RECRUITMENT RULES FOR THE POST OF M.O.H.

The mode of recruitment in the Recruitment Rules for the post of M.O.H. has been slightly amended. The R.Rs (See page 40 ) have been seen and approved by the Chairperson.

The case is laid before the Council for kind information and approval in its meeting held on 26.09.2002 but was deferred. Now the case is relaid before the Council Meeting for information & approval.

COUNCIL’S DECISION

Resolved by the Council that informally the concerned official in Ministry of Home Affairs be consulted for advise before drafting the RRs. The existing vacancy may however be filled up on adhoc basis, keeping in view the principle of seniority-cum-fitness.

INVESTMENT POLICY OF NDMC:MINUTES OF THE MEETING HELD UNDER THE SAID POLICY OF THE COUNCIL LAID DOWN BY RESOLUTION NO. 3(III) DATED 5TH NOVEMBER, 1996 READ WITH RESOLUTION NO. 3(I) DATED 27TH MARCH, 2002.

In accordance with the decision of the Council vide the above quoted resolution, the minutes of the meeting of Investment Committee held on 3rd October, 2002 are placed below before the Council. (See pages 42 – 44 ).

Quotations have been invited from empanelled banks on 01-10-2002 for the rates being offered by them against various instruments on 03-10-2002. All banks responded except Bank of Baroda & Corporation Bank. No bank has quoted for certificate of Deposit. Rates quoted by them for fixed deposits for 3 years and above are detailed below:-

PROCUREMENT OF FURNITURE FOR NDMC NAVYUG SCHOOLS FOR THE YEAR 2002-03.

To maintain quality, as a policy matter school furniture for Navyug and other schools of NDMC are procured by Civil Engg. Deptt. Navyug Schools Educational Society, after collecting information/requirement from various schools have furnished a proposal for procurement of various furniture items, detailed as under for the current year: -

Accordingly a Preliminary Estimate for procurement of the above said furniture amounting to Rs. 19,60,800/- (Rupees Nineteen lacs Sixty thousand Eight hundred only) has been framed on the basis of drawings prepared by the Arch. Deptt. of NDMC and approved by the user deptt. Furniture of the similar nature has been procured earlier also. Estimate so framed has been examined and concurred in by the Finance vide their No. FA-2699 dt. 25-9-02 subject to availability of Funds.

There exists a budget provision of Rs. 13.10 Lacs., as informed by the Navyug School Education Society during the year of 2002-03. Balance funds could be sought in the next Financial year i.e. 2003-04.

The Chairman has seen the case.

CHIEF ENGINEER (CIVIL)’S REMARKS :

The case is placed before the Council for consideration and accord of Administrative Approval and expenditure sanction to the Preliminary Estimate amounting to Rs. 19,60,800/- (Rupees Nineteen lacs Sixty thousand Eight hundred only ), for the wok mentioned above.

INSTALLATION OF THE STATUE OF MASTER TARA SINGH AT ‘P’ POINT OF PT. PANT MARG.

The Deputy Secretary Govt. of India has forwarded the request of Master Tara Singh Memorial Trust for installation of a statue of Master Tara Singh at Pandit Pant Marg Chowk. The matter was referred to Chief Architect, C.P.W.D. for comments/opinion. In his report C.A., C.P.W.D. didn’t favour the idea of installation of status at Pandit Pant Marg. Instead he has suggested that small corner of the land from the complex of Gurudwara Rakaabganj could be taken for installation of statue. The Ministry of Urban Development (works division) had desired to obtain the opinion of Delhi Urban Art Commission/NDMC.

Delhi Sikh Gurudwara Management Committee has also represented through L.G., Delhi for installation of statue of Master Tara Singh at Pandit Pant Marg Chowk. The Principal Secretary Urban Development Department, Govt. of NCT has forwarded the representation and desired action in this regard may be taken in accordance with the guidelines of installation of statue. Guidelines for installation of statue/memorials are annexed at (See page 49 ).

