REQUEST:

Request authority to construct a 3,600 GSF 2nd floor renovation project at the State Administration Building to support the Board of Commissioners of Public Lands (BCPL) for a total estimated project cost of $326,700 Agency Funds.

PROJECT DESCRIPTION:

This project renovates 3,600 GSF of space on the 2nd floor of the State Administration Building to accommodate the Board of Commissioners of Public Lands (BCPL). The space provides two offices, seven cubicles (8.50 FTE); conference room; mail/copy room; archive workroom; archive storage; waiting room and office storage space. Project work consists of the following:

Ø  Partial demolition of existing interior surfaces and construction of walls to support the new space layout for offices, systems furniture and archive storage room.

Ø  New finishes such as paint, carpet tiles, and signage.

Ø  Modifications and/or upgrades to HVAC, and the security system (with restricted access); as well as the relocation of voice/data, light fixtures, fire alarm, and electrical systems to accommodate the new space layout.

Ø  Archive Storage – Reinforcement of existing raised access floor system will be provided to support BCPL’s heavy file storage system. The existing computer room unit (CRU) that cooled/dehumidified the entire 2nd floor, will be removed and replaced with a room sized, single vertical CRU with temperature and humidity controls, DDC (direct digital controls) and interface with building Metasys for common alarms, start/stop and leak detection.

JUSTIFICATION FOR THE REQUEST:

The ten-story, 265,350 GSF State Administration Building was constructed in 1991 -1992. To date no major renovations or refurbishments have been done to the facility. This request will remodel 3,600 GSF of partially vacant space on the 2nd floor of the building for use by the Board of Commissioners of Public Lands (BCPL). Approximately 800 SF of this space will be vacated by the DOA – Division of Enterprise Technology (DET) staff and computer/information technology equipment for this project.

BCPL is the oldest state agency – created by Article X of the State Constitution in 1848. The Board was established to develop a form of public education financing that originated with the millions of acres of land granted by the federal government to the State as a result of the federal General Land Office Survey (1832 and 1866). Nearly all the Trust Lands were sold over 100 years ago. However, the proceeds were used to establish Trust Funds for the benefit of public school libraries, the University of Wisconsin and the state’s citizens.

Currently, the BCPL manages four Trust Funds, and the remaining 80,000 acres of Trust Lands. In addition, WI Stats 24.54 (1) provides the agency with the responsibility to preserve and safeguard the original land records dating back to the 1800s. This extensive archive is a rich source of historical information about the state’s land and early settlers.

In order to properly maintain these records, the BCPL houses them in a climate controlled archives library adjacent totheir agency office space at the GEF 3. Unfortunately, the existing archives library is not acceptable storage space for these historic documents due to frequent and unacceptable temperature and humidity fluctuations. These unpredictable variances play a substantial role in deterioration of the records.

Space in the State Administration Building will be constructed to meet BCPL’s office space, as well as, their records storage needs. The new archival storage space will provide the HVAC systems and corresponding environmental controls to meet the special needs of BCPL’s paper archive storage (textual and cartographic paper records).
