This question will come before the full Board at its September 2009 meeting where it will be voted on and action taken.

Procedural History

Terms for members of the State Professional Standards and Practices Board for Teaching are set forth in Regents Rule 3.14. The Board of Regents appoints members to four-year terms, with the exception of the teacher education student member, who is appointed to a two-year term. Board co-chairs are appointed for two-year terms.

Background Information

There are currently five vacancies on the Board.

The following individuals are recommended for appointment: Colleen Clay (higher education), Khalek Kirkland (school leader), John Mahoney (teacher), Margaret Kaiser (public), and Ross Marvin (student). A brief biographical sketch of the proposed new member and a list of current members are attached.

Recommendation

It is recommended that the Board of Regents approve the following appointments to the State Professional Standards and Practices Board for Teaching: that Colleen Clay (higher education), Khalek Kirkland (school leader), John Mahoney (teacher), and Margaret Kaiser (public) be appointed to an unexpired term beginning September 14, 2009 and ending June 30, 2013. It is recommended that the Board of Regents approve the following appointments to the State Professional Standards and Practices Board for Teaching: Ross Marvin (student) be appointed to an unexpired term beginning September 14, 2009 and ending June 30, 2011.

Timetable for Implementation

The member’s term will begin immediately upon appointment.

Coleen Clay Membership Category: Educator

Coleen Clay is Assistant Professor and Chair of the Department of Teacher Education, York College, City University of New York (CUNY). Dr. Clay teaches courses in literacy development, child and adolescent development and teaching and learning in urban schools and supervises student teachers. From 1999- 2001 she was an Associate Professor of Education at CUNY Medgar Evers College. From 1994-1999 she was the Coordinator of Educational Programs and Research at the Caribbean Research Center, Medgar Evers College. In other CUNY Colleges: Department of Education at Brooklyn College, La Guardia Community and City College she was an Adjunct Professor of literacy, developmental psychology and education. She has served as a Research Assistant in the Department of Education at City College and a Researcher and Coordinator for the NYC Commission on Minimum Standards in the Institution of Social and Policy Studies, Yale University. Early in her career she was a member of the Faculty of Education and Educational Research at the University of the West Indies, Mona, Jamaica, WI where she taught both undergraduate and graduate courses in child development and education. She began her career as a Remedial Reading Specialist at Vauxhall Secondary School in Kingston, Jamaica and later taught early childhood grades in New York City.

Dr. Clay currently serves as the Chair of the Teacher Education Curriculum Committee, and York’s Instruction Committee as well as coordinates and leads various NCATE Accreditation-related Committees including the Assessment Committee. As Department Chair, she also serves on York College’s Promotion and Budget (P&B) Committee and Academic Council and CUNY’s Teacher Education Council. Dr. Clay is a collaborating member of the Institute of Urban and Minority Affairs, Teacher’s College, Columbia University, Dynamic Pedagogy Project as well as the Teacher’s College Education Zone Partnership and the York College PSC Executive Committee and the Regents Workgroup on Teacher Education. She is a member of the Editorial Board of WADABAGEI, a scholarly journal of the Caribbean and its Diaspora. In the 1990’s she served on the New York City and New York State Committees on Education of Caribbean Creole Students and the Bilingual Special Education Advisory Council.

Dr. Clay has a B.A. in Interdisciplinary Studies and Elementary Education from CUNY Queens College, a M.A. in Applied Human Development and M.Ed. in School Counseling from Teachers College, Columbia University and an Ed.D in School Psychology and International Education Development from Teachers College, Columbia University.

Khalek Kirkland Membership Category: School Leader

Mr. Kirkland serves as Principal at the Ronald Edmonds Learning Center (RELC), a New York City exemplary school for arts education. He began his school leadership experience as Assistant Principal for the RELC’s School of Fine Arts and Design in 2001 and became Principal in 2004. Beyond managing the professional needs of a staff of 72 faculty members and 4 other school leaders he holds himself responsible for the long term academic success of approximately 900 middle school students. As a school leader Mr. Kirkland has overseen the development of accelerated academic programming enabling qualifying students to gain high school credits while attending middle school. He has developed proposals to corporations, artistic institutions and other philanthropic organizations to secure funding for special programs and extracurricular activities. He works to evaluate and implement program initiatives, team building, shared decision making and school values promotion. He began his teaching career as a Mathematics teacher within the RELC Summit program in 1993, and in 1994 he was awarded New York City Teacher of the Year. He has held the positions of Mathematics Department Chair, and Co-chair of the School Leadership Team.

