Action Plan Outline – Pennsylvania Wind Working Group

Objective 1

Develop a mission statement to serve as the basis for the Working Group

Mission statement: To grow wind energy in Pennsylvania, by capitalizing on strengths and eliminating barriers to development“

Objective 2

Develop an action plan whichbrings together the ideas of the stakeholders to work on goals and objectives of theWorking Group. The stakeholders will develop and work on action steps needed to insure progress toward the mission of the Working Group.

Objective 3

Establish procedures to enhance information exchange for Working Group members. Actions:

  1. Hold Regular Meetings

Hold at least one meeting in Philadelphia, Harrisburg and Pittsburgh for information exchange on action items. Holding meetings in various parts of the state will ensure local involvement and maximum participation in the Working Group. WindWorking Group meetings will also be accessible by phone to all members of the group.

B. Website development

Develop a Pennsylvania Wind Working Group webpage containing wind information, links, etc.

C. Information Clearinghouse

Accumulate and disseminate information pertinent to the issues of the Working Group. The Website will act as the resource center for the information.

Objective 4

Encouragepractical development of wind projects sensitive to logistical, environmental and social restraints.

  1. Provide the public with information on particular wind projects. Information about the impact of wind development on bird and bat populations, land use issues, etc will be available to the public for review.
  1. Provide an extensive list of information to Working Group members on funding alternatives, tax credits, interconnection issues, local work pool available for particular projects.

Objective 5

Stimulate sustainable markets for the wind energy generated

Actions:

A.Encourage demand for the wind energy. Public education and outreach around wind in the state will be encouraged.

B.Encourage the development of state and federal policies that promote wind energy i.e. RPS. The Wind Working Group could provide public comment on any proposed legislation.

Objective 6

Integrate the wind industry to economically benefit otherPennsylvaniaindustries, ie manufacturing and tourist. As much as possible the Wind Working Group will recruit involvement by other related industries and extend the network of the wind industry.

Inform the PA DEP about issues that would allow them to help in the integration process.
