Clarification of Awards given at the District Level

Instructions listed are for a basic explanation of and the proper procedure to use in submitting the nominations. These instructions are over and above the ones on the nomination form. Each unit gets one (1) set of these applications – make copies to distribute.

A. District Award of Merit

1. Note requirements listed.

2. It is good to have nominations from several individuals for each nominee.

3. Include Scouter’s history of involvement such as Pack, Troop, etc.

4. Include all service to youth such as church, 4-H, schools, etc.

5. Use additional pages as necessary to include all pertinent information.

6. Type (computer) or print (black ink is best).

B. District Cubmaster, Scoutmaster and Venture Crew Leader of the Year

1. The nominee should have been the Cubmaster, Scoutmaster or Venture Crew Leader for the majority of the calendar year; if not all year.

2. It is good to have nominations from several individuals for each nominee.

3. The information most pertinent to the nominee’s nomination should have occurred the calendar year he/she is nominated. However, it is certainly fine to have that as a culmination of several years’ effort such as a Scoutmaster promoting camping in a Troop to the extent that everyone in the Troop participated in all campouts the year of the nomination.

4. Use additional pages as necessary to include all pertinent information

5. Type (computer) or print (black ink is best).

C. District Scouter of the Year

1. The service rendered by the nominee for this award can be at the Pack, Troop, District, Venture Crew, Explorer, and Order of the Arrow or a combination of any or all.

2. It is good to have nominations from several individuals for each nominee.

3. The main basis for the nomination should be service during the calendar year he/she is nominated. It would be proper to add the Scouter’s history in Scouting especially if the positions/jobs added to the service on which the nomination is mostly based.

4. Use additional pages as necessary to include all pertinent information.

5. Type (computer) or print (black ink is best).

D. District Unit Committee Chair of the Year

1. The nominee should have been the Unit Chairman for the majority of, if not, the whole year.

2. It is good to have nominations from several individuals not necessarily limited to just the unit.

3. The main emphasis should be on service rendered during the calendar year nominated for (however work over the course of previous years involving long term planning, growth, etc that resulted in a special achievement coming to fruition is well worth noting).

4. The service for which the nomination given should be to the Cub Pack, Scout Troop, Venture Crew or Post the Chairman is serving.

5. Use additional pages as necessary to include all pertinent information.

6. Type (computer) or print (black ink is best).

E. District Rookie of the Year

1. The qualifications are as follows:

i. Must have been newly registered as a Scouter in the calendar year for which nominated.

ii. Can be connected to a Pack, Troop, Crew, Post or the District.

2. It is good to have nominations from several individuals for each nominee.

3. Points to consider but are not limited to are: training, participation, unit stability and/or growth, and any other contribution to youth in the BSA programs in the Crow River District.

4. Use additional pages as necessary to include all pertinent information.

5. Type (computer) or print (black ink is best).

F. District “Spouse of the Year”

1. Basis for nomination can be but is not limited to:

i. Spouse of a Scouter very active in Scouting.

ii. Spouse of a Scouter who helps the Scouter behind the scenes.

iii. Spouse of a Scouter who is willing to put up with a growing “to do” list of the Scouter.

2. Several nominations are recommended and one can certainly come from the Scouter.

3. Use additional pages as necessary to include all pertinent information.

4. Type (computer) or print (black ink is best).

G. District “Family of the Year”

1. Needless to say, the more involved all members of the family are in Scouting, plus the extent of that involvement, is what will get this award for a family in CROW RIVER DISTRICT.

2. Example:

i. Dad is on the Cub Committee and is an Assistant Scoutmaster.

ii. One boy is Cub and the other is a Scout.

iii. Mom is on District Committee and Troop Committee.

iv. Sister has joined a Venture Crew and/or is active in an Explore Post.

3. It is good to have nominations from several individuals for each nominee.

4. Use additional pages as necessary to include all pertinent information.

5. Type (computer) or print (black ink is best).

H. Key Leader and Spark Plug Awards

1. As stated on the nomination form, these are Pack and Troop Awards.

2. The criteria’s are listed on the form.

3. If you feel an individual from your Pack or Troop merits one of these awards, approach other Scouters from your Pack or Troop with your ideas. Don’t let the nominee know you are seeking the award from him/her.

4. One (1) “Key” and one “Spark Plug” award per year from each Pack and/or Troop and the Pack and/or Troop Scouters should decide who deserves it. This information is then forwarded to the District Advancement Committee to be included in the awards.

5. If the Troop Scouters cannot (try really hard) decide between nominees, attach a letter of all nominations and forward it to the District and the District will pick a person.

In Conclusion: It is the District Advancement Committee’s job to select the Award winners with the exception of the District Award of Merit. The previous year’s District Award of Merit recipients will be asked to help in the Award of Merit selections. Other District Scouters are often asked to help. The nominations have to be received no later than the February Roundtable to allow time to accomplish this in time for the District Dinner in March.

Recipients will be recognized at the Annual District Recognition Dinner (March 16th).
