REQUEST FOR PROPOSAL operations and Maintenance of Regional Cricket Stadiums, Grounds and Academies

BACKGROUND

The rise of cricket in Afghanistan over the last decade has been an extraordinary story in the world of sports. The rapid growth of cricket in the country and the simultaneous success of the Nation Cricket Team have resulted in cricket being the most popular sport in Afghanistan. Cricket fans across Afghanistan and beyond have developed immense interest in the game of cricket and the National Cricket Team’s participation in both domestic and international cricketing events is closely followed and draws large crowds at the grounds and followers on Television, print media and the internet.

AFGHANISTAN CRICKET BOARD (ACB)

The Afghanistan cricket Federation was established in 1995 and Afghanistan was granted affiliate membership by the international Cricket Council (ICC) in 2001. Afghanistan was granted associate membership of the Asian Cricket Council (ICC) in 2003. The president of the country issued a decree on 2nd June 2009 which made Afghanistan Cricket Board (ACB) an independent governing body for the development and promotion of the game of cricket in the country. In 2013, Afghanistan was granted Associate Member status of ICC following notable progress in different areas of administration and development of the game. Afghanistan obtained Full Membership of ICC in June 2017 to become one of the 12 Full Member nations.

ACB has constructed several cricket stadiums, Grounds across the country as part of its infrastructure development program and plans to sub contract cricket stadium in Regions. Afghanistan Cricket Board (ACB) invites bidder to submit the proposals for sub-contracting the operation and maintenance of cricket stadium, grounds and academies.

TECHNICALE CRITERIA FOR FIRM

The firm should be a sport consultancy, management consultancy or logistics company

The firm should have valid License and be registered with the government of Afghanistan and have office in Kabul.

The firm should have at least 1-3 years’ experience in event management, sport management consultancy or maintenance of facilities.

The firm should have technical staff with cricketing knowledge.

The company should be able to go into contract up to 3 years with Afghanistan cricket board

Scope of Work

Afghanistan Cricket Board is planning to outsource it’s All Cricket regional Stadiums, Provincial Grounds and academies to minimize the cost of expense on these venues. Interested parties are invited submit their offer consider the following term and conditions

  1. The Interested Parties will have to submit a proposal showing how they could take this opportunity to become partner with ACB by covering of cost of these facilities and utilized them for revenue
  1. The winner must pay all salaries and food cost of Ground staff including curator and grounds men.
  1. ACB will assign Curators for all the grounds on its own budget to monitor the quality protocols and professionalism.
  1. ACB will hand over the available machineries and other assets in the ground to winning party and the winning party will hand over all the machineries in the same conditions to ACB at the end of the contract.
  1. ACB Domestic Department will be available with advisory Support and Assistance to the successful Party.
  1. When ACB plans to conduct a domestic tournament in one of these facilities, ACB will be giving priority with a discount rate of 50% (ACB will provide the winning party with schedule of domestic tournaments) the ticket revenue and such events will be equally divide between winning party and ACB.
  1. Successful Party is authorized to develop their prices considering markets demand.
  1. When ACB wishes to have branding space in the grounds, the winning party shall give 50% discount to ACB.
  1. In Case of any dispute personsof each party shall come on board and discus a resolution.

ACB: (COO and Domestic Head) – winning party: (COO and Nominated Person)

  1. Successful Party must sign a contract with ACB.
  1. Mutually Agreed contract will have the major outlines for main framework between ACB and eligible Party.
  1. The winning Party will submit work plan that shows how they will operate and maintain the grounds and how will they help improve cricket in Afghanistan
  1. ACB provide free hand to wining party to generate funds by any legal and nonpolitical means to manage their and generate profit
  1. ACB reserve the rights, in its discretion, to accept or cancel the Proposal with or without any reason.

The fix asset will be record and estimated value will be specify after the winning party is selected. Bidder are welcome to come to ACB and get more information if needed.

Submission:

  1. Proposal must be sent in sealed envelopes and only technically qualified parties must be called to participate in further presentation and process.
  2. Pre-bid meeting 26 March 2018
