ANIMAL SERVICES SUPERVISOR

AREA OF RESPONSIBILITY:

Reporting to the Manager, Animal Services, this role leads a community team responsible for the development and service delivery pertaining to the Animal Services within the Planning & Infrastructure Services department. Oversees the investigation of complaints related to by-law infractions and provincial offences relating to animals as well as animal bites and the maintenance of fleet vehicles; processing of incoming animals including assessment with regard to adoption and medical care requirements. Responsible for the proper care of animals during holding periods and the maintenance of sanitary conditions in the kennel areas. Accountable for building maintenance, equipment and supplies. Ensures safe handling and animal care practices are adhered to.

  1. Leads a Team/Staff supervision. Provide guidance, supervision, information and assisted leadership to Kennel Attendants and Registered Vet Technicians, Animal Control Officers, and Animal Services Clerks. Direct and assign tasks, supervise and validate results. Prepare and implement work schedules and staff assignments, including overtime, to ensure adequate coverage for animal shelter services and field services. Enforce and interpret collective agreements and City policies and procedures, providing performance feedback and participating in disciplinary action if required. Provide direction to Animal Services Clerks and mediate as required with the Call Centre.
  1. Animal Shelter Care/Compliance and Enforcement. Oversee day-to-day operations for proper animal care. Consults with Veterinary Technicians on the assessment of animals’ conditions by observing and monitoring animals in shelter while evaluating for illness or injury and approves necessary veterinary care if required. Supervises medical treatment, custodial care, adoption or euthanasia of animals. Ensures safety and security of building and ensures regular inspections of the kennel and equipment takes place. Promotes cleaning and disinfecting within the environment to promote sanitary conditions for animals and shelter staff. Establishes safe-operating procedures to ensure standards and compliance is achieved in the investigation of Dog Owner’s Liability (DOLA) charges and dog bites under the appropriate by-law. Ensures promptness in responses and investigates animal complaints. Determine if charges or a dangerous dog designation are warranted. Assist in the preparation of all necessary court documents and attend proceedings, if required. Act as a liaison with other enforcement agencies such as Peel Regional police to ensure collaborative approach for court orders. Monitor licensing revenue and assign routine tagging areas. Work with Fleet Services to ensure vehicles are properly maintained and reporting requirements are adhered to. Perform examinations on animals and determine medical treatment. Euthanize animals as appropriate. Quarantine animals for observation according to established guidelines.
  1. Customer Service/Citizen complaints and inquiries and citizen groups.

Responsible for maintaining a work environment that is citizen-centred and where a customer service orientation is strongly held. Ensures there is a positive relationship between staff and citizens. Deals with escalated issues and elevates contentious issues to Manager/Director where business direction may be compromised. Is visible through regular interaction with the public, in order to motivate others to excellence. Provide assistance to the community when necessary. Respond to and act on requests and complaints regarding Animal Services issues and initiate follow-up as required. Represent the department at internal and external meetings and provide input relative to Animal Services initiatives and program improvements. Develop communication strategies to educate the public, and create awareness of all programs. Act as point of contact with groups such as Ontario Society for the Prevention to Cruelty to Animals, Peel Regional Police, Health of Animals and the Peel Health Department to deal with disease, outbreaks or abuse investigations. Oversee the delivery of educational programs on proper animal and pet care for schools and civic organizations.

  1. Prepare reports and compliance reporting. Prepare reports such as impounded animals, number euthanized, adoptions, etc. Testify and provide court documents as required. Maintain a variety of files, records and reports regarding adoption statistics; medical care records and daily statistics. Assist in the preparation of the annual operating and capital budget and monitor revenues related to Animal Services including business operating plans.

SELECTION CRITERIA:

  • Diploma/certificate in Veterinary Technology, animal care related program or enforcement.
  • 5 years of experience in an animal care related field
  • 2 to 3 years experience as a supervisor or team lead, with knowledge of applicable legislation.
  • Familiarity with Dog Owner’s Liability (DOLA) and knowledge of relevant legislation.
  • Excellent public relations skills and ability to effectively deal with the public;
  • Able to successfully develop, lead and work within a customer-service oriented team environment;
  • Well developed time management and organization skills;
  • Working knowledge of relevant legislation;
  • Business experience in a leadership role;
  • Proficient with Microsoft Office