Mr. Kirkland is a member of the National Council of Teachers of Mathematics, and has served on the Work Group on Improving the Recruitment, Preparation and Retention of Teachers for Urban Education, an advisory board to the NYS Board of Regents. He also serves as a mentor principal for New Leaders for New Schools’ residency program.

Mr. Kirkland has a B.A. in Political Science from Morehouse College, an M.A. in Mathematics Education from New York University, and an M.S. in School Administration from Fordham University where he is currently a doctoral candidate in School Administration.

Margaret Kaiser Membership Category: Public

Western New York Region

Margaret Kaiser is a member of the New York State Dance Force where she serves on the Executive Committee. She is also a grant-writing consultant, docent for the Burchfield Penney Art Center and registered yoga instructor.

She recently retired from the position of Executive Director for the Arts in Education Institute of Western New York and Erie 1 BOCES Coordinator of Arts in Education services. She has an extensive and varied background in education, the arts, not-for-profit agency management and the development of public and private sector partnerships. Ms. Kaiser also served as VP on the Board of Directors for the former Association of Institutes for Aesthetic Education, as a primary mentor for a potential South African institute for aesthetic education, and as a member of the Steering Committee for the Teaching Artist Mentoring Project, which provided national staff development for teaching artists and teachers. She developed a Gifted and Talented Seminar Series for the former Planning and Instruction Division of Erie 1 BOCES and began her career as a middle school/ high school English teacher.

Ms. Kaiser has an extensive background in dance: as a performer in WNY, an arts in education consultant for North Carolina Dance Theatre, and as a dance panelist for Arts MidWest, the Ontario Arts Council In Toronto, and the New York State Council for the Arts. She has also contributed dance reviews for The Buffalo News.

Ms. Kaiser served as a member of the task force that developed the preliminary New York State Learning Standards for the Arts and participated in the New York State Arts Assessment in Practice research group. She is a member of the Leadership Buffalo Class of 1990.

Ms. Kaiser has a B.S. in Secondary Education and a M. S. in Reading Education from SUNY at Oswego.

John Mahony Membership Category: Teacher

Questar III BOCES

Capital District Region

John Mahony is a Career and Technical Education teacher for Questar III BOCES in Hudson, New York. He began teaching aviation in 2002 to juniors and seniors in a unique career introductory program offered by BOCES. He is also an Adjunct Flight Training Instructor at Columbia-Greene Community College. Mr. Mahony is a New York State United Teachers building representative and local chapter treasurer.

Mr. Mahony has an extensive background in aviation. Prior to becoming a teacher Mr. Mahony was the president of Redtail Aviation, Inc. He has 38 years of flight experience and has been an Airline Transport Pilot, Advanced Ground Instructor and Flight Instructor for single engine airplanes, instrument airplanes and gliders. He holds an Airframe and Powerplant Mechanic license with Inspection Authorization. He was a Rensselaer Polytechnic Institute test pilot and worked with the collegiate design and development team flying the first test flight of the RP-3 glider. Mr. Mahony built, performed test flights and competed in the HP-18 glider which is now part of the National Soaring Museums collection. He has been a professional airshow pilot for 10 years, performing glider aerobatics in over one hundred airshows.

He was a member of the International Council of Airshow Safety Committee and the U.S. National Glider Aerobatic Team.

Mr. Mahony has a B.S. in Accounting and Finance from Lehigh University.

Ross Marvin Membership Category: Teacher Education Student

Ross Marvin is enrolled in Union Graduate College, studying towards a career as a secondary school English teacher. Prior to pursuing his graduate education Mr. Marvin worked for Siena College’s Development Office. He also worked as a Schenectady County reporter for the Spotlight, a weekly newspaper chain serving New York's Capital District.

As an undergraduate at Union College, Mr. Marvin was a Presidential Scholarship recipient from 2003-2007 for academic accomplishment. He was awarded the William H. Bloom Poetry Prize in 2006 for best poem by a Union College undergraduate and the David Brind Memorial Prize as an outstanding senior student in the field of English. Mr. Marvin also worked for the Union College Communications Office as a Writing Intern and at the Union College Writing Center as a Writing Tutor.

Mr. Marvin has a B.A. in English with a minor in Political Science from Union College.
