ADMINISTRATION RECOMMENDATION

That the March 12, 2002 Transportation and Streets Department report be received for information.

History

  • At the January 8, 2002, Transportation and Public Works Committee meeting, the following inquiry was made by Councillor K. Leibovici:

“Recently, there have been several incidents regarding pedestrians and motorists at crosswalks.

My questions to the Transportation and Streets Department, in consultation with the Edmonton Police Department, are as follows:

  1. What are the parameters that are utilized to determine when crosswalk protection is provided?
  2. How does the Administration determine whether crosswalks, flashing lights, or pedestrian signals are utilized?
  3. What education programs are in place throughout the City to address safety of pedestrians?
  4. What would be the cost to upgrade flashing lights at crosswalks to pedestrian signals?
  5. What, if any, changes to City bylaws would be required to address the issue of safety?
  6. What do other comparable jurisdictions do with regards to the issue of providing protection for pedestrians crossing streets?
  7. What alternatives can the Administration provide to the current system of crosswalks?

I would appreciate a report that responds to these questions to return to the March 12, 2002 Transportation and Public Works Committee meeting.”

  • At the January 29, 2002 City Council meeting, the following Administrative Inquiry was made by Councillor K. Leibovici:

“As part of the response to my inquiry regarding crosswalks could you please provide the following:

  1. In consultation with the Edmonton Police Service, how many tickets have been issued to motorists who have not stopped at designated crosswalks for pedestrians?
  2. Are there key intersections where continuing problems have been identified?
  3. What are the number of pedestrian accidents that have occurred in 1997 – 2000? Are there any trends, i.e. key intersections where continuing problems have been identified or time of day for these accidents? I would appreciate if annual summaries could be provided for the years 1998 – 2001 updating the summaries provided in the response to the Mayor’s inquiry in 1998.
  4. What actions were taken as a result of the Mayor’s inquiry in 1998 and Utilities and Public Works Committee motions in 1999, specifically:
  • Pilot project to study the effectiveness of an alternative signing material that will increase the visibility of pedestrian signs.
  • Update on activities and effectiveness of “Partners in Pedestrian Safety” group and any innovative community involvement programs resulting from this group’s activities.
  • Any educational programs designed to promote traffic safety targeted at specific age groups, i.e. 16-24 years; 9-11 years, 14 years and over; 55 years and older.
  • Results of any reassessment of pavement markings and pedestrian signing to ensure that these marked crossings are the best alternative for that particular location.
  • Impact of street lighting at pedestrian locations and whether upgraded street lighting at certain intersections would have a positive impact and cost of upgrading.

I would like this information to return to the Transportation and Public Works Committee at the same time as the response to my other inquiry regarding pedestrian safety at crosswalks.”

G.1.a.Alberta Capital Region Wastewater Commission – Review of Governance Committee. 

ADMINISTRATION RECOMMENDATION

That the March 8, 2002 Asset Management and Public Works Department report be received for information.

SUMMARY

  • This report provides a new Mission Statement and a review of the feasibility and functioning of a Governance Committee for negotiations with the Alberta Capital Region Wastewater Commission in working towards a modified master agreement for wastewater treatment and transmission.

G.1.b.Proposed Land Drainage Utility - Request for Non-Statutory Public Hearing. 

ADMINISTRATION RECOMMENDATION

  1. That a non-statutory hearing on the proposed Land Drainage Utility be set for 1:30 p.m. at the May 14, 2002, meeting of the Transportation and Public Works Committee.
  2. That the May 14, 2002, Transportation and Public Works Committee meeting be held in Council Chambers.
  3. That the procedures contained in Attachment 1 of the March 18, 2002 Asset Management and Public Works Department report be adopted for the non-statutory public hearing.

SUMMARY

  • This report recommends the approval of a date and time for a non-statutory public hearing for the proposed Land Drainage Utility Implementation Plan in order that stakeholders are provided with an opportunity to address the plan and advertising may take place.

G.1.c.Request to Hire Consultants where Estimates are $250,000 or Greater (Inclusive of GST) as at March 7, 2002. 

ADMINISTRATION RECOMMENDATION

That the Administration enter into consultant agreements for projects as outlined in Attachments 1 and 2 of the March 11, 2002 Asset Management and Public Works Department report and enter into all relevant agreements, such agreements to be in accordance with the Administration’s Consultant Appointment guidelines.

SUMMARY

  • This report requests Transportation and Public Works Committee approval on consultant appointments greater than $250,000.

That the Ribbon of Steel Concept Development Plan as outlined in Attachments 3 and 4 of the February 26, 2002 Transportation and Streets Department report be approved.

  • This report summarizes the recommended concept plan for developing a multi-use trail and rail corridor, termed the Ribbon of Steel.
