INCUMBENT
ROLE PURPOSE (primary purpose as relates to DTED strategic objectives)
Responsible for development and implementation of significant Tradestart strategies, services, programs, export opportunities, and associated analysis and advice in line with the requirements of the Commonwealth agreement.
ROLE OUTCOMES (what needs to be achieved)
1 / Lead and oversee the strategic planning and effective delivery of the TradeStart program, and associated client services, to business and industry representatives, within the nominated territory, as evidenced by the achievement of client targets as set out in the Trade Start contract with the Commonwealth.
2 / Lead, guide, facilitate and ensure the growth of export capability of clients with a focus on small and medium sized enterprises in regional SA through the promotion of and use of Austrade and South Australian Government services and overseas networks.
3 / Effective strategic partnerships and alliances that support capitalising on market opportunities are developed and maintained.
4 / Timely analysis and expert advice is provided to Government in relation to status, opportunities and risks of key industry and regional development projects and the preparation of succinct and accurate high level briefing notes, reports, correspondence and Ministerials.
5 / Providing detailed, expert advice and coaching to Australian companies, based on an analysis of their requirements, and ensuring the delivery of appropriate services.
6 / Professional and expert representation of the Department’s and State Government’s and Austrade’s interests at meetings and presenting information on behalf of these agencies.
7 / Contribution is provided for development of robust, evidence based economic and industry policy by bringing together diverse views and input from across the Department and Government.
8 / Contribution to effective trade development and investment attraction in line with the South Australia Strategic Plan targets and Departmental strategies.
9 / Diverse stakeholders are motivated to work together as a team to achieve objectives and positive representation of, and contribution to, the achievement of Departmental goals.
10 / Compliance with Government legislation, Code of Ethics for the SA Public Sector, DTED policies and procedures, including ethical/accountable resources and information management, OHS&W and injury management, risk management, and equity/diversity strategies of the public sector.
RELATIONSHIPS
1 / Reports to Manager, International Operations and Export Programs and supports the work of the Trade, Population and Migration Business Unit.
2 / As this position is jointly funded by the State and Commonwealth Government, the incumbent needs to work closely with Austrade, both onshore and offshore.
3 / Local, State and Commonwealth Government agencies, community groups, overseas offices, local and regional industry associations, SA Regional Development Boards, media representatives, potential investors and SA enterprises.
QUALIFICATIONS
1 / Essential – Tertiary qualifications in economics, business management, project management or similar.
2 / Desirable – N/A.
TECHNICAL EXPERTISE
1 / Demonstrated understanding of Australian business capability across a range of sectors and opportunities and trends in global markets.
2 / Sound knowledge of the factors and decisions that are relevant to business at various stages of growth and internationalisation and how deals are structured and successfully executed/implemented in global markets.
3 / Broad knowledge and understanding of international, national and South Australian economy and emerging issues, policies, programs, principles, practices and factors affecting economic and business growth ,innovation, viability and sustainability.
4 / Sound knowledge of key South Australian and Commonwealth Government’s industry and trade development policies, processes and legislation.
5 / Knowledge of specific IT systems and strong computing skills; understanding of computer concepts and the use of applications within a Microsoft Windows / MS Office environment. Analytic ability using spreadsheets and databases.
