The Western Shoshone tribe of Native Americans, whose nation encompasses much of Nevada

and parts of California and Idaho, announced in April 1992 they would file a charter with the

U.S. State Department claiming independence as a self-governing nation.

The U.S. and other countries test nuclear weapons on land the Western Shoshones claim

under the Treaty of Ruby Valley (ratified 1869). Since the 1950s, the U.S. has tried to

convince them that their claim to the land had lapsed, and offered $26 million dollars for mor4

than 20 million acres. The money was accepted in the tribe's name by the U.S. Bureau of Indian

Affairs, and now amounts to over $40 million - but the Western Shoshones refuse to touch it

because they never agreed to sell.

Carrie Dann is one of the famous Dann Sisters who have carried the Western Shoshones'

legal struggle to the U.S. Supreme Court and beyond. She addressed the World Women's Congress

for a Healthy Planet in November 1991.

Pauline Estevez is a member of the Western Shoshone National Council. She spoke on April

2, 1992, at the beginning of a tour by indigenous women whose lands have been used for test

sites, condemning bills in the U.S. Congress that would force distribution of the disputed

money.

As of March 26, 1992, the Western Shoshone were calling for international support for

their peaceful resistance to the U.S. Bureau of Land Management, which had announced it would

remove the Dann Sisters' herd from disputed land.
