1. Introduction:

Bureau of Indian Standards(BIS)is the national standards body of India, functioning under the aegis of Ministry of Consumer Affairs and Public Distribution, Government of India. BIS has published more than 18000 Indian Standards which are available for sale as printed copies through BIS sales offices located in different parts of the country. Soft copies of Indian Standards can also be purchased and downloaded from the e-sale portal of BIS ( BIS now intends to lease soft copies of Indian Standards on DVD ROM. The intent of this tender document is to provide the bidders with adequate information to enable them to participate in the bidding process.

2. Definitions and abbreviations:

Beta versionof software: Beta version is the pre-release version of software developed by the contractor under the project, which will be given by BIS to selected users to use under real conditions. The software developed will qualify as Beta version only after it passes testing at contractors end and only if it is close in look, feel and functionality to the final version of the software. It is clarified that the purpose of testing of Beta version of the software is to understand conflicts, usability, functionality and co-existence with other software.

Bidder: The entity submitting the bid.

Contractor: The successful bidder who will be executing the project.

Customer: A person or organisation that purchases or intends to purchase Indian Standards on DVD ROM.

Days:Calendar daysincluding holidays and closed days. E.g.: 90 days from 4 Nov 2010 will be 1 Feb 2011.

EMD: Earnest Money Deposit.

IS: Indian Standards, including Special Publications and Amendments thereof.

3. Scope of work:

BIS intends to lease Indian Standards on DVDs, technical division-wise, for a specified period, with options of periodic updates during the lease period. The contractor will be required to develop a suitable software in accordance with the requirements specified by BIS, as detailed and described herein below, so as to enable BIS to lease the IS on DVDs to its customers. The customers will be able to view/print the IS on DVDs only during the lease period and only by using the software developed for this purpose. The software developed has to restrict the usage of DVDs in accordance with the type of lease model opted by the customer at the time of placing the order for leasing of IS on DVDs , namely: stand alone, one user, up to 5 user, up to 10 user and up to 15 user model.

Thus, with the above requirements in mind, the contractor will be required to:

(a) Develop a software compatible with Linux and Windows Operating System, for searching a particular IS, viewing it, searching within the IS and printing the IS contained in the DVDs. The software must permit leasing of IS on DVDs with security features, as per technical requirements given in this tender document.

(b)Prepare DVDs containing the relevant IS to be leased and the software mentioned at (a) above and deliver the same to BIS / customers of BIS.

(c)Maintain and modify the software as per the requirements of BIS.

(d)Update index data and corresponding IS,based on information provided by BIS to the contractor, from time to time.

(e)Provide support to the customers for all the problems faced by them in connection with installation / use of software for leasing IS on DVD.

4. Eligibility criteria:

a)The bidder must have experience in work of Content Creation and development of related software for searching / viewing / printing of books / publications / standards etc. Minimum two such work should have been carried out during the past three years (1 April 2007 to 31 Mar 2010). Evidences in this regard, like completion certificates issued by the client, are required to be submitted. (Annexure- 3).

b)The bidder should be a legal entity having an office in India and must have necessary registration for carrying out such or related business in India. All documents as per Annexure-1 are required to be submitted.

c)Only those Bidders who have a minimum turnover of Rupees FiveCrores, in each of the previous two financial yeas (i.e. 2008-2009, 2009-2010), will be eligible to apply. Balance Sheets and IT returns, as proof to this effect,are required to be submitted. (Annexure-1).

d)The contractor must himself execute the work. The contractor should not sub-contract the work mentioned in this tender. Hence, the bidder must have all the required manpower and infrastructure to carry out the work specified in this tender. The bidder must have minimum of fifteen software developers with minimum qualification of BE / M Sc /MCA. (Annexure-2).

