Dear Sir,

My letter of 14th December 2011 to you, which was sent by Australia Post Registered Mail, has been returned to me unopened. I’ve enclosed copies of the front and rear of the envelope with Australia Posts annotations.

I’ll take the opportunity to include some supplementary information.

A reply from the Australian Federal Police is enclosed.

To comply with that I am formally requesting that you send the matters detailed in this letter and my original letter of 14th December 2011 to the Australian Federal Police for investigation.

There is more than ample justification as a matter of public interest and because of the seriousness of the matters raised.

The decision by the AFP is analogous to the decision by the senior policemen in the “Phone Hacking Enquiry” in the UK which cost that policeman (John Yates) and the head of the police (Sir Paul Robert Stephenson) their jobs. Protesting that their integrity was intact!

The AFP use their CCPM to refuse to investigate Commonwealth bureaucracies. Effectively there is no way for citizens to have bureaucracies investigated for possible criminal offences.

Hardly what you, I and another million and a half Australians have put their lives on the line for over the years. It’s an attempt by the AFP to pervert the course of justice. Still they’re not very likely to prosecute themselves.

The complaint was that a senior executive of DVA refused to act on a detailed complaint hand delivered by respected advocate Harry Kirkman in 2005. It’s hardly likely to produce a different result if I write to anyone else in DVA except you.

Referral to the Ombudsman is useless – they are toothless tigers with no power to do anything except refer the matter back to the department concerned. As in the paragraph above DVA are hardly likely to make a different decision, unless you do it.

Both Harry Kirkman and Paul Evans have shown very considerable courage in challenging DVA over these matters. DVA have acted like regimes we went to war to eliminate.

There is a very strong case for a Royal Commission and should I need to I’ll write to all 225 Federal Politicians about these matters. I’ve previously written to them three times.

John Atkins has sent me a preliminary report on his efforts researching the “Ship’s Log of HMAS Duchess”. It has involved considerable effort on John Atkins’ part.

I am working on your STRESSORS and I have now completed quite a number where in fact I am combining incidents and have now completed no less than some 45 of the 87 recorded incidents and interceptions, including passage in support of HMAS Sydney and also the period when at anchor in support of Sydney unloading troops and supplies with the war being visibly waged overland nearby, while with swimmer threat, even despite the significant current flowing from the fast running delta of which you may or may not be aware !!
In short, I am getting there and getting my version of events down on paper as I have never done previously – it is quite an exercise. The balance of my work on STRESSORS will be much shorter and will combine events, particularly events with a difference, such as Naval Gunfire Support across border, collision and its affects, 40/60 shots being fired to stop a fleeing Kumpit and so on while on patrol and as Guard-ship at Tawau during early 1966 and up to the time when procedures were altered to those I always sought to minimise risks – no longer were suspect and enemy vessels brought alongside duchess – like bringing the enemy in to have a nice cuppa while we were absolute sitting ducks, which was quite stupid – but after the HMS Woolaston incident when several were killed operations changed to where vessels were stopped and then boarded some distance from Duchess – importantly WHILE DUCHESS WAS UNDERWAY and not STOPPED as previously !!!

The normal procedure when allegations of this nature is made is that the persons implicated are stood down whilst an enquiry takes place.

Quite clearly Ian Campbell is implicated.
