APPROVAL OF MINUTES OF PARISH COUNCIL MEETING HELD ON11th JANUARY 2017.Proposed Cllr Maynard, SecondedCllr Bate. All in favour.

CHAIRMAN’S ANNOUNCEMENTS: -The Chair asked for suggestions for a guest speaker for the Annual Parish Meeting on May 24th 2017. Ideas to Chair or Clerk. Cllr Bate to Contact Dave Hilton about metal detecting in Parish, also suggested, Local MP, EA, Local history group.

Action: Clerk to respond to pre-consultation with Dales Survey about proposed telecommunications mast at Barrow Wife.
Correspondence received since 17th February 2017- The clerk reported correspondence received since 06/01/2017 – no actions required
Matters arising from last meeting: Wilkinson Monument inspectionby Burgess Roughton, does not appear to contain a recommended inspection interval.

Consider the finance report as at17th February 2017- Resolution to approve payment of accounts as listed on the attached schedule.

Review of transparency / Code for Small Authorities.
Clerk reported our obligations and progress towards compliance which is almost complete apart from finalising some publications on Parish web-site. Clerk and Mrs Squire and Chair to meet with “Make us a website” team to action updates and amendments to Parish website to facilitate compliance.
PLANNING – Planning Applications TO BE RATIFIED UNDER CLERKS DELEGATED POWERS- None

ENVIRONMENT
New IssuesIt has also been noted following a number of comments from local residentsthat there is an accumulation of rubbish at the site of the Brocka Caves and that there have been frequent bonfires . Action :-Clerk to report to SLDC Environmental Health.
Newton – Speeding from bridge over A590 into Newton, causing concern and recent demolition of post box. ACTION:- Cllr Wearing to ask Victoria Upton CCC to place on next year’s list for traffic calming markings, he feels location is unrealistic for speed bumps.
ONGOING ISSUES:
Risk of flooding at Sheepbarrow Close culvert. ACTION:- Work has been agreedClerk is following up every month with Howard Lawton from EA, but is unable to obtain a start date from contractors. ONGOING.

Report regarding parish areas by member completing weekly inspections.
Christmas tree has been removed, Cllr Marwood paid for tree and requires reimbursing.

Footpath to recreation ground – Flood damage
Funding to repair flood damaged footpath is available via Cumbria Community Foundation, new specificationdrawn up which builds in resilience for potential future flooding and minimum of two quotes required.
Action:- Cllr McClure and Cllr Marwood held site visit with Ian Crowe Groundwork contractors to discuss specification, he has quoted £2800 which included improvements to build resilience to future events. Cllr Marwood and Cllr McClure will coordinate getting addition quotes – ONGOING.
–Rotafor parish area inspections: - February - CllrClarke, March Cllr Maynard, April Cllr Armstrong, May Cllr Squire, June Cllr Clarke.
Lindale bus shelter- Mrs Lishman reported that slates are loose again on window sills.
NEWTON:-
Cllr Bate reported that the track/ beck by Watery Lots at Newton has been reported by local residents as giving cause for concern, it is hazardous due to potholes and needs a barrier as there is a drop from track into beck. ACTION:-Cllr Bates to get me clerk contact details to write and ask for confirmation about un-adopted road regarding ownership and responsibility of track.
Report regarding parish areas by member completing weekly inspections in Newton-
Regarding flooding risk at Newton from beck in gardens and maintenance of culvert grid.
As a result of site meeting no further progress can be made until protocols are agreed with regard to environmental impact.
ACTION:-Application form for work to be carried out obtained from David Bell CCC, members agreed to wait and monitor issue before proceeding with application.
Newton Bus shelter - Deferred till Spring /Summer 2017. To be completed by local painter and decorator. ACTION :-Any suggestion now spring is approaching?
Parish Projects :-
Toilets lease - Deed of Easement and Lease have been received from SLDC for approval in respect of Public toilets at Lindale. ONGOING – no updates. Clerk to email for update as at end Feb 2017
COMMUNITY PLAN –Members have now agreed the updated questionnaire for the Parish Plan review. Content agreed, printer instructed.
ACTION:-Clerk to ask if St Paul’s can deliver with May newsletter with response date for mid-May.
HYDRO PROJECT: CAfs will be able to advise who may be able to help have not replied. If CAf’s can’t help, project will be on hold.
DISTRICT AND COUNTY COUNCILLOR REPORTS:-
COUNTY COUNCILLOR WEARING:Cllr Wearing reported on a range of topical issues:
CCC precept agreed with additional 2% for Adult Social Care and 1.99% increase.
New facility in Grange library to print wirelessly from Tablet devices.
CCC has cleared as many drains as possible, please contact Better Highways South Lakeland if any are not clear.
Bollard Lights that are not working at Lingarth have been referred to contractors and is in hand.
