1.0 Introduction

The European Bank for Reconstruction and Development (EBRD) is the largest financial investor in their region of operations which stretches from Central Europe and the Western Balkans to Central Asia. Established in 1991 EBRD are funded by 61 countries and 2 intergovernmental organisations. They work across 29 countries investing in projects, engaging in policy dialogue and providing advisory services helping countries to become open market economies.

The European Bank for Reconstruction and Development (EBRD) is the largest financial investor in their region of operations, which stretches from Central Europe and the Western Balkans to Central Asia. The EBRD has a significant presence in London with 1,500 staff at their offices on 155 Bishopsgate / 1 Exchange Square. They occupy 500,000 sq. ft. of space over 12 floors.

The EBRD is negotiating with Broadgate Estates to take additional office space on the 4th floor of 175 Bishopsgate. The additional 8,000 sq. ft. of space will be fitted out from Developer Standard Cat A. to provide office (cellular and open plan) space, meeting rooms and associated support space.

The EBRD wishes to select a single main contractor to undertake the works. This prequalification document has been prepared on behalf of the EBRD to assist in the selection of a list of pre-qualified companies who would be invited to submit a tender for fitting out works.

In Section 5.0 the contractor is requested to provide specific details and failure to provide this basic level of information will result in his response being disregarded. Contractors are also invited to provide any additional information they feel may be relevant but should note any superfluous material will be viewed negatively in the overall comparison of responses.

Contractors are requested to confirm that they wish to be invited to submit a tender bid for these works which will be regulated by the EBRD's Corporate Procurement Policy (CPP), which can be downloaded from the EBRD's website of www.ebrd.com.

This prequalification document has been prepared on behalf of EBRD to assist in the selection of a preferred list of companies who would be invited to submit a tender for fitting out works on a Lump Sum Fixed Price Design & Build procurement route.

In Section 5.0 the contractor is requested to provide specific details and failure to provide this basic level of information will result in his response being disregarded. Contractors are also invited to provide any additional information they feel may be relevant but should note any superfluous material will be viewed negatively in the overall comparison of responses.

Contractors are requested to confirm that they wish to be invited to submit a tender for these works. This confirmation will imply agreement to submit a bona fide tender and not divulge tender prices to any person before the time for the submission of tenders.

Should you not wish to be considered your inability to accept will not prejudice your opportunities for tendering for future works with EBRD or under our direction.

Contractors should finally note that inclusion on a list at this stage does not guarantee that you will subsequently receive a formal invitation to tender for these works. It is anticipated that 5 or 6 companies will be chosen to tender for this project.

3.0 Project Particulars

3.1 Location of the Site:

3.2 General Description of the Works

The fitting out from developers Cat A provision of 8,000 sq. ft. of office space on the 4th Floor. The space is to provide:-

(i) 16 open plan workstations

(ii) 38 cellular office workstations

The tender process will be in accordance with the EBRD's Corporate Procurement Policy and the relevant policies and procedures of the EBRD. .

3.5 Procedure

The tender process will be in accordance with EBRD’s Corporate Procurement Policy and Procedures

Confidentiality

The contents of this document together will all information, materials, specifications or other documents provided by the Bank, or prepared by the contractor specifically for the Bank, shall be treated at all times as confidential by the contractor. The contractor participating in the procurement process shall not disclose any such information, materials, specifications or other documents to any third parties without the prior express written consent of the Bank or use them for any purpose other than for the preparation and submission of a response to this procurement process.

3.7 EBRD Logo

Please be advised that the Bank’s logo is a registered service mark and as such should not be reproduced without the express written permission of the Bank. Furthermore, without the prior written consent of the Bank, suppliers participating in the procurement cannot use the Bank's name in any public announcements, promotional, marketing or sales materials.

3.8 Purpose of this pre-qualification process

This pre-qualification questionnaire (“PQQ”) sets out the information which is required by the Bank in order to assess the suitability of potential contractors to meet the Bank's requirements and to allow the Bank to compile a list of pre-qualified contractor (as defined below) for the next phase of the Bank's tender process.

4.0 Description of the pre-qualification process

4.1 Timescale

The timeline for the procurement process is as follows:-

4.2 Clarifications

4.3 Submission of general and technical information

All responses must be sent by electronic mail, by <specific date and time required> indicated in the timetable above.

4.4 Conditions of PQQ submission

In submitting their PQQ response, prospective contractors indicate their intention to accept all the terms contained in this PQQ, attachments and schedules.

The Bank reserves the right to exclude prospective contractors from the pre-qualification process at any time should the Bank at it sole discretion establishes that a prospective contractor has provided incorrect information to the Bank. It is anticipated that up to 6 contractors that are considered by the Bank to be suitably qualified ("Pre-qualified Contractors") will receive an invitation to participate in the request for quotation (RFQ) process. Pre-qualified contractors and contractors who fail to be included in the list of pre-qualified contractors will be notified by e-mail. A Request for Quotation (RFQ) will be sent by the EBRD to the Pre-qualified Contractors. The RFQ to Pre-qualified Contractors will contain more detailed instructions. The aim and purpose of this procurement process is not an offer to enter into a contract with any party by the Bank, but rather a request to receive quotations from persons interested in providing the works outlined. The Bank may reject all submissions, in whole or in part, and/or enter into negotiations with any party. The content of this PQQ represents all of the Bank's requirements and instructions at the date of this document. Any changes to our requirements and any amendments to this will be notified and confirmed in writing by the Bank to all recipients of this process before the closing date of the pre-qualification process set out above.

By submitting a response to this PQQ document, the contractor will have to confirm that it has not:-

(i) communicated to any third party the amount or approximate amount of the commercial terms in your response (except where obtaining quotations, pricing or information necessary for the preparation of the response to the PQQ or for insurance purposes);

(ii) entered into any agreement or arrangement with any other person that causes that person to refrain from submitting a response to this PQQ or alter the content of their response;

(iii) offered, paid, given or agreed to pay any sum of money or similar consideration (directly or indirectly) to any person to do/cause to be done any of the activities listed in (i) or (ii) above in relation to a third party's response to this request for quotation or proposed response; or

(iv) offered, paid, given or agreed to pay any officer, staff member or expert performing a mission to the Bank any gift or consideration of any kind as an inducement or bribe to influence its decision in this procurement process.

It is the prospective contractor's responsibility to ensure that a full appreciation, understanding and comprehension of the goods and services required, stated or implicit have been achieved prior to its submission. No claims will be accepted for items that arise from the prospective contractors to meet these requirements. By submitting a response, the prospective contractor agrees to all the terms conditions laid out in this document.

The Bank reserves the right to change this PQQ documentation, including the deadlines and requirements provided herein. Furthermore, the Bank reserves the right to cancel the process at any time at its discretion.

Nothing in this PQQ shall be construed as a waiver, renunciation or modification by the Bank of any immunities, privileges and exemptions of the Bank accorded under the Agreement Establishing the European Bank for Reconstruction for Development, international convention or any applicable law.
