Administration & Finance:

  1. Review and discussion of the 88-point “Best Practices” questionnaire that was received from the NJ DCA Division of Local Government Services. The responses to these questions affect the Borough’s ability to receive 100% of the anticipated state aid (Energy Receipt Tax) for this calendar year. Some actions may be necessary to be implemented before the October 1, 2010 deadline.

I - AN ORDINANCE amending Chapter II, “Administration”

of the revised general ordinances of the borough

of sayreville, new jersey, to adopt an absence from meetings Policy for all elected officials and members

of boards, committees, commissions, authorities,

or other agencies of the Borough of Sayreville

II - AN ORDINANCE amending Chapter II, “Administration”

of the revised general ordinances of the borough of sayreville, new jersey, to require the Borough’s elected officials to attend basic courses on their responsibilities

and obligations in local government

b. Authorization to execute a Green Acres Project Agreement for Open Space

Acquisition between the State of New Jersey Department of Environmental

Protection and the Borough of Sayreville.

c. Final discussion and determination as to the acceptance of the vehicle and

associated operational grant from NJ Transit to operate a commuter shuttle service from

the Sayreville Park & Ride facilities to the South Amboy Train Station. If approved, I

am requesting authorization to execute an Agreement for Operating Local

Service and Equipment Lease.

Water & Sewer:

a.  Authorization to extend the existing contract with Ashland Chemical for the purchase of Chargepac 36, a chemical used in the water treatment process, for an additional one year period as provided for in the original public bid specifications the subsequent current contract.

Public Safety:

a.  Authorization to execute an Agreement with the County of Middlesex for the provision of an Automatic License Plate Recognition System (ALPRS) at no cost of the Borough for the first three years of operation.

2010-191 Authorization for the execution and delivery of loan agreements to be executed by the Borough of Sayreville and the New Jersey Environmental Infrastructure Trust

and the State of New Jersey and further authorizing the execution and delivery of an escrow agreement pursuant to the State Fiscal Year 2011 New Jersey Environmental Infrastructure Trust Financing Program for funding the Bordentown Avenue Water Treatment Plant Project.