As per the Govt’s guidelines for installation of statue/memorials the orgnanization which proposes instillation of statue shall have to obtain clearance of Delhi Urban Art Commission and Chief Architect, CPWD. As regards locations/sites for statue, normally the Delhi Urban Art commission and the Chief Architect, CPWD are not in favour of allotting round-about for installation of statue as a matter of policy. The Local Bodies come into the picture only when the maintenance of statue comes or when landscaping of the area is involved.

The request was placed before the Council vide its Resolution No. 3(X) dated 29-11-2000 and the Council had rejected the proposal.

It is mentioned here that one side of Parliament House falls on the Pt. Pant Marg and the Library of the Parliament is also on the same side of the road, which shall be very close to the whole complex. As requested by the Deputy Secy. for seeking opinion of NDMC, C.A., NDMC may be requested for giving his opinion/comments, as he is also the member of Central Vista Committee. The matter may also be got cleared from the Central Vista Committee and DUAC.

The Chairperson has seen the case and it had been desired “that the matter may again be placed before the Meeting of the Council for a fresh decision, if any”.

The matter is now laid before the Council for consideration and approval.

COUNCIL’S DECISION

Resolved that NDMC has no objection in installation of statue of Master Tara Singh at P. Point of Pant Marg subject to clearance from the various agencies viz. Delhi Urban Art Commission/Chief Architect of CPWD as per guidelines approved by the Cabinet in its meeting held on 03.10.1956 for the installation of Statue/Memorials.

ANNEXURE

GUIDELINES FOR THE INSTALLATION OF THE STATUE / MEMORIALS.

The Cabinet at its meeting held on 3.10.1956 had taken the following decision: -

“The Cabinet approved the proposal that no statues should be put up in Delhi without obtaining its permission. The Ministry of Works, Housing & supply will deal with this matter and refer to the Cabinet cases where permission is proposed to be given”.

The Government normally do not install statues, unless otherwise decided. Normally in other cases, there should be an ornanisation to initiate such proposals and ready to bear the cost of installation of statues etc. as a whole. Such organisations are also required to fulfil the following terms and conditions, before the request is considered by the Government.

  1. Cost of the work relating to the statue, including cost of fabrication, transportation and installation should be borne by the organisation.
  2. The organisation should obtain clearance of the Delhi Urban Art Commission and Chief Architect, C.P.W.D. regarding the size of the statue metal used and design of the Pedestal for the statue landscaping of the area.
  3. It will be the responsibility of the organisation to have proper landscaping of the area in consultation with the local authorities i.e. NDMC/MCD.
  4. The organisation shall take up and settle with the local bodies concerned the question of the maintenance of the statue after the installation of the statue and its landscaping.
  5. The organisation will have no claim on land on which it is permitted to install the statue and the ownership of the land will continue to vest in the Government.
  6. The statue shall be installed in accordance with the site plan to be obtained by the organisation from the Chief Architect, CPWD.

As regard the location/site for the statues, normally the Delhi Urban Art Commission and the Chief Architect, CPWD are not in favour of allotting a traffic round-about in the city for installation of statues.

ITEM NO. 3(ix)

SUBSTITUTION OF A MEMBER TO THE COMMITTEE CONSTITUTED UNDER SECTION 9 OF THE NDMC ACT, 1994 FOR FIXING THE TARIFF FOR FILTERED WATER AND ELECTRICITY SUPPLY IN NDMC AREA .

