AMENDMENTS TO THE PROGRAMME AND PROMOTION REQUIREMENTS OF THE ENDORSED NATIONAL SENIOR CERTIFICATE REGARDING LEARNERS WITH SPECIAL NEEDS

  1. PURPOSE

1.1This circular must be read in conjunction with Circular 27 of 2007.

1.2The following areas for amendment to the Endorsed National Senior Certificate as contained in the policy document, An addendum to the policy document, the National Senior Certificate: A qualification at Level 4 on the National Qualifications Framework (NQF), regarding learners with special needs have been identified and approved by the Minister of Education and published in Government Gazette No. 30371 of 11 October 2007.

  • Promotion and certification requirements (paragraph 10); and
  • Provisos(paragraph 11).

2.1The National Senior Certificate: A Qualification at Level 4 on the National Qualifications Framework (NQF), July 2005.

2.2An addendum to the policy document, The National Senior Certificate: A qualification atLevel 4 on the National Qualifications Framework (NQF), regarding the National Protocol for Assessment (Grades R – 12), published as Government Notice No. 1267 in the Government Gazette, Volume 498, No. 29467 of 11 December 2006.

2.3An addendum to the policy document, The National Senior Certificate: A qualification at Level 4 on the National Qualifications Framework (NQF), regarding learners with special needs as published in Government Gazette. No. 30371 of 11 October 2007.

  1. PROMOTION REQUIREMENTS

3.1The promotion requirements for the Endorsed National Senior Certificate as stipulated in Paragraph 10(1)(a) – (e) of the policy document, An addendum to the policy document, the National Senior Certificate: A qualification at Level 4 on the National Qualifications Framework (NQF), regarding learners with special needs have been repealed and replaced with Paragraph 10(1)(a) to read as follows:

Paragraph 10(1)(a): “An endorsed National Senior Certificate shall be issued to a candidate who has achieved 30% in five subjects, one of which is an official language on at least First Additional Language level.”

3.2The new promotion requirements as stipulated in paragraph 10(1)(a) above are implemented with immediate effect.

3.3In summary, the Grade 10 and Grade 11 learners of 2007 and the first cohort of Grade 12 learners to write the first Endorsed National Senior Certificate examination in 2008 will be promoted in terms of the new promotion requirements as listed in paragraph 10(1)(a) of the policy document, An addendum to the policy document, the National Senior Certificate: A qualification at Level 4 on the National Qualifications Framework (NQF), regarding learners with special needs.

  1. PROVISOS

4.1The following additional provisos regarding subjects with a content overlap as approved by the Minister of Education and published in Government Gazette, No. 29851 of 30 April 2007 and listed as Paragraphs 10(9) and 10(10) in the policy document,The National Senior Certificate: A qualification at Level 4 on the National Qualifications Framework (NQF), will also be applicable to the Endorsed National Senior Certificate:

4.1.1Paragraph 10(9): “A candidate may not offer both Computer Applications Technology and Information Technology.”

4.1.2Paragraph 10(10): “A candidate may not offer both Consumer Studies and Hospitality Studies.”

4.2For this purpose the policy documentAn addendum to the policy document, the National Senior Certificate: A qualification at Level 4 on the National Qualifications Framework (NQF), regarding learners with special needs has been amended with the inclusion of paragraph 11(2) to read as follows:

4.2.1Paragraph 11(2): “Provisos as contemplated in paragraph 10 of the policy document, The National Senior Certificate: A qualification at Level 4 on the National Qualifications Framework (NQF), will also be applicable to the learners enrolling for the National Senior Certificate with Endorsement for learners with special needs.”

4.3The new additional provisos listed above are effective for the 2008 Grade 10 enrolment from 1 January 2008.

4.4These provisos will not be applicable to 2006 Grade 10, 2007 Grade 11 and 2008 Grade 12 learners who enrolled for these subjects prior to January 2007. These learners will continue with such a combination in Grades 11 and 12 in 2007 and 2008, respectively. Only the Grade 10 learners who wish to enrol in 2008, i.e. after the policy change, are affected by the approved provisos.
