Location & Time: 1:00 p.m. at Braun Dairy Equipment; 3:00 p.m. Shawano County Courthouse – Room C.
Meeting was called to order at 1:00 p.m. at the Braun Dairy Equipment Building and the following sites were viewed: Braun Dairy Equipment Building (Industrial Avenue); Work Release Center (Engle Drive); Rollmann Homes (E. Green Bay Street); Job (Fellman) Center (Elizabeth Street); old City Hall (E. Green Bay Street); Washington Street lot owned by County. No action or business was discussed during the tour of these sites.
Meeting continued at 3:00 p.m. at the Courthouse in Room C. All committee members were present, plus the following: Sheriff Wright; Ann Holcomb; Terry Moede; Jerry Erdmann; Paul Winter; Darlene Heller; Elaine Knope; Virginia Reineke; Karen & Ron Kupper; Marcalene Rosenow; Karen Grover; Patricia & Larry Gipp; Mike McClelland; JoAnn Barkow; Gene Hoppe; John Pestka; Tim Ryan; Lee Pulaski, Deb Noffke, Bea Moede and Kathy Sumnicht.
Public Comment: Sheriff Wright distributed a letter of concern to the Committee; Paul Winter, Gene Hoppe and Deb Noffke offered their opinions.
Fellman advised that the scope of this Ad Hoc committee is to analyze and the County Board will make the ultimate decision.
Motion To Deviate: Steinke made a motion to deviate from the Agenda should it become necessary, second by Swanke. All in favor and motion carried.
Minutes Approval: Monger made a motion to approve the January 4, 2012 minutes, second by Peterson. All in favor and motion carried.
Clarification of votes regarding lot #6 (Heritage park): As there was confusion regarding the vote pursuant to Ecke’s motion from the January 4, 2012 meeting to take the option of lot #6 off the table, a roll call vote was taken. Yes (remove lot 6 from the table): Peterson, Ecke, Monger, Steinke, Swanke. No: none. Abstain: Fellman. Motion to remove lot #6 from the table as an option passed by majority.
Review financing options – Monger: Monger indicated that this Committee is not to recommend how to fund, but said it is prudent that the Committee understands the funding. He had met with the Finance Director and was informed of several fund options and explained those to the committee members.
Evaluate sites: The members agreed that each site’s pros and cons should be discussed and then voted on. Some of the pros and cons were as follows:
· Braun: 8640 square feet; labor efficiency a concern but has many good specifications. Not in residential area which is good.
· Job (Fellman) Center: High renovation costs; structural issues; lease comes out of budget (taxes); more space than needed; not a long term solution.
· Rollmann Homes: no heat in outbuildings; no water to outbuildings; acreage not really needed; Braun structure superior to Rollmann.

· City Hall: small; close to Sheriff Office; lease only; no place for vehicles; could house evidence storage and forensic computers; renovation expenses.
· Work Release Center lot: next to Huber; cost to run water and sewer; it is only a lot and then a new structure would have to be built; some potential if what is all needed could be split apart (storage; computers; vehicles); County owns property; could keep vehicles at work release and have a smaller building next to the Sheriff’s Office.
· Washington Street: land is County owned to build a whole facility on; how much would be an eye sore; could build smaller building without impounded vehicle storage.
The following votes were made:
City Hall: Steinke made a motion to withdraw the old City Hall from options, second by Ecke. All in favor and motion carried.
Job (Fellman) Center: Ecke made a motion to drop the Job Center from options, second by Peterson. All in favor and motion carried.
Rollmann Homes: Swanke made a motion to drop Rollmann Homes from consideration, second by Monger. Yes: Fellman, Monger, Steinke, Swanke. Abstain: Peterson and Ecke. Motion passed by majority.
Braun Dairy: Ecke made a motion to accept Braun Dairy as an option, second by Steinke. All in favor and motion carried.
Huber Center Lot: Ecke made a motion to drop the Huber Center lot from options, second by Peterson. Discussion as to two-tiered facility and keeping lot as an option. Yes (to drop): Peterson and Ecke. No (to keep as option): Fellman, Monger, Steinke, Swanke. Motion failed by majority.
County-owned property: Ecke made a motion to consider the group of lots owned by the County, west of the courthouse and Sheriff’s Office, not to include lot #6 or Heritage Park, second by Monger. All in favor and motion carried.
At this point, Fellman asked the committee if there were any objections to opening the meeting up to questions from the public. There were no objections. John Pestka spoke.
Discuss option of multiple versus one building: Monger indicated that consideration of what is more workable should be considered.
Decision Document: Fellman requested that the Committee address the 3 options and present them with pros and cons for the next meeting:
· new building
· purchase and renovate Braun Dairy
· 2 buildings separated by different locations
Next meeting will be Monday, January 30, 2012 at 7:00 p.m.
At 4:30 p.m., Swanke made a motion to adjourn, second by Peterson. All in favor and meeting was adjourned.
