ANNEX D TO OPERATION ORDER 001-03 (MWSS 273 FEX) (U)

LOGISTICS/COMBAT SERVICE SUPPORT (U)

1. (U) Situation

a. (U) Enemy Forces. Refer to Annex B (Intelligence).

b. (U) Friendly. See Basic Order and Annex A (Task Organization).

c. (U) Infrastructure. See Annex B (Intelligence).

d. (U) Attachments and Detachments. Refer to Annex A (Task Organization).

g. (U) Logistics Planning Factors. Existing USMC planning factors apply for determining consumption and stockage rates for this exercise.

2. (U) Mission. On order, MWSS 273 resources combat service support in order to support Squadron FEX 1-03 during deployment, employment, sustainment, and redeployment of MWSS 273 support forces from unit areas to tactical objective areas and return.

3. (U) Execution

a. (U) Concept of Logistics and Combat Service Support. Exercise sustainment will be provided through use of accompanying supplies and organic assets.

(1)(U) CSS Phases. Logistics support for Command Post Exercise will be provided in three phases:

(a) (U) Phase I: Preparation. This phase begins when MWSS 273 units begin to stage equipment for exercise activities. Logistics Main Effort is safe movement of convoys from staging areas to designated command post sites at MCAS Beaufort. Supporting Efforts (SE) are: SE (1) Predeployment route and convoy planning. SE (2)External support requirements.

(b) (U) Phase II: Decisive Operations. This phase begins when the Squadron Tactical command post is established in the field vic LZ JAYBIRD. Logistics Main Effort is sustainment of forces participating in the FEX. This phase ends once movement begins for re-deployment of forces back to MCAS Beaufort unit area.

(c) (U)Phase III: Redeployment. This phase begins upon movement of forces from tactical positions to MCAS Beaufort unit areas. Logistics Main Effort is the safe movement of convoys from the field to unit marshalling areas. Priority of support is to movement control. This phase ends when UMCC’s report all convoys complete.

b.(U) Tasks

(1)(U)Common Tasks

(a) (U) Phase I: Preparation. Coordinate with AC/S G-4 (Motor Transport) and submit DD1265 convoy clearance NLT 8 August 01. Establish and operate UMCC’s per appendix 4 of Annex D. Identify support requirements exceeding unit capability to AC/S G-4 (Operations) NLT 8 August 01.

(b) (U) Phase II: Decisive Operations. Submit LOGSTAT report daily to Division TAC by 1200 local time.

(c) (U) Phase III: Redeployment. Establish and operate UMCC’s per appendix 4 of Annex D.

(2)(U) Headquarters and Service Division

(a) (U) Provide supply and maintenance support as required.
(b) (U) Conduct and support pre-exercise training evolutions as directed.

(c) (U) Rent port-a-johns as required.

(d) (U) Be prepared to provide transportation support for emergency re-supply operations.

(3)(U) Air Operations Division.

1. (U) Situation. See reference (a).

2.(U) Mission. MWSS 273 Unit Movement Control Center (UMCC) will evaluate the impact of transportation requirements and highway regulation in the MWSS 273 Area of Operation (AO) per the references.

3.(U) Execution

a. (U) Concept of Movement. The Squadron S-4 UMCC will coordinate and supervise all movement to and from MCAS Beaufort AO and return.

(1) (U) Transportation and Movement Control Locations

(a) (U) Squadron UMCC. Located at Building 511 Squadron Motor Transport. UMCC will be operational throughout the exercise.

(b) (U) Movement Control Teams. Movement Control Teams (MCT) will be established and located at Start Points (SP) and Release Points (RP) to control convoy movement. MCTs will be operational during Phase 1 and Phase 3 of the FEX.

(2) (U) Transportation Phases. Transportation support for FEX 1-03 will be accomplished during phase I, II, and III:

(a) (U) Phase I: Preparation. This phase begins when units begin to stage equipment for movement from unit marshalling areas to training areas aboard CLNC. Units will submit their DD 1265 (Request for Convoy Clearance) 5 working days prior to their movement. Units should use Appendix A of DivO P11240.9J guide for planning motor transport movement. End state: Units arrive at initial Assembly Areas.

(b) Phase II: Decisive Operations. This phase covers all displacement of units during FEX that require Motor Transport convoys.

(c) Phase III: Redeployment This phase covers the physical movement of MWSS 273 Units and equipment from Training areas aboard PISC back to unit areas. End state: All Units equipment and supplies have been returned to MCAS Beaufort.

b.(U) Tasks

(1)(U) Headquarters and Service Division.

(a)(U) Activate a UMCC to support convoy movement and to coordinate unit movement during FEX 4-01 per this appendix.

(b)(U) Ensure a UMCC representative is on hand at Start Point one hour prior to units scheduled departure time.

(c)(U) Coordinate transportation support requests above unit organic assets with the Division transportation coordinator.

(d)(U) Division UMCC will report all convoy movement during FEX 1-03 to the Squadron UMCC. Information at a minimum will include serial number of convoy, time of departure/arrival, number of vehicle and personnel and name of convoy commander.

(e)(U) Coordinate all transportation/movement for Command Element and attachments.

(f)(U) Provide wrecker support at the half point of route.

  1. (U) Coordinating Instructions. Convoy schedule will be published by the Squadronn UMCC. Depending on the current situation, routes will be classified with the following restrictions:

(U) Open Route- Minimum control: no movement credit required.

