Completion of Road Length
Against a target 33012 km only 22238 km road length was completed i.e. 67% achievement in targeted length upto December, 2007.
Only 6 States have achieved their target length i.e. Arunachal Pradesh (107%), Haryana (187%), Himachal Pradesh (154%), Manipur (575%), Punjab (146%), Rajasthan (124%).
Rajasthan alone has contributed 6854 km (31%) of total 22238 km road constructed upto Dec., 2007.
Only 8 other States Andhra Pradesh, Chhattisgarh, Madhya Pradesh, Mizoram, Orissa, Sikkim, Tamil Nadu & Uttar Pradesh have achieved more than 50% of the target upto December, 2007.
In five states having large length target (1000km or more) Assam, Bihar NEAs, Karnataka, Maharashtra, & West Bengal achievement is less than 50%. Progress in the states of Chhattisgarh, Madhya Pradesh and Uttar Pradesh though marginally above 50% also needs to be accelerated.
In respect of States having target in the range of 500-1000 km, performanceofGujarat (37%), Jharkhand (26%) and Uttarakhand (25%) needs to be accelerated.
States having target less than 500 km, performanceof Bihar (REO) (17%), Kerala (15%), Meghalaya (26%), Nagaland (14%), Tripura (0%) needs to be accelerated.
Habitation Connectivity
Against a target of 8409 only 5989 habitations (71%) is connected upto December, 2007.
Only 5 States have achieved their habitation targets i.e. Arunachal Pradesh (160%), Himachal Pradesh (190%), Rajasthan (157%), Karnataka (415%) and Manipur (1632%).
Rajasthan alone has contributed 2258 habitation (38%) of total combined achievement of all States i.e. 5989 habitations.
Twelve other States Arunachal Pradesh, Chhattisgarh, Gujarat, Himachal Pradesh, Karnataka, Madhya Pradesh, Manipur, Mizoram, Orissa, Rajasthan, Tamil Nadu and Uttar Pradesh– have achieved more than 50% of target habitation upto Dec, 2007.
West Bengal Chhattisgarh, Madhya Pradesh, Orissa and Uttar Pradesh having large habitation connectivity targets (500 or more) needs to make up the shortfall during next quarter.
Andhra Pradesh, Assam, Bihar REO, Bihar NEA, Chhattisgarh, Jharkhand, Kerala, Nagaland, Tripura, Sikkim, Uttarakhand and West Bengal have achieved less than 50% of target whereas Goa, Maharashtra, Meghalaya and Punjab has not shown any achievement in third quarter needs to be reviewed.
Special attention needs to be given by all States to cover habitations identified under Bharat Nirman on priority.
Expenditure
Seven States – Haryana (159%), Karnataka (128%), Madhya Pradesh (115%). Manipur (447%), Punjab (126%), Rajasthan (127%) and Uttar Pradesh (114%) have achieved the expenditure target upto 3rd quarter.
Only twenty two states – Andhra Pradesh, Arunachal Pradesh, Assam, Bihar (NEAs), Chhattisgarh, Gujarat, Himachal Pradesh, Haryana, J&K, Karnataka, Madhya Pradesh, Maharashtra, Manipur, Mizoram, Nagaland, Orissa, Punjab, Rajasthan, Sikkim, Tamilnadu, Uttar Pradesh and West Bengal – have achieved more than 50% of the target upto Dec 07. Needs to expedite the progress to achieve the target of 2007-08.
Among States having large expenditure targets (Rs.400 Cr or more) – Assam, Bihar NEAs, Chhattisgarh, Maharashtra , Orissa and West Bengal - need to step up their expenditure during next quarter to meet the target for 2007-08.
States having low expenditure target upto 3rd quarter Bihar REO, Goa, Gujarat, J&K, Jharkhand, Kerala, Meghalaya, Mizoram, Naglanad, Tripura and Uttarakhand needs to expedite the progress to meet the target fixed for 2007-08.