The Council vide its Resolution No.3 (iii) dated 26.2.2002 constituted a Committee under section 9 of the NDMC Act authorised to fix the tariff chargeable for filtered water and electricity supply in NDMC area in terms of provisions of Section 64 and Section 200 of NDMC Act as and when tariff prevailing in MCD area is revised by DJB & DVB respectively. It was resolved that the Chairman, NDMC will preside over the Committee and the Committee shall have the following members: -

  2. Shri Mahender Chawla, Member NDMC
  3. Shri B.M. Sukhija, Chief Enginer(E-II)
  4. Shri S.C. Basuroy, Chief Engineer(Civil)

Consequent upon retirement of Shri S.C. Basuroy, Chief Engineer (Civil) Chairman has nominated Shri C.M. Paruthi, Chief Engineer (Civil) to the said Committee in place of Shri Basuroy.

The case is accordingly laid before the Council for approval to the nomination of Shri C.M. Paruthi, Chief Engineer (Civil) as member to the tariff Committee constituted under section 9 of the NDMC Act 1994 vide Resolution No.3 (iii) dated 26.2.2002.

Resolved by the Council that nomination of Sh. C.M. Paruthi, Chief Engineer Civil, as member to the tariff committee constituted under section 9 of the NDMC Act, 1994 vide Reso. No. 3(iii) dated 26.2.2002 in place of Sh. S.C. Basuroy, Chief Engineer Civil, retired is approved.

ITEM NO. 3 (x)

Imp. to Palika Kendra Building. Replacement of damaged slabs at Piaza level of Palika Kendra Building. - Revised Preliminary Estimate thereof Rs.15,11,700/-.

On the basis of site conditions an estimate for Rs.3,78,000/- was framed during 1998-99 with a provision to replace the damaged Dhoulpur stone in front portion of the Piaza level, Palika kendra with C.C. interlocking pavers. This estimate was approved by the Chairman in April 2000. However, the work could not be taken up because views of Chief Architect were obtained. The Chief Architect desired that this building has originally been designed by Shri Kuldeep Singh, Architect-Consultant so his opinion be sought. Accordingly, the matter was discussed with Shri Kuldeep Singh, Architect-Consultant who suggested that since for Phase-II project provision of Dhoulpur stone has been taken so in case of existing building the same treatment be retained. On the basis of this decision the estimate has to be revised with provision of replacement of damaged Dhaulpur stone at Piaza level. While executing the work it is proposed that the serviceable stones thus reclaimed will be utilized on the backside of the building. The revised estimate has been framed for Rs.15,11,700/-.

It is worth to mention that this building was constructed during 1983-84 and till date no major repair has been carried out in respect of the existing flooring provided at Piaza level.

Finance has concurred in the said estimate vide U.O. No.R-179/SE(BM) dated 8.10.2002.

As regards the position of funds, there is provision of Rs.20 lacs exist vide item No.245, Page-118 of the current year budget book.

CE(C-I)'s REMARKS:

The case is placed before the Council for its consideration and according revised administrative approval and expenditure sanction of Rs.15,11,700/- (Rupees fifteen lacs eleven thousand seven hundred only) with a net excess of Rs.11,33,700/- (Rupees eleven lacs thirty three thousand seven hundred only) in respect of the said work.

ANNUAL MAINTENANCE ESTIMATE FOR R & M/O ELECT. SUB-STATION IN MAINTENANCE NORTH AREA FOR THE YEAR 2002-2003.

Maintenance North Division looks after operation and maintenance of 11KV sub-stations and 11KV cables in the area North of Rajpath. It is an ongoing work. An estimate amounting to Rs. 18,75,000/- has been framed for operation and maintenance of 11KV sub-station in the area North of Rajpath. The estimate takes care of day-to-day requirements of materials including spare parts for HT & LT switchgear, Transformers and other allied accessories etc. Provision has also been made for essential casual labour/short-term deployment on special occasions.

Finance has concurred in the above estimate amounting to Rs. 18,75,000/- (Rs. Eighteen lacs, Seventy Five thousand only) vide Diary No. FA/2819 dated 8.10.02 subject to availability of funds, correctness of information.

It is confirmed that the funds are available and information are correctly given.

The Chairman has seen the case.

