team in the table below, including all partners and identified contractors. Provide concise qualifications of the proposed project team, including any technical service providers. Summarize prior experience with development of wind projects.

  1. Energy Efficiency Steps Taken (for community wind projects only)

Implementing energy efficiency and conservation measures is an important first step to take before pursuing a clean energy project. Where applicable, please describe the steps that have been taken to reduce energy consumption at the project site and host customer facilities. For example, a municipal project should describe town-wide efforts. For a private company, efficiency efforts at that facility should be documented.

Early public engagement is crucial for the success of a wind project. Business Planning Request Form (for Public Entities Only)

Business planning funding is available for public entities. Applicants may request business planning funding for additional research, analysis, and activities that go beyond the scope of the feasibility study.Eligible activities include, but are not limited to: economic analyses of alternative business models, wildlife studies, and additional public outreach.

This form should be filled out when the applicant has developed a detailed plan for the use of business planning funds. This can either be during the feasibility study or after the study is completed. The funds must be expended within six months of the date the final feasibility study is completed. Details regarding the costs of tasks should be provided in the budget spreadsheet and a description of the tasks should be entered below.
