POSITION TITLE Manager, Policy and Development, UTS International

UNIT/FACULTY International Division

POSITION PURPOSE

The Manager, Policy and Development is responsible for:

§  the development of strategic market intelligence to inform and support Faculties/Institutes/University level International Recruitment Strategy on new business opportunities (onshore and offshore);

§  the review and development of approaches and procedures to maximise new opportunities including market and risk assessment, governance and compliance and course management;

§  the management of the profile of UTS internationally at sponsorship events, research activities, international student recruitment activities. For this role, the position works closely with the UTS Marketing and Communications Unit.

DIMENSIONS

UTS International was formed within the International Division on 1 July 2006 and incorporates several previously separated units including an International Office (for the International Students Program) parts of the Institute for International Studies and UTS Offshore. The office is designed to support the UTS International Strategy, to achieve UTS targets for recruitment of international students, and to provide services to the division as a whole.

UTS International is structured around four groups, each with a manager: International Recruitment; International Relations and Services; Policy and Development and Divisional Services.

UTS International is charged in particular with working closely with the rest of the university and external stakeholders to achieve a target of 6000 eftls international students by 2010.

The Policy and Development Group of UTS International is responsible for ensuring knowledge about the external market for international activities is available to the university community, for ensuring that the university is well positioned to take advantage of international business opportunities and that offshore activities are well coordinated and managed.

The Policy and Development Group has responsibility for:

§  e-projects;

§  promotions and publications;

§  business development;

§  UTS Offshore;

§  international activities compliance management including data and contract management.

RELATIONSHIPS

Supervision

The Manager, Policy and Development is one of four positions reporting to the Director, UTS International; the others being the Manager, International Recruitment; Manager, International Relations and Services; Manager, Divisional Services. Together they form the management team for UTS International.

The Manager, Policy and Development manages six teams (total of 9 staff). Teams are responsible for e-projects, promotions and publication, business development, UTS Offshore, course management, compliance and data and contract management.

The position is a member of the Director’s Management Group.

MAJOR RESPONSIBILITIES

The Manager, Policy and Development’s responsibilities fall into a number of key areas:

Divisional Strategic Planning

§  Working with the Director and the Director’s Management Group the position is expected to make significant contributions to the short and long term strategic and operational planning of the International Division by preparing discussion papers, recommendations, submissions and performance reports on a wide variety of areas including emerging recruitment opportunities, international education leading issues and trends.

Market Intelligence and analysis of international opportunities ad risks

§  The Manager, Policy and Development analyses and coordinates the development of recruitment strategies to grow and maintain international student targets both at the faculty level and on a University wide level.

§  The position coordinates the development of range of comprehensive market intelligence reports identifying new opportunities and areas of risk and conducts information events for internal stakeholders to support recruitment strategies at faculty, country and university levels.

Management of UTS profile internationally

§  To ensure ongoing and long term profiling of UTS, the Manager, Policy and Development works with relevant stakeholders to develop, organise and manage the UTS profile internationally through a range of internationalisation activities. In fulfilling these tasks the incumbent needs to be aware of UTS policies, rules and government regulations that may impact on the area.

§  The position manages the development of a range of electronic, print, audio and visual material to support recruitment and profiling activities.

E-projects

§  The Manager, Policy and Development manages a dynamic and regular program of promotional and e-activities events to support the information need of prospective students and student recruitment agencies. The position is involved in ensuring recruitment agents, prospective applicants and applicants are provided with clear, accurate and professionally presented information via the web.

Quality assurance and compliance

§  The Manager, Policy and Development oversees the implementation of a transnational policy framework including procedures relating to implementation of quality assurance procedures and best practice in relation to transnational programs.

§  The position ensures management of courses for international students, including pathway programs and credit transfers are in line with UTS policies, rules and government regulations, providing advice and support to internal and external stakeholders.

§  The position monitors, maintains and reviews governance and compliance protocols (particularly ESOS Act) in relation to International Students Program and transnational programs updating stakeholders as necessary.

ENVIRONMENT AND POSITION CHALLENGES

The Manager, Policy and Development is required to:

§  deliver timely reports and recommendations for strategic planning, especially to faculties and the UTS Executive based on analysis of market, client, and product research;

§  ensure that the University meets its obligations to internal and external reporting mechanisms and organisations such as government agencies and Australian Universities International Directors Forum;

§  review and update the credit transfer register, in conjunction with Faculties/Institutes for recruitment and assessment purposes;

§  manage and disseminate intelligence such as potential new business opportunities and contact details, market trends, emerging competitors and practices from each offshore recruitment activity;

§  balance internal functions such as the streamlining of administrative processes including the development of a customer responsive culture with external requirements such as the participation in a whole University approach to internationalisation activities.

AUTHORITY TO ACT

§  The Manager, Policy and Development has a high level of independence and is expected to display leadership and operate on a day to day basis with considerable autonomy in the achievement of Divisional strategic objectives and targets.

§  The Manager, Policy and Development has a general expenditure delegation to the value of $20,000 (UTS Standing Delegations of Authority-Delegation Bands, Band 5 delegate).

SKILLS AND ATTRIBUTES

§  Demonstrated experience in leading customer focused teams in a dynamic environment

§  Extensive experience in international recruitment and promotions

§  Well developed knowledge of overseas education systems

§  Excellent interpersonal, negotiation and business acumen skills

§  Extensive experience in working with a diverse range of cultures

§  Strong knowledge of global international and transnational education trends and the ability to identify opportunities

§  Working knowledge of legislative, governance and quality assurance regulations and issues in international and transnational education

§  Demonstrated experience in project managing multiple projects with demonstrated outcomes and implementation

§  Excellent ability to analyse systems, develop policies and procedures in a quality improvement environment

§  Strong commitment to the provision of high quality customer service

§  Ability to work flexibly in a rapidly changing environment

§  Capacity for and experience in staff management in a multicultural environment
