Foreword

The American SamoaIndustrial Classification (ASIC) 2017 is American Samoa’s national classification of all productive activities currently being undertaken in American Samoa or will, in the foreseeable future, take place.

ASIC 2017is a subset of the Pacific Standard Industrial Classification[1] 2014 (PACSIC 2014) thus follows a set of internationally agreed concepts, definitions, principles for use in the collection and reporting of statistics according to kind of economic. Necessary modifications to meet national requirements have been made. This has been done without disturbing the framework of PACSIC 2014 so that regional and international comparisons can be made.

ASIC2017will be used for classifying data in the fields of economic and social statistics, such as for statistics on national accounts, demography of enterprises and the number of people engaged. It will also be used for non-statistical purposes such as in tax collection and issuing of business licenses. ASIC 2017 also include guidance on data reporting on the informal sector and imputed rental services of owner-occupied dwellings as an analytical tool.

Introduction

American Samoa Industrial Classification 2017 (ASIC 2017) is a subset of the Pacific’s Regional Classification, the Pacific Standard Industrial Classification 2014 (PACSIC 2014) compiled by the Pacific Community. Necessary modifications have been made to ASIC 2017 to meet national requirements but without disturbing the framework of PACSIC 2014 so that regional and international comparisons can be made.

Scope of the classification

ASIC 2017 is a kind of economic activity classification and include all productive activities currently being undertaken in American Samoa and that which may in the foreseeable future take place. It provides a comprehensive framework within which economic data in American Samoawill be collected and reported. Its scope is restricted to the classification of units engaged in economic production as defined by the System of National Accounts[2] (SNA), except activities in sub-class 9820_01 (Undifferentiated services-producing activities of private households for own use). This activity, in combination with sub-class 9810_01 (Undifferentiated goods-producing activities of private households for own use), is used for measuring subsistence activities of households that cannot otherwise be captured in the classification.

Households with clearly identifiable economic activities, be it for market or for own final use, are classified in other parts of ASIC 2017.

Structure and coding system of ASIC 2017

The economic activities in ASIC 2017 are classified in a five-level hierarchical structure of mutually exclusive categories. They are as follows:

  1. The first level is a 1-digit level called ‘sections’ and identified by letters. This is the category at the highest level.
  2. The second level is a 2‑digit level called ‘divisions’ and are identified by numbers
  3. The third level is a 3‑digit level called ‘groups’ and are identified by numbers
  4. The fourth level is a 4‑digit level called ‘classes’ and are identified by numbers
  5. The fifth level is a 6‑digit level called ‘sub-classes’ and identified by numbers. This is the most detailed level.

Correlation of ASIC 2017 to NAICS 2017

The 6-digit level of ASIC 2017 has been correlated to the North American Industry Classification System (NAICS) 2017.

When correlated:

  • For certain industries ASIC 2017 has more disaggregation e.g. in the Section on Agriculture, Forestry and Fishing.
  • For certain industries NAICS 2017 has more disaggregation e.g. in the Section on Manufacturing.
  • A few industries fall into different categories in the 2 classifications e.g. Maintenance and repair of motor vehicles in ASIC 2017 falls under the Section on WholesaleandRetailTrade which aligns to the United Nations ISIC Rev.4 but in NAICS 2017, which is a related classification to ISIC Rev. 4 and not derived from it, the activity falls in the Sector 81, Other Services.

The correlation allows American Samoa the advantage of reportingdata under both the classifications.

Statistical units

Economic entities that produce goods and services in American Samoa vary in their legal, accounting, organizational and operating structures. These factors play a role in defining the best statistical unit for the production of statistics that are consistent across these entities and regionally and internationally comparable. The two standard statistical units suitable to be used in American Samoa are the establishments or enterprises and these are defined below:

  1. Enterprise

Enterprises in American Samoa are economic transactions with autonomy in respect of financial and investment decision-making. It is vested with the authority and responsibility for allocating resources for the production of goods and services. It may be engaged in one or more productive activities. The enterprise is the level of statistical unit at which all information relating to its transactions, including financial and balance-sheet accounts, is maintained, and from which international transactions, an international investment position (when applicable), consolidated financial position and net worth can be derived.

  1. Establishment

Establishments in American Samoa can be an enterprise or part of an enterprise that is situated in a single location and in which only a single productive activity is carried out or in which the principal productive activity accounts for most of the value added. For most small and medium-sized businesses, the enterprise and the establishment are identical. Large and complex enterprises engaged in many economic activities belonging to different ASIC 2017 industries are composed of more than one establishment, provided that smaller, more homogeneous production units can be identified for which production data can be compiled.

Principal, secondary and ancillary activities

In American Samoa some units produce more than one type of good or service. These units are classified according to their principal activity. For a unit that performs activities of a mixed character, the identification of a principal activity is necessary to allocate it to a particular ASIC 2017 sub-class in which the principal activity – or range of activities – of the unit is included.

Principal activities of an economic entity are those that contribute most to the value added of the entity. Products resulting from principal activities are either principal products or by-products. By-products are those that are produced together with principal products.

A secondary activity is each separate activity that produces products eventually for third parties and that is not the principal activity of the entity in question. The outputs of secondary activities are secondary products. Most economic entities produce at least some secondary products.

Ancillary activities are those that are undertaken to support the main productive activities of entities by providing goods or services for the use of that entity such as bookkeeping, transportation, storage, repair and maintenance, security etc.

E-commerce

Production units engaged in e-commerce are classified to the ASIC 2017 industry of their principal activity except in retail trade, where they are classified within ASIC 2017 sub-class 4791_01. The transfer of the ownership of a good or service in e-commerce involves three stages:

  1. placement of the order;
  2. payment; and
  3. delivery of the good or service.

E-commerce transactions may include situations where only the first stage, only the first and second stages, or all three stages are conducted through the Internet or by other electronic means.

Repair and maintenance

In ASIC 2017 no single high-level category exists that covers all repair activities. Separate categories based on the type of good repaired exists as follows:

  1. Repair of motor vehicles and of motorcycles are classified in sub-classes 4520_02 and 4540_01, respectively.
  2. Repair of computers and communication equipment is classified in group 951.
  3. Repair of personal and household goods is classified in group 952.
  4. Repair of other machinery and equipment is classified in group 331.
  5. Repair of buildings and other structures is classified in division 43.

Government activities

Activities carried out by government units that are specifically attributable to other areas of ASIC 2017 should be classified in the appropriate sub-class of ASIC 2017, i.e. public hospitals should be classified in sub-class 8610_01 and not in division 84, which is Public administration and defense; compulsory social security.

Internet café

Names of units may sometimes be ambiguous, e.g. ‘Internet café’. In some cases, this term may refer to a restaurant that provides wired or wireless Internet access to its customers as an amenity; in other cases, it may refer to a business service centre renting time on personal computers along with Internet access and related activities; while in other cases, it may refer to a unit providing entertainment services by offering games that can be played over the Internet. Therefore, not the name, but the activity carried out by the unit should be the deciding criteria used for classifying the unit.