5.Submission of Bids:

a)The bids are invited under the two bid system (Technical and Financial) and are required to be submitted along with a covering letter and the annexure mentioned in the tender document. The technical bid ( Annexures-1,2,and 3) along with EMD of Rs50000 ( Demand Draft for Rupees Fifty Thousand Only, drawn in favour of Bureau of Indian Standards ,Payable at New Delhi ) and related documents are to be placed in an envelope called the first envelope and has to be super-scribed “Technical Bid”. The financial bid (Annexure-4) must be placed in a separate envelope called the second envelope and has to be super-scribed “Financial Bid”. Both these envelopes (first and second) must be sealed and further placed in a bigger envelope which must also be sealed and super-scribed “Bid for Content Creation on DVDs”.

b)The last date for submission of Bids is 28 October 2010, before 1500 h, at the following address:

c) All queries related to the Tender may be sent in writing to Head, ITS Department, at the address given above before the last date mentioned above. Clarifications may also be sought over telephone/ email /fax. The last date for submission of Bids mentioned above will remain the same irrespective of the clarifications sought by the Bidders.

d) The price quoted should remain valid for a period of 120 days from the last date for submission of the Bid. The Bids in the prescribed format must be complete in all respects. BIS has a right to reject any bid if it is not complete in any respect or if the bidder specifies any requirement which is not matching the requirement(s) specified in the tender document. BIS also has a right to reject any or all Bids without assigning any reason whatsoever.

e) All costs incurred in connection with submission of Bids like preparation, mailing, submission, cost involved in obtaining clarifications, subsequent processing will have to be borne by the bidders only.

f) The EMD amount will be forfeited if the bidder withdraws or alters or fails or refuses to accept the assignment during the validity period of the bid.

g) Bids with conditions or conditional offers will not be accepted.

6. Technical requirements:

a) The contractor will be required to develop a software with security features for locating an IS, viewing it, searching the contents of the IS and printing the IS to be leased on DVDs to customers of BIS. This work will be required to be completed within Ninety days from the date of signing of the contract.However, the total time taken by BIS to provide information / clarification to the contractor will be deducted from the total time taken by the contractor to develop the software. Software developed must have provision for renewal of lease. The software will be requiredbe developed as per the requirements of BIS, within the overall objective of the project.

b) Presently all Indian Standards are categorized under one of the 14 technical divisions (Civil, Chemical, Mechanical, Textiles, Transport, etc.) Soft copies of all IS (as pdf file), along with index data (in MS Access) will be initially provided by BIS to the contractor. These softcopies along with software developed, source code, data- base etc will remain the copyright of BIS. Subsequent changes required to be incorporated on account of addition of new IS, withdrawal, revision, supersession of IS etc will be the responsibility of the contractor. These changes should be incorporated every month on the basis of information provided to the contractor by BIS. The amendments, specific to the IS, will be required to be attached in chronological order at the commencement of the IS. If required, the contractor must book mark the IS, as per the convention followed by BIS. The contractor is also required to maintain index data based on the information provided by BIS.

c) The contractor will be required to prepare saleable DVDs containing the IS (based on requirement specified in the customer’s order) and dispatch the same to customers of BIS. Presently, the size of the data is around 18 GB (for complete set of 14 divisions), which can be accommodated in 5 DVDs. The data has to be stored in minimum possible number of DVDs (Expected to be 6 DVDs in all – 5 for data and one for index/ password/ installation). Contents of the saleable DVDs will be variable because it is proposed to lease IS of one or more of the 14 divisions, on DVDs. Depending on the requirement of the customer, the data (securely encrypted IS) may have to be given on USB Drive (Pen Drive) instead of DVDs.

d) The IS leased on the DVDs will be required to be securely encrypted. The software should run only if the password DVD is placed in the DVD drive of the computer/ server or if the Dongle is attached to the computer/server (if the customer opts for Dongle as an alternate for Password DVD). The software developed should be compatible with Password DVD/Dongle. The software should be compatible with Windows and Linux Operating Systems. Before viewing an IS, the validity date for the IS leased must be checked by the software, in addition to reading Password from the Password DVD (or Dongle).If required by BIS, password CD may be given to the customer instead of password DVD.The charges payable to the contractor for content creation on password CD will be same as that for password DVD.

e) Each customer of BIS must be identified by the contractor through a unique customer code, which will be generated based on name and complete address of the customer. The password DVD /Dongle initially sent to the customer will be valid during the life of the password DVD/Dongle. A new DVD /Dongle will be required only when the password DVD/Dongle is damaged or when it becomes obsolete. If modification in the software requires changing of password DVD /Dongle, a new Password DVD /Dongle will have to be sent to the customer by the contractor, after getting back the old password DVD /Dongle from the customer. In case a customer misplaces/ loses the password DVD /Dongle and is unable to return the existing Password DVD /Dongle, a new Password DVD / Dongle with a new customer code will have to be sent to the customer by the contractor. All future reference to this customer will be made only through the new customer code. The old customer code will have to be made inactive / invalid with immediate effect. The customer will make a written request to BIS for replacement of damaged /lost DVD or Dongle, which will be forwarded to the contractor by BIS for providing replacement.