1. (U) Supervised route- Limited control, any convoy or outsized equipment requires movement credit.

2. (U) Dispatch Route- Full Control; movement credit required.

3. (U) Reserved Route- Reserved for a certain unit.

4. (U) Prohibited Route- No traffic allowed.

(1)(U) General requirements.

(a)(U) All tactical vehicles are dispatched, using the NAVMC 10627 Trip ticket and NAVMC 10031 Masterlog.

(b)(U) Units are required to abide for both tactical and Garrison Mobile Equipment (GME) to all policies and procedures listed in this plan.

(c)(U) All accidents reported to Division UMCC ASAP per enclosure (1) Accident Spot Report requirements. Copy of SF-91 to be forward to Division UMCC within 24 hours.

(2)(U) Request Procedures

(a)(U) All Units conducting road movement over the MSR must submit a movement bid and receive back a movement credit for all convoys. The bid will be submitted on DD Form 1265 (Request For Convoy Clearance).

(b)(U) Units will submit DD-1265 dated Sept 1998 to the Division UMCC. Request can be submitted electronically, FAX, telephone or courier.

(c) (U) Units requiring transportation above the unit’s organic assets will submit request-using LOGAIS/TCAIMS.

(d)(U) DD-1265 submitted to the Squadron UMCC 5 working days before movement of convoys.

(e)(U) Convoy movement priorities. Priorities are established based on the Commanders requirement to meet assigned mission. The following priority designation will be used for all movements. Squadron UMCC will validate unit movement priority.

  1. (U) Highest. Combat Essential
  2. (U) Medium. Critical
  3. (U) Routine.Non Critical
  4. (U) Lowest.Non Essential

(f) (U) Three or more vehicles constitute a convoy; there can be a total of 20 vehicles in a convoy.

(h) (U) Route movement table published daily. The table will list movement credit by serial number, unit, number of vehicles, number of Officer/Enlisted, load class, route, and time at start point and at release point.

(2)(U) Route Information/Restrictions.

(a)(U) Maximum speed on MSRs for the M939 series vehicle is 40 MPH. For all other tactical vehicles 45 MPH or lower if posted. Commercial vehicles will observe posted speed limit.

(d)(U) All personnel embarked on tactical vehicles will adhere to policy of wearing helmet and flak jackets as directed in MSG 141401Z MAR 00.

(e)(U) Communications: Units are to ensure adequate communications assets are resident in convoys to support movement control. Convoy commander will report to the Movement Control Team (MCT) that the convoy has arrived at the Release Point. The following must be provided: The convoy or serial number of the march unit, total number of vehicles and personnel, arrival at release point and any route problems.

d. (U) Procedures

(1)(U) Planning Factors (convoy). Use the following planning factors for convoys.

(a)(U) Miles used in MWSS 273 AO.

(b)(U) Time gap between march units/serials: 30 Minutes

(b)(U) Distance between vehicles: one vehicle length for every 10 Mph. (Example: 4.5 vehicle length gap at 45MPH.)

(d)(U) Oversize/overweight criteria. Identify on DD-1265.

(c)(U) Vehicles will travel with panel markers in the training areas.

(f)(U) Route information provided on TCP.

(g)(U) Blackout procedures/light lines: None.

(h)(U) Hardening of vehicles: Not Required

(i)(U) Convoy flags/signs. Front vehicle will be marked with a “Convoy Follows” sign and trail vehicle marked with a “Convoy Ahead” per references b and c. No requirement for convoy flags. Units arriving at the Start Point without signs will not be granted permission to leave staging area. (Note: Units must provide own signs.)

(j)(U) Report time at Start Point. Convoy will report to Start Point (SP) at least one hour before schedule departure time. Roadmaster will conduct a walk through of convoy prior to departure. Units must ensure vehicles are mission capable prior to arrival at Start Point. Any vehicle not passing Roadmaster Inspection will be dropped from that Convoy. Dropped vehicles will be added to next available Convoy. If unit is late to Start Point (SP) they may not be allowed to enter MSR until next available time block for that day.

4. (U) Administration and Logistics:

a. (U) Refueling en-route. Units will ensure all vehicle entering MSRs are topped off. There should be no re-fueling enroute.

  1. (U) Maintenance and recovery procedures. Units will inspect all equipment prior to placing vehicle on MSR. This inspection will ensure vehicles are in an acceptable mechanical condition to include completion of daily PMCS, cargo secured properly and have prescribed on board equipment to include:

(2)(U) Jack with attachments

(3)(U) Spare tire (HMMWV not required)

All unit convoys will depart SP with organic self-recovery assets (tow bar or wrecker). If a vehicle becomes disabled it will moved or be pushed completely off the road if possible; operator will turn on four way flashers on and raise hood, so vehicle is visible from the road. All other convoy vehicles will continue to RP. Convoy trail maintenance will either repair or recover vehicle. If additional recovery support required serial commander will notify UMCC, MCT, MCP or Roadmaster. This request will include vehicle type, location, problem, and support required. Roadmaster will direct wrecker recovery.

c. (U) Medical evacuation procedures. Refer to Medical Annex.

d. (U) Halts. TCP will identify halt locations. Special halt requirements will be addressed in the DD-1265 submission.
