Adelaide City Council isseeking to commission an artist/artist team for the development of an extensivemural artwork in conjunction with upgrades recently undertaken at the Adelaide Aquatic Centre (Jeffcott Road, North Adelaide).

The mural artwork is envisaged to enliven the area and provide a better customer experience when entering the Adelaide Aquatic Centre via the adjacent carpark.

Important Considerations

Please note: this project has three distinct phases:

Phase 1: Initial expressions of interest (EOI) from artists/artist teams providing their details and creative support material are to be submitted to Council via email (see submission details below & note email size restrictions)

Phase 2: Council will shortlist sixartists/artist teams, who will be contracted to generate a concept design for submission to Council

Phase 3: Council will select a final concept design and commission oneartist/artist team for artwork installation

Only Artists shortlisted for Phase 2 will be invited to submit concept designs, and only during that Phase. Artists are not requested to provide concept designs in response to this request for Expression of Interest.

Closing Dateand Submission details

Artists are to complete the submission form on the last page of this document and submit their response by5pm, Thursday, 24March 2016.

From the Expressions of Interest received six artists/artist teams will be shortlisted by a panel process to develop a concept design for the location and each shortlisted artist/artist team will be paid a fee of $500.

Concept Designs

Of the six concept designs, a panel consisting of relevant Adelaide City Council staff will select one artist/artist team based on the evaluation criteria below. Council is keen to keep the concept open for artists to interpret their vision for the space (however, asthe space is open to the broad community and families, depictions of nudity, racism, violence etc. will not be accepted).

The preferred concept design for the Site will be commissioned for delivery byno later than May 31 2016.

The Location

The mural may encompass the entire wall spaces or parts thereof. See images below. Exact wall measurements will be provided to artists who have been shortlisted to phase 2.

It is a requirement that all shortlisted artists consult with the Manager of the Adelaide Aquatic Centre prior to developing a final concept.

Budget

There is a total budget of $17,000 available for this project, to be broken down thus:

  • 6shortlisted artists/teams will be paid $500 each for concept designs (phase 2)
  • The remaining $14,000 will be paid to one selected artist/artist team who will be contracted to deliver the artwork and be required to cover all other project expenses (phase 3)

The budget indicated for the final commissioned artwork is inclusive of all costs required to complete the project.

Artists involved in phase 2 will be required to provide an invoice for $500 upon receipt of concept by Adelaide City Council.

The artist/artist team selected for commissionwill be required to provide an invoice for $5,000 upon signing the artist agreement and the remaining $9,000 upon completion of the work to the satisfaction of the Adelaide Aquatic Centre Manager and Public Art Consultant.

Materials

The paint used must be suitable for the location, easily obtained if repairs are required and must be long lasting (i.e. ten year minimum).

Important note:Access to the site and power/water must be negotiated with the Adelaide Aquatic Centre Manager and all necessary City Works permits and Development Approvals will be the responsibility of the artist and at the artist’s expense. The artist will need to be flexible should other works be necessary in the space as part of the normal workings of the Adelaide Aquatic Centre.

The commissioned artist will be required to start and complete all aspects of the mural within the timeline in consultation with the Centre Manager.

Assessment Panel and Evaluation criteria

The assessment panel will consist of:

2 ACC team members from Public Art

2 ACC staff members from the Adelaide Aquatic Centre

1 ACC staff member from Public Realm

Evaluation Criteria for Expressions of Interest (Phase 1)
Artistic merit of visual support material provided
Capacity to achieve the proposed budget and timeline
Demonstrated ability to create work that engages with the public (based on support material provided)
Demonstrated ability to work on permanent and durable work (based on support material provided)
Evaluation Criteria for Concept Designs (Phase 2 – Shortlisted Artists)
Artistic merit of proposed concept design
Capacity to achieve the proposed budget and timeline
Demonstrated ability to create work that engages with the public
Demonstrated ability to work on permanent and durable work

The assessment panel will select and commission the artist that scores the highest from evaluation criteria stated above.

Requirements of the Project – Commissioned Artist

The final commissioned artist will be required to:

  • Hold Public Liability insurance of $20 million and provide certification of this
  • PPE(Personal protection equipment)will be required to be worn at all times
  • Be inducted into the site. (ACC staff will assist with this).
