Summary

This position is located in the Chemehuevi Tribal Drop in Center. As the Alcohol Substance Abuse Program Coordinator, the incumbent is responsible for providing a variety of administrative, programmatic and clinical functions including diagnostic, preventive and rehabilitative outpatient and community health services. The Coordinator will implement, review and provide direct treatment services for patients with alcohol and/or substance related conditions at Chemehuevi. Services provided to clients and their families include screening, evaluation/assessment, discharge planning, counseling, consultation, referral to community resources and assisting clients in the maximum utilization of Federal, State, local and private community resources

Duties and Responsibilities:

• Responsible for planning, developing, and implementing activities related to alcohol substance abuse services.
• Provide direct outpatient care in the form of alcohol/substance abuse assessments, counseling, case management, and prevention education activities.
• Provision of group therapy, individual therapy, and family therapy, related to substance abuse counseling.
• Prepares and maintains case records for the purpose of documenting services provided and for tracking workload data.
• Prepares social summaries and reports for members of the health care team or other referral sources as needed.
• Responsible for referrals to residential treatment utilizing Indian Health Service (IHS) approved programs. Programs may include IHS residential treatment programs and IHS contracted treatment programs.
• Develops partnerships and collaboration in building multi disciplinary work relationships with members of health care teams and contract facilities, and addresses clinical and administrative alcohol and substance abuse issues.
• Maintains treatment records utilizing the IHS Behavioral Health Management Information System or Electronic Health Record as the principle method of documenting program data and client visits.
• Provides information and awareness on cultural sensitivity and traditions of the AI/AN population, while providing appropriate services to meet the unique needs of the community and people served.
• Serve as a resource person to local schools, Tribal, and health programs to address the needs of children displaying symptoms of emotional and social problems associated with alcohol and/or substance abuse within their living environment.
• Responsible for evaluating the data, planning, and implementing programs that reduce social, mental, and alcohol and/or substance abuse problems through education and prevention activities within the community.
• Maintains communication with Tribal authorities, IHS Area Office, and State programs through meetings and conferences for current information on alcohol and substance abuse programs, trainings, and best practices.
• Participates as a multi-disciplinary team member with clinic staff to address alcohol, substance abuse, and behavioral health psychosocial problems.
• Provides leadership in community organization to improve coordination of complex alcohol and/or substance abuse services for individuals, families, and the community.
• Maintains and operates the Alcohol and Substance Abuse Program in accordance with the IHS Chapter 18 standards, and/or other appropriate certifying, licensing, or accrediting organization.
• Other duties as assigned.

Qualifications:

• Must possess a valid current and unrestricted substance abuse license or current licensure in the substance abuse discipline.
• A Master’s degree in the Behavioral Health Field desired, or a Bachelor’s degree in Social Science or Counseling. Experience in behavioral health required.
• Must possess knowledge and experience of the functions and activities related to alcoholism and substance abuse.
• Knowledgeable of treatment techniques appropriate to substance abuse treatment including and not limited to screening, intake, orientation, assessment, treatment planning, counseling, case management, crisis intervention , client education, referral, reports and record keeping, consultation, clinical supervision, and professional responsibilities related to confidentiality and ethics.
• Must possess professional traits including good judgment, flexibility and ability to establish and maintain positive rapport with AI/AN population and other professional staff.
• Proficient in writing professional reports and provide expertise in public speaking.
• Possess and exhibit professional management and organizational skills in daily duties.
• Knowledge of medical and behavioral health disciplines to the extent necessary for developing and implementing a multi-disciplinary team approach for the treatment of addictions.
• Ability to interpret Federal, State, local and accreditation rules, regulations and standards as they apply to substance abuse treatment services provided at Chemehuevi.
