Minutes of the Parish Council Meeting held in the Village Hall on Monday 1st February 2010 that commenced at 7.30pm.

Present

Cllr Derek Partington (Chair), Cllrs: Richard Johnson, Ken Blackwood, Ruth Garrett, Andrew I’Anson, Leonie Smith (Clerk) Cllr Tim Swales, Sgt Nick Walther and PCSO Moody

1. Public Comment

No public comment

North Yorkshire Police were in attendance. Sgt Nick Walther reported 8 incidents only from the Rudby (our) area in January 2010. Items removed from a Landrover Defender at The Grange. Abandoned telephone call (999). Wallet lost – Prospect View. He issued the latest Safer Neighbourhoods leaflet. Saturday 27th February – Mobile Police Office will be in the Village Hall Car Park between 10:00 am and 3:00 p.m. LS to put in Newsletter, Sgt Walther will issue posters once confirmed.

KB – the alarm at the school has been activated twice and KB has been in and switched it off and no one has appeared from the Police. The issue of non attendance due to false alarms should have been resolved as the system has been upgraded so that two sensors must be activated.

3. Minutes of the January 2010 meeting

Minutes of the January 2010 meeting were approved and signed.

4. Matters Arising

a)Easements – DP went to see Roman Ivanec, he will reissue a duplicate of the Stoneycroft easement to LS for signature and returning – LS to chase this. (Note:This matter has since been resolved.) The fees for work associated with easements for the Lord Nelson and Venscot (Todds) were originally £450 and £600 plus VAT respectively. Reduced fees of £400 plus VAT and £580 plus VAT respectively had been agreed. Venscot – current easement – it is understood that the drive will be key blocked when the weather improves.

b)Energy Saving Trust – LS has produced posters to go up around the village to act as a reminder to complete the questionnaire. There have been 15 responses to date. Ed Balls is targeting schools to reduce Energy Consumption. KB has also been looking at improving the insulation in the roof space at the School.

c)Village Green in Front of the Lord Nelson – RG was given a quote from Cliff Dove and a formal alternative quote is to be obtained via AiA. The surface agreed as keyblocks apart from where the cobbles are retained.No progress can be made until an alternative quote is received.

d)Footpaths – LS has sent correspondence to Richard Flinton re the stiles on the footpaths on Hornby Road. A village resident has said that he would be happy to repair these stiles if parts could be supplied. LS to contact the NYCC to see who would provide the items required for this. LS to also contact the ramblers association re footpaths along the beck side and also through the fields adjacent to the playing fields.

e)Highways Issues – awaiting an update from NYCC. DP had also e-mailed Highwaysregarding refilling the village and the grit bins in the village. He was informed this would be done when there was stock and time available. Possibly a pile of Grit required for Cheesecake? DP now has copies of the Gritting Routes and will provide this to LS in printed form. Cllr Swales said that Parish Councils should also write to him with their issues. It was noted that, although not in the Parish, the road from Brompton to Deighton is now in a very bad state of repair and from Ingram Grange Farm Road End to the junction by Wiske Bridge has also deteriorated.

f)NYNet – Questionnaires have been issued with responses to be put in the box in the village shop -10 responses already received. There is no longer a Microwave Link at the School.

g)Report on progress and outstanding matters from previous meeting

LS – still to look into the tree surgery cost and supplier. To look to put £600 towards this in the budget for next year.

h)Any other Matters – E-mail addresses for future correspondence, all councillors to contact those whose e-mail addresses that they currently have to ask for permission to add to a master list, giving the option to opt out of this.

DP e-mail re 20mph speed limits, KB had suggested locally around the school whilst others councillors favoured a 20mph limit for the whole village. DPhas e-mailed the Dept of Transport asking that the new legislation should give communities the choice.

Hedge cutting opposite the School – DP to follow this up with NYCC Highways.

5. Correspondence

a) YLCA E-mails – issued as they arrive.

b) Letter from Wiske Cottage with regard to Dog Fouling and footpath access across Village Green. The Council has no objection to a path as long as it is to the required standard (key blocks) and level with the grass for grass cutting purposes. LS to respond to the owners. Dog fouling is being addressed through the Newsletter and leaflet from NYCC.

c) Letter from Broadacres re garage rent increase due to increase in VAT.

6. Circulars

White Rose update – Parish Councillors Guide – 20th Edition - £15.95 has now been made available. LS to order one for reference.

7. Planning Matters

a) Laureston House & Hereford House – Work to Trees – Approved

b) Prospect Farm House – Retrospective Planning – Refused

c) Infrastructure Planning – Cllr Swales said that NYCC werestill in consultation and have until the 22nd February to make a decision.

d) No other planning matters

8. Financial matters

a)Agreed to pay L Smith £88.31 for Clerks Honorarium – chq no. 300781.

b) Agreed to pay Village Hall £8.00 for use of meeting room in January – chq no 300782

c) Agreed to pay Forth Solicitors £470 (Lord Nelson) - chq no 300783

d) Agreed to pay Forth Solicitors £681.50 (Venscot) - chq no 300784

e) Acknowledged receipt of £5.75 wayleave.

9. Reports from Representatives

10. AOB for information or next month’s agenda

a) Tree planting – KB suggested planting a tree for every villager (approx 380) to look after the village carbon footprint.

b) Allotment Survey – copies issued and KB will complete.

c) Public Notice issued that roads in the area may be closed from 11/01 to 19/03 inclusive, Appleton to Welbury, Picton to the Level Crossing. No notification has been received re specific closure dates.

d) Letter to all parents at the school re parking in the lay by. KB will be looking to NYCC to take action on this matter.