f) The content created will be valid for 13 months (395 days) from the date of content creation. The contractor will have to ensure that the DVDs prepared reach the customers within 15 days of content creation. In case any DVD reaches late to the customer and as a result, if the customer does not get the minimum validity of 12 months of lease, a fresh set of DVDs with revised validity date will be required to be prepared and sent by the contractor, free of cost, to the customer. To prevent tampering of system date, the installation software must not permit installation of software on a date less than the date of content creation of the Password DVD. If the lease is not renewed, the customer should not be able to view / print the IS leased, after expiry of lease. However, even after expiry of lease, the customer should be able to locate and view only the Number and Title of the IS with a clear message that validity of the lease has expired.The software should prevent tampering of system date and viewing of IS beyond lease period.

g) The software will be required to support two types of models: Stand alone and Multi-user. In Stand alone model there will be only one user and logging in to the software is possible only from the computer /server in which the software is installed. In Multi-user model, Client-Server architecture will be followed and the user will have the option of logging in to the software from any client or from the server. Initially,the following options will be available for lease in multi-user Model: one user, up to 5 simultaneous users, up to10 simultaneous users and up to15 simultaneous users.

h) The software must be reliable, fool-proof and secure. Modification and up-gradation of the software can become necessary due to change in BIS policies, change in customer requirements etc. Thus, the software will have to be maintained, modified and upgraded by the contractor, as per the requirements specified by BIS, during the tenure of the contract.

i) The contractor will have to ensure that it will not be possible to successfully make a duplicate copy of the password DVD/Dongle. If, due to any reason, it becomes possible to duplicate the password DVD /Dongle, the contractor will have to ensure that necessary action is taken to prevent duplication of password DVD /Dongle in future. In case it becomes possible to view the securely encrypted IS without using the software developed, the contractor will be required to change the software used for encrypting the IS, to restore the security feature.

j) The software will have to be configured and delivered along with IS on DVDs, to the customer of BIS, as per the requirement ordered by them (i.e., Technical Divisions, Windows /Linux OS, Number of Users, etc). The customer must be able to copy the securely encrypted IS to hard disk or other media. The customers should be able to club the homogeneous content (different divisions but same number of users) purchased and it should also be possible for the customer to install heterogeneous content (different number of users) on the same computer/server, without getting clubbed with homogeneous content. E.g.: Single user content will be stored in Folder1, up to 5 user content will be stored on Folder5, up to 10 user content will be stored in Folder10 etc. While logging in to the software the user has to specify username, password and the type of lease model (Stand Alone, One Simultaneous User, up to 5 Simultaneous User, up to 10 Simultaneous User and up to 15 Simultaneous users).

k) The software developed must be compatible with all types of network i.e., LAN, WAN, VPN etc. If the server on which the software is installed is accessible from the client, then, it should be possible for the user at the client end to use the software installed on the server and search/view the IS.

l) During the validity of the lease, the contractor will be required to send updates on DVDs to the customers, on bi-monthly /six-monthly basis (based on model of lease opted by the customer). The contents of updates sent on DVDs should be compatible with the content sent initially to the customer and should also be compatible with the software developed for viewing the IS. Notice for renewal of the lease will be sent by BIS to the customers.

m) All the IS displayed to the user are required to be Watermarked with name of the user (or company name in case of corporate customers). The IS displayed should be at least as clear as the IS given by BIS to the contractor. It should be possible for the customer to search within the IS displayed by the software. (If the IS given by BIS is in searchable format). The software should also enable the user to locate a particular IS by typing a IS Number or key word in the title of the IS.

n) User friendly installer must be provided for the software. The software will be required to have user profiles and will be required to keep track of user activity (like the list of IS viewed/printed by the user). User manual, installation guide (in soft and printed form), Help Menu will also required to be provided.
