State of NC, Used Oil Recycling Instructions

The State Surplus Property Agency manages a Statewide Contract for the recycling of used motor oil and antifreeze. This contract also covers pick-up of filters and absorbents at no charge.

To utilize this contract you must be a state agency, university, board, commission, city, town or county. Any government agency wishing to participate must first establish an account with the NC State Surplus Property Agency.

Per the Contract Terms, the Contractor has agreed to the following:

· Will pump (minimum 100 gallons Used Motor Oil) from your Containers

· Transport, Recycle and Pay for:

o Used Oil --- Sliding index monthly scale based on crude oil futures. ( For mathematical formula, explanation or current price call Stan Black 919-733-2256)

o Used Water/Anti-freeze Mix --- no cost with oil pick up

o Used Oil/Water/Antifreeze Mix --- no cost with oil pick up

o Used filters and absorbents --- no cost with oil pick up

Vendor should remove the product within 10 days of notification

To utilize this contract, you must:

1. Collect a minimum of 100 gallons of Used Motor Oil in 55 gallon drums, underground storage tanks or above ground storage tanks. Antifreeze and Diluted Antifreeze, Oil/Water Mix are picked up at the same time as the oil is picked up, there will be no cost. Non-oil pick-ups may could incur a charge.

2. Call Noble Oil Services at 800-662-5364.

Give them the following information:

o Department Name

o Agency Name

o Physical Address

o Contact Person and Telephone Number

o Estimated Amount and Type of product to be picked-up

3. To ensure accountability and proper fund disbursements, enter the details into the SSP Inventory System within 24 hours after product was picked-up by logging on to:

www.ncstatesurplus.com/ssp/agency/logon.asp

Should you not be able to logon to the site, please contact the person in your agency that was designated by the State Surplus Property Agency as your agency user. Should you not know your agency user, please contact State Surplus at 919-854-2160.

Enter the oil picked-up as Miscellaneous Inventory (do not enter in antifreeze, filters or absorbents as they do not generate revenue.)

Enter the entire pick-up using only one inventory number

In the Description Field enter the following:

o Quantity of Oil Picked-up

o Date of pick up

o Ticket number

Example of a Description entry:

140 gallons used motor oil.. Picked up by Noble on 3/1/14. Noble Ticket # 123456

o Enter the quantity as 1

o The category is Oil and Gas

4. Submit the record for review. When you click submit, a drop down menu will give you choices to submit the record to. Select the person in your approval chain.

5. Immediately, mail, email or fax a copy of the pick-up ticket to the attention of:
