An analysis on recent visit of Prime Minister Oli to China – D1q7

1)If History is observed, Nepal elite and ruling class always played anti Indian sentiment to protect their regime. It is done by the King Mahindra, birendra, gyanendra, and now the democratically elected Governments.

2)Though Prime Minister Oli claims an historical agreement with china, it has its own underpinnings.

A)Feasibility – As per Transit agreement, China will give access to Tianjin port to Nepal to Import goods. It is projected as if Nepal is freed from dependence on India. Its economic feasibility is questionable. Lack of motorable road, distance 3000km will not make a reason to route the goods through China.

B)Chinas Interest – Another MOU is made on connectivity. As per this Prime Ministeroli requested for the extension of Tibetan rail connectivity till Nepal. The risk china has to face is it will expose the Tibet to the World through an alternative route. So, the agreement talks of only feasibility studies. Terrain and cost difficulties still exist.

C)Economic condition of China – Economic situation of China will not allow it to offer any more free cheques to the neighbours. Myanmar and Srilanka are experiencing the uneasiness of economic engagement with China. Chinas projects invariably come with strategic underpinnings and heavy debt burden.

D)India – China relations – China do not like to have a relationship with India, which is one of its biggest market.

However, the above reasons cannot make India to be insensitive to the concerns of Nepal and other countries in South Asia. At the same time, there is no need to panic.

Climate change – V4

Planning for cities, development needs more understanding on the patterns of climate change. So, factor of attribution between a climate change and a disaster is necessary. It helps for risk profiling and developmental planning.

Aadhar and Privacy – O6q3

The major challenge with UID is its use beyond the intended purposes. So, if Aadhar is used for linking of different sets of databases by third parties, it can lead to violation of privacy.

So, segregation of data can help address concerns about data and identity protection.

E waste (Management and Handling rules) 2016 – S2

  • The new norms include fines, a greater involvement of states in policing and collection
  • Exhausted compact fluorescent lamp (CFL) and other mercury-containing lamps in to the purview of electronic waste.
  • The new rules say that producers will have to ensure 30 percent e-waste collection, based on their projected sales, by 2018 and 70 per cent by 2023. Manufacturers has several options – collection of refundable deposit and paying for the return of the good.
  • Bulk consumers have to file annual returns.
  • States will have to set up e-waste dismantling and recycling units in industrial park as well as register the workers involved with the e-waste business.

Uttarakhand crisis – P15q2

  • Before going for a floor test president’s rule is imposed in Uttarakhand.
  • Art 356 of the constitution is cynically exploited by the political parties for their advantage. Ruling dispensation in the state selectively disqualifies the legislators ahead of the vote and the centre is using its option of placing it under suspended animation.
  • Speaker’s office, governor’s office, Art 356 and anti-defection law are the office and tools used. Supreme Court need to set the clear guidelines on use of above provision of the constitution.

In India it needs diversification in to high income yielding agriculture, improving agricultural productivity, moving from farm employment to non-farm employment are the major actions necessary.

2)Prime minister envisages for three pillars, traditional agriculture, diversification in to agro forestry, encouraging livestock, bee keeping supported by the agri processing.

From Swachh to Swasth Bharath – O4q1

Open defecation is the major problem in India and it is highest in the country. It is not just constructing the toilets, behavioral change is also critical for use of the toilets on the rural side. For it to happen, education of the people holds the key.

Question of the day

Nepal and India relations need to be judged based on their own merits rather than taking china in to the picture. Analyze the relations and add a note on recent visit of Prime Minister Oli to China.
