Stage 1 and Stage 1b Interim Measures

A message from the Lord Mayor

I am pleased to advise Stage 1 of the Wynnum Road corridor upgrade is progressing well. The upgrade is part of Council’s investment to attack traffic congestion, which will see 90 road safety and congestion busting projects delivered across the city over the next four years.

The Wynnum Road corridor is a key arterial road for Brisbane’s eastern suburbs and carries more than 56,000 vehicles per day. Located between Latrobe Street and Canning Bridge, Stage 1 will improve road capacity to cater for current demands and accommodate future traffic growth. On completion in 2020, travel times for all vehicles (including buses) will be reduced by 50 per cent within the Stage 1 area, during peak periods.

There were 53 recorded accidents between Latrobe Street and Canning Bridge between January 2007 to December 2011, including 27 incidents requiring medical treatment or hospitalisation. The Stage 1 upgrade will address safety and reduce the risk of future vehicle accidents by widening the traffic lanes to the appropriate standard, removing unsafe right-turn movements into side streets and private properties, and upgrading the bend at the Heidelberg Street intersection.

The $115 million upgrade will also deliver important public and active transport infrastructure including indentation of bus stops and improved travel times, as well as improved cyclist and pedestrian pathways. A designated three-metre-wide, two-way off-road bike path will be installed between Mowbray Park and Laidlaw Parade for safe and efficient travel for cyclists, with a separate 1.5 metre pedestrian footpath.

Following detailed design release in June 2016, Council has progressed with the landscape plans for Mowbray Park and the formal land acquisition process, with 50 per cent of the identified properties already purchased. We have also begun investigations for Stage 1b, which involves interim works to improve traffic efficiency and safety, between Canning Bridge and Riding Road.

Wynnum Road Corridor Upgrade Stage 1 – Project Plan Detailed Design

Upgrade features

The Wynnum Road corridor upgrade Stage 1 involves:

•  widening Lytton Road between Latrobe Street and Canning Bridge from four to six lanes to provide an additional inbound and outbound lane

•  upgrading the bend at Heidelberg Street by changing the curve to improve safety

•  increasing road lane widths to 3.3m and 3.7m to improve safety

•  relocating and signalising the intersection at Laidlaw Parade and Lytton Road to provide access for local residents, and a safe crossing point for pedestrians and cyclists

•  improving safety and traffic flow by installing a centre median to prevent right-turns into private properties and local side streets

•  rationalising and indenting bus stops within the project area to reduce the impact on traffic flow and improve efficiency

•  providing a designated three-metre-wide, two-way off-road bike path between Mowbray Park and Laidlaw Parade, with a separate 1.5 metre pedestrian footpath

•  undergrounding the existing overhead service lines to improve amenity and safety.

Community feedback

Council has been receiving feedback from the wider community on the upgrade and its design throughout progression of the project since it was first announced in 2014.

Thanks to feedback received through four community information sessions, meetings with local community groups and a local resident survey sent to 40,000 households about the use of the two additional traffic lanes, features incorporated into the project include:

•  providing the two additional traffic lanes as general traffic lanes, not bus-only lanes

•  widening of the designated off-road bike path to three metres

•  removing access to Scanlan Street from Lytton Road to improve safety of the proposed off-road bike path and separated footpath along Lytton Road

•  changing the end treatment of Laidlaw Parade to a cul-de-sac

•  LED street lighting.

Stage 1b – Canning Bridge to Riding Road interim measures

Work has started on developing the preliminary design for Stage 1b. This project will complement the works undertaken as part of Stage 1 by implementing interim measures to improve traffic efficiency and safety between Canning Bridge and Riding Road.

The traffic measures being investigated for Stage 1b include:

•  removing unsafe right-turn movements across Wynnum Road into adjacent streets

•  rationalising bus stops

•  indenting the outbound bus stop at Norman Avenue

•  upgrading the Norman Avenue intersection to increase the capacity of the right-turn lane

•  improvements to the existing u-turn movement at Kingsbury Street

•  installing a bus jump lane from Bennetts Road to Hipwood Street during the morning peak, which extends the existing bus jump lane to Hawthorne Road.

Council is expecting to complete detailed design later in 2017 and will share this with the community for feedback.

Following the completion of the design, works for Stage 1b are proposed to be undertaken in coordination with the construction of Stage 1, which is expected to start in early 2018.

Council will consider further upgrades between Canning Bridge and Riding Road as planning along the Wynnum Road corridor progresses, though the scope and timing of any future stages is not yet confirmed.

Mowbray Park

Council is working to minimise the impact Stage 1 will have on Mowbray Park, with road widening affecting a small portion of the park fronting Lytton Road.

There will be no impacts to the historic war memorial, while additional land near Eskgrove Street and other areas within the project area will be converted to open space as part of the upgrade, resulting in no net loss of parkland.

The project team has designed the upgrade to protect the historic hoop pine and kauri pine located close to the new shared pathway along Lytton Road. In addition, a number of mature and semi-mature fig trees and palm trees will be relocated to ensure the character of the park is maintained.

As part of the upgrade, Council will be installing up-lighting under feature trees and the war memorial to improve the park’s amenity. This will be further enhanced by new LED lighting to be installed along pathways in the park to improve safety at night and access to local amenities such as the ferry terminal. Mowbray Park will also be upgraded with provision of free Wi-Fi.