CE(E-II)’s Remarks :-

Annual Maintenance estimate for Running & Maintenance of Elect. sub-station in Maintenance North area for the year 2002-2003 amounting to Rs. 18,75,000/- (Rs. Eighteen lacs, Seventy Five thousand only) is laid before the Council for according administrative approval and expenditure sanctioned as concurred in by the Finance.

Resolved by the Council that administrative approval and expenditure sanction to the estimate amounting to Rs.18,75,000/- for running & maintenance of Elect. sub-station in Maintenance North area for the year 2002-2003 is accorded.

ANNUAL MAINTENANCE ESTIMATE FOR MAINTENANCE OF OVER HEAD & UNDERGROUND 11KV MAINS IN MAINTENANCE NORTH AREA FOR THE YEAR 2002-2003.

Maintenance North Division looks after operation and maintenance of overhead and underground HT mains in the area North of Rajpath. It is an ongoing work. An estimate amounting to Rs. 12.00 lacs has been framed for the maintenance of overhead and underground HT mains in the area North of Rajpath. The estimate takes care of day-to-day requirement of materials including cables, straight through joints, jointing materials etc. Provision has also been made for essential casual labour/short-term deployment on special occasions.

Finance have concurred in the above estimate amounting to Rs. 12.00 lacs(Rs. Twelve lacs only) vide their Diary No. FA/2817 dated 8.10.02.

Subject to availability of funds, correctness of information and certificate that market rates based items do not exist in stock rates.

It is confirmed that the funds are available and information are correctly given. All items are on stock issue rates except provision for petty items.

The Chairman has seen the case.

CE(E-II)’s Remarks :-

The Annual Maintenance estimate for Maintenance of Overhead and Underground HT mains in Maintenance North area for the year 2002-2003 amounting to Rs. 12.00 lacs (Rs. Twelve lacs only) is laid before the Council for according administrative approval and expenditure sanctioned as concurred in by the Finance.

Resolved by the Council that administrative approval and expenditure sanction to the estimate amounting to Rs.12.00 Lacs for maintenance of overhead & underground 11KV mains in Maintenance North area for the year 2002-2003 is accorded.
4.RESOLUTION U/S 23 OF THE NDMC ACT, BY SH. RAM BHAJ, VICE-CHAIRPERSON, N.D.M.C.

4(i)NAMING/RENAMING OF VARIOUS ROADS IN LAXMI BAI NAGAR & SAROJINI NAGAR AREA.

Sh. Ram Bhaj, Vice-Chairman, NDMC has proposed the following resolutions for consideration & approval of the Council.

  1. Road from Aurbindo Marg (opposite INA market) leading to Brig. Hoshiar Singh Marg, Laxmi Bai Nagar to be named as “RANI LAXMI BAI MARG”.
  2. Circular road adjacent to Khalsa School and Gurudwara (from B Avenue to B Avenue) Sarojini Nagar to be named as “GURU GOBIND SINGH MARG”.
  3. Road connecting Ring Road from Raj Nagar to Brig. Hoshiar Singh Road, presently called as B-Avenue, to be renamed as ‘SREE VINAYAKA MANDIR MARG”.
  4. Road from Arya Samaj Mandir between XY Block and Palika Vihar, Sarojini Nagar to be named as “VEER HAKIKAT RAI MARG”.

The proposal be examined as per extent rules and placed before the Council for consideration.

4(ii)REGARDING RATE OF CHARGES FOR THE ADDITIONAL AREA GIVEN TO SAROJINI NAGAR SHOPKEEPERS UNDER THE REVISED STANDARD PLAN.

Sh. Ram Bhaj, Vice-Chairman, NDMC has proposed the following resolutions for consideration & approval of the Council.

“ It is proposed that additional area given to Sarojini Nagar shopkeepers under the revised standard plan be charged @ 450/- per sq.mt. for residential and @ 1,350/- for commercial purposes on the pattern of Khanna Market.”
